Mission description

Expertise France is recruiting a short-term Senior Information Systems Analysis, Requirements Engineering and Digital Architecture Expert to support the integration of climate change and disaster risk functionalities into Uganda’s Integrated Bank of Projects (IBP).

The expert will lead the technical architecture and system design dimensions of the assignment and translate business, policy, and operational requirements into a comprehensive System Requirements Specification (SRS).

Key responsibilities include:

  • Reviewing existing IBP architecture, workflows, templates, and digital functionalities;
  • Translating business and policy requirements into technical specifications;
  • Designing functional workflows, validation rules, user roles, and access management structures;
  • Developing data structures, data dictionaries, process flows, and use cases;
  • Integrating climate screening functionalities into digital workflows;
  • Defining reporting, dashboard, security, audit, and interoperability requirements;
  • Preparing the draft and final System Requirements Specification;
  • Supporting stakeholder validation workshops and finalization of system requirements;
  • Supporting capacity building on the proposed system functionalities.

The expert will work in close collaboration with the Business Analysis & Climate Change Expert.

Project or context description

Same project context as above, implemented under the Green Public Investment Management and Climate Resilience Programme financed by the Agence Française de Développement.

The assignment supports the digital enhancement of the Integrated Bank of Projects to ensure that climate and disaster risk considerations are systematically embedded within project preparation, appraisal, and monitoring processes under Uganda’s Public Investment Management System.

Required profile

Education

  • Advanced university degree in Computer Science, Software Engineering, Information Systems, Digital Architecture, or related field.

Professional experience

  • Minimum 7 years of relevant professional experience in enterprise systems, business applications, or public sector digital transformation;
  • Demonstrated experience in systems analysis, requirements engineering, or enterprise architecture;
  • Proven experience preparing System Requirements Specifications (SRS);
  • Experience working with government information systems or institutional digital platforms;
  • Previous experience in Africa or similar institutional contexts is considered an asset.

Technical competencies

  • Strong knowledge of business process modelling and workflow design;
  • Experience in database design, validation logic, access rights management, and reporting systems;
  • Ability to translate business and policy requirements into technical specifications;
  • Familiarity with digital transformation in public sector environments;
  • Experience with sustainability, compliance, risk management, or climate-related systems is an advantage.

Desirable qualifications

  • Prior experience with government systems in Uganda is considered a strong advantage.
