Mission description

Expertise France is recruiting a short-term Senior PFM Systems Interoperability, Enterprise Architecture and Digital Government Expert to support the Government of Uganda in strengthening interoperability across key public financial management and public investment digital platforms.

Working in close collaboration with the Ministry of Finance, Planning and Economic Development, the National Planning Authority, the National Information Technology Authority-Uganda and other key institutions, the expert will assess current systems architecture and develop a structured roadmap for interoperability between:

  • Integrated Bank of Projects (IBP);
  • Program Budgeting System (PBS);
  • Integrated Financial Management System (IFMS);
  • Electronic Government Procurement (e-GP);
  • Government Monitoring and Evaluation systems.

Key responsibilities include:

  • Reviewing the architecture, functionalities, and operational workflows of existing digital systems;
  • Assessing the flow of project, budgeting, procurement, expenditure, and monitoring data across systems;
  • Identifying technical, institutional, and operational bottlenecks affecting interoperability;
  • Defining critical data elements, coding structures, and standardized identifiers;
  • Assessing interoperability requirements including APIs, interface mechanisms, and data exchange protocols;
  • Developing practical options for systems interfacing and enterprise integration;
  • Preparing a phased interoperability roadmap covering short-, medium-, and long-term actions;
  • Defining governance arrangements, institutional roles, and data management mechanisms;
  • Facilitating stakeholder consultations and validation workshops;
  • Preparing final implementation recommendations and reporting.

Project or context description

This assignment is implemented under the Green Public Investment Management and Climate Resilience Programme financed by the Agence Française de Développement in support of the Government of Uganda.

Expertise France provides technical assistance embedded within the National Planning Authority and works closely with the Ministry of Finance, Planning and Economic Development to strengthen Uganda’s Public Investment Management System.

Uganda has made significant progress in digitalizing key public financial management and public investment functions through platforms such as IBP, PBS, IFMS, e-GP, and government monitoring systems. However, these systems currently operate with limited interoperability, restricting the automatic exchange of project, procurement, budgeting, expenditure, and monitoring information.

This assignment will support the development of a structured interoperability roadmap aimed at enabling integrated data exchange, improving project lifecycle tracking, strengthening reporting, and supporting evidence-based decision-making across government institutions.

Required profile

Education

  • Advanced university degree (Master’s level or equivalent) in Information Systems, Computer Science, Public Financial Management, Economics, Public Policy, Enterprise Architecture, Digital Transformation, or related field.

Professional experience

  • Minimum 7 years of relevant professional experience in information systems, enterprise systems, digital government, or public financial management reforms;
  • Proven experience in systems interoperability, enterprise architecture, ERP implementation, or digital transformation initiatives;
  • Demonstrated experience working with government financial management systems, public investment systems, or institutional digital platforms;
  • Proven experience facilitating institutional reform processes involving multiple public sector stakeholders;
  • Previous experience in Africa or comparable institutional environments is an asset;
  • Prior experience with government systems in Uganda is considered a strong advantage.

Technical competencies

  • Strong knowledge of public financial management systems, ERP platforms, and digital government architectures;
  • Demonstrated expertise in interoperability frameworks, APIs, enterprise integration, data exchange protocols, and master data governance;
  • Strong understanding of budgeting systems, procurement systems, public investment platforms, and monitoring systems;
  • Experience in systems analysis, workflow design, data standardization, and governance frameworks;
  • Ability to develop practical interoperability roadmaps and phased implementation strategies;
  • Strong facilitation, stakeholder engagement, analytical, and report writing skills.

Languages

  • Excellent written and spoken English required.

Reporting line

The expert will report to the Resident Project Manager of Expertise France embedded within the National Planning Authority, with day-to-day technical guidance provided by the Projects Analysis and Public Investment Department of the Ministry of Finance, Planning and Economic Development.
