Mission description

Expertise France is recruiting a short-term Senior Climate Finance Mobilization, Project Bankability and Capacity Building Expert to support the Government of Uganda in strengthening the capacity of key Ministries, Departments and Agencies (MDAs) to access and mobilize climate finance from diverse sources.

Working in close collaboration with the Climate Finance Unit of the Ministry of Finance, Planning and Economic Development, the expert will design and support the delivery of a structured capacity-building programme aimed at strengthening institutional understanding of climate finance opportunities, financing instruments, proposal development, and project bankability.

Key responsibilities include:

  • Conducting a rapid training needs assessment across selected MDAs;
  • Identifying priority capacity gaps and validating training priorities with stakeholders;
  • Designing a structured training curriculum on climate finance mobilization;
  • Developing training materials, case studies, guidance notes, and practical reference tools;
  • Delivering or co-facilitating at least ten (10) days of training activities;
  • Supporting the training of at least fifty (50) public sector staff;
  • Developing reusable operational tools such as opportunity mapping templates, proposal development checklists, and quick reference guides;
  • Supporting knowledge transfer and institutional adoption of training materials;
  • Preparing final reporting and recommendations for sustainability.

Project or context description

This assignment is implemented under the Green Public Investment Management and Climate Resilience Programme financed by the Agence Française de Développement in support of the Government of Uganda.

Expertise France provides technical assistance embedded within the National Planning Authority and works closely with the Climate Finance Unit of the Ministry of Finance, Planning and Economic Development.

Uganda is strengthening its climate-responsive planning, budgeting, and investment systems, including efforts to mobilize climate finance from international climate funds, bilateral partners, private investors, and innovative financing mechanisms.

Despite ongoing progress, important capacity gaps remain across public institutions in identifying funding opportunities, preparing bankable projects, understanding financing instruments, and structuring proposals that meet fund requirements.

This assignment will support targeted institutional capacity building and the development of practical tools to strengthen long-term climate finance mobilization across key government institutions.

Required profile

Education

  • Advanced university degree (Master’s level or equivalent) in Climate Finance, Economics, Public Policy, Environmental Management, Finance, Development Studies, or related field.

Professional experience

  • Minimum 8 to 10 years of relevant professional experience;
  • Proven experience in climate finance mobilization, project preparation, or investment structuring;
  • Demonstrated experience in designing and delivering capacity-building programmes for public institutions;
  • Proven experience working with governments, public institutions, or development finance stakeholders;
  • Previous professional experience in Africa or comparable institutional contexts is considered an asset.

Technical competencies

  • Strong knowledge of international climate finance architecture, including:
    • Green Climate Fund
    • Global Environment Facility
    • Adaptation Fund
  • Strong understanding of climate finance instruments, blended finance, and project bankability;
  • Demonstrated experience in project proposal development and investment readiness;
  • Ability to design practical tools, guidance notes, and operational manuals;
  • Strong facilitation, stakeholder engagement, and communication skills.

Languages

  • Excellent written and spoken English required.

  • Duration: 14 working days over approximately 8–10 weeks
  • Duty station: Kampala (including stakeholder consultations and training sessions)

  • Reporting line: The expert will report to the Climate Finance Unit of the Ministry of Finance, Planning and Economic Development through the Resident Project Manager of Expertise France embedded within the National Planning Authority.
