Mission description

Expertise France is recruiting a short-term Senior Business Analysis, Climate Change and Public Investment Expert to support the Government of Uganda in integrating climate change and disaster risk considerations into its Public Investment Management System (PIMS), with a specific focus on the Integrated Bank of Projects (IBP).

The expert will lead the business, policy, and climate integration dimensions of the assignment and support the translation of policy requirements into operational workflows, tools, templates, and digital requirements.

Key responsibilities include:

  • Conducting a diagnostic review of IBP workflows, project templates, and appraisal procedures;
  • Assessing existing climate screening methodologies and identifying integration gaps;
  • Designing a climate integration framework aligned with national guidelines;
  • Developing climate screening logic, tagging methodologies, and decision-support tools;
  • Revising Project Profile, Pre-feasibility, and Feasibility templates for climate integration and digitalization;
  • Developing guidance materials, checklists, and data mapping tools;
  • Facilitating stakeholder consultations and validation workshops;
  • Supporting capacity building and institutional knowledge transfer.

The expert will work in close collaboration with a System Analysis & Design Expert recruited under the same assignment.

Project or context description

This assignment is implemented under the Green Public Investment Management and Climate Resilience Programme financed by the Agence Française de Développement in support of the Government of Uganda.

Expertise France provides technical assistance embedded within the National Planning Authority and works closely with the Projects Analysis and Public Investment Department of the Ministry of Finance, Planning and Economic Development.

Uganda is strengthening its Public Investment Management System to ensure that public investments are climate-resilient, efficient, and aligned with national climate and development commitments. A key component of these reforms is the integration of climate risk screening and climate-responsive project preparation into the Integrated Bank of Projects.

This assignment aims to translate policy and methodological requirements into practical workflows, templates, tools, and system specifications that support climate-informed investment decision-making.

Required profile

Education

  • Advanced university degree in Environmental Science, Economics, Development Studies, Climate Change, Public Investment Management, Information Systems, or related field.

Professional experience

  • Minimum 10 years of relevant professional experience;
  • Proven expertise in climate change adaptation, mitigation, climate finance, or resilience planning;
  • Demonstrated experience in public investment management, public financial management, or government planning systems;
  • Experience in policy development, institutional reform, or operational tool design;
  • Demonstrated experience in stakeholder facilitation, training, and capacity building.

Technical competencies

  • Strong understanding of climate policy frameworks including the Paris Agreement and NDC processes;
  • Familiarity with climate finance tagging methodologies (OECD DAC Rio Markers, MDB methodologies, etc.);
  • Strong analytical and data interpretation skills;
  • Ability to translate policy requirements into operational and digital processes.

Desirable qualifications

  • Previous professional experience in Uganda or similar institutional environments is considered an asset.
