Expertise France has been active in Angola since 2017, implementing vocational education modernization projects and establishing trusted cooperation with Angolan partners and active donors in the country. This cooperation has notably resulted in strengthened dialogue with European partners, leading to the development of four projects covering blue economy, circular economy, public finance management, and justice. By the end of 2025, Expertise France’s project portfolio in Angola is expected to grow by 150%, with business volume increasing from €17.75 million to €44 million.

Project or context description

        I.            Mission description:

In this context, Expertise France is recruiting a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to ensure the establishment and quality of MEAL systems for the Expertise France projects in Angola, and to contribute to strengthening learning and accountability within the Angola Country Office.

The position is shared across several projects (projects descriptions below) within the Country Office, but may evolve to support other projects depending on the development of Expertise France’s portfolio in Angola. Reporting hierarchically to the Country Director and functionally supervised by the project manager of each project, the MEAL Officer is responsible for managing and implementing the projects’ monitoring, evaluation, and learning systems. He/she ensures the systematic, reliable, and effective collection, analysis, and use of data to support project management, accountability, and learning.

These responsibilities are detailed below :

Operationalisation and management of the MEAL system of each projects

  • ·         Implement and maintain the MEAL framework and monitoring plan developed during the inception phase;
  • ·         Support the organisation of baseline studies and needs assessments to establish reference values for indicators (at output, outcome and activity levels);
  • ·         Contribute to the design and implementation of follow-up, outcome, and endline surveys to measure changes at different levels;
  • ·         Ensure that the MEAL system is compliant with the donors and Expertise France requirements;
  • ·         Use and adapt data collection tools for regular monitoring of activities and results;
  • ·         Consolidate and track indicators from EF and EF partners (implementation partners, grants beneficiaries…), ensuring data consistency and completeness;
  • ·         Provide basic methodological support to staff and partners involved in data collection and reporting;
  • ·         Conduct data quality checks to ensure consistency and reliability;
  • ·         Produce dashboards (Power BI, basic GIS visualisations where relevant) and progress reports to summarise progress in a timely and user-friendly manner for project management and donor reporting purposes;
  • ·         Identify challenges and propose practical improvements to data collection and management systems.
  • ·         Develop, in coordination with project managers and with support from Expertise France headquarters, the terms of reference to identify external service providers for project monitoring and evaluation where relevant (including baseline studies, external evaluations, and capitalization exercises), and support their selection and supervision;
  • ·         Provide support to and monitor external service providers in the delivery of their assignments.

Accountability and reporting

  • ·         Coordinate the preparation of MEAL inputs for internal and external reports ;
  • ·         Provide up-to-date data and analysis for decision-making, communication and donor reporting;
  • ·         Ensure alignment with donors requirements notably the European Union, including OPSYS compliance;
  • ·         Ensure that MEAL data feeds into EF corporate reporting systems and complies with quality standards;
  • ·         Set up and maintain simple feedback and satisfaction mechanisms for project beneficiaries and stakeholders to strengthen accountability;
  • ·         Depending on the project needs: Document and share success stories, case studies and lessons learned to demonstrate results and promote good practices;
  • ·         Provide evidence-based inputs, visuals and analysis for visibility and communication activities.

Knowledge sharing and learning

  • ·         Analyse monitoring data and findings to identify trends, lessons and areas for improvement;
  • ·         Support the interpretation and communication of outcome-level results, ensuring that evidence from surveys and monitoring activities clearly demonstrates progress and impact;
  • ·         Actively participate in review meetings and planning sessions, helping the different teams  interpret MEAL data for decision-making;
  • ·         Support the organisation of yearly “pause and reflect” exercises and ensure follow-up on recommendations;
  • ·         Facilitate knowledge-sharing workshops within the project teams and partners;
  • ·         Contribute to mid-term and final external evaluations by providing relevant data and documentation;
  • ·         Support follow-up on evaluation recommendations and integration of lessons into ongoing work.

 

Capacity building and partner support

  • ·         Organise and deliver training sessions on MEAL principles, indicator tracking, data collection and reporting tools, when relevant;
  • ·         Provide coaching and mentoring to implementing partners and other stakeholders as needed;
  • ·         Promote a learning-oriented culture within the project by encouraging staff to use MEAL data for decision-making;
  • ·         Support the development of user-friendly guidance materials, templates and checklists for MEAL tasks;
  • ·         Contribute to strengthening MEAL coordination within the consortium, ensuring consistency and mutual learning between partners.

 

Projects description

The portfolio of the MEAL officer may evolve depending on the Country Office portfolio and the projects needs and life cycle. In an indicative manner, the MEAL officer may work on the following projects :

  • -          JUSTA - Justice Sector Support (2026 - 2030) aims to support the reform of the Angolan justice system by strengthening the rule of law, improving access to justice, and protecting vulnerable populations. It provides technical assistance to judicial institutions through capacity building, governance support, and development of legal aid and juvenile justice systems.
  • -          UNI.AO - Higher Education Support Programme (2019 – 2036) focuses on modernizing higher education in Angola by strengthening universities and improving the alignment between academic training and labor market needs. It contributes to the country’s economic diversification by developing a skilled workforce.
  • -          PROSPERA (Technical and Vocational Education & Employment) (2026 – 2031) aims to transform the technical and vocational education and training (TVET) system in Angola. It seeks to enhance youth employability, support entrepreneurship, and better match skills with labor market demands in a sustainable development perspective.
  • -          Blue Economy Project (2025 - 2029) supports the sustainable development of marine and fisheries resources in Angola. It focuses on strengthening value chains (including aquaculture), improving resource management, and contributing to economic diversification and climate resilience.

Required profile

        I.            Required profile:

Education:

  • ·         University degree in Monitoring & Evaluation, Social Sciences, Statistics, Economics, Public Policy, or related field. Master’s degree desirable.

 

Experience:

  • ·         At least five (5) years of professional MEAL experience, preferably in international development projects,
  • ·         Demonstrated experience in designing and implementing MEAL frameworks and systems,
  • ·         Experience in designing and deploying mobile data collection tools (e.g., KoboToolbox or another similar) and providing basic input into the design of MIS for data management and visualisation,
  • ·         Experience in training and capacity building on MEAL,
  • ·         Experience with EU-funded projects and OPSYS desirable,
  • ·         Experience in Angola or similar contexts is desirable.

 

Skills:

  • ·         Proficiency in data collection and analysis tools: Kobo/ODK, Power BI, Excel.
  • ·         Familiarity with GIS outputs (ArcGIS/QGIS) is an asset.
  • ·         Strong capacity to interpret and analyse complex quantitative and qualitative data,
  • ·         Familiarity with environmental and social impact monitoring is an advantage,
  • ·         Excellent interpersonal communication and presentation skills,
  • ·         Strong analytical and writing skills, with the ability to produce clear, concise and well-structured reports,
  • ·         Ability to work within several teams and partners to ensure the delivery of high-quality products in a timely manner and to organise its time throughout different projects,
  • ·         Ability to work in multicultural teams and complex governance environments.
  • ·         Strong adaptability, problem-solving skills and initiative,
  • ·         Working proficiency in Portuguese and Good command of English or French.
