Mission description

Expertise France is recruiting a short-term Senior Sustainable Procurement, Lifecycle Costing and Infrastructure Appraisal Expert to support the Government of Uganda in strengthening the integration of climate-responsive and lifecycle costing principles into public procurement processes for infrastructure projects.

Working in close collaboration with the Department of Procurement Policy and Management (PPMD), the Sustainable Procurement Secretariat, and the Public Procurement and Disposal of Public Assets Authority (PPDA), the expert will lead the design and development of a Sustainable Procurement Manual tailored to climate-responsive infrastructure investments.

Key responsibilities include:

  • Reviewing existing public procurement laws, regulations, guidelines, and operational practices related to infrastructure procurement;
  • Conducting a diagnostic assessment of current practices in key infrastructure sectors;
  • Identifying gaps in the integration of climate resilience, lifecycle costing, and sustainability considerations within procurement processes;
  • Developing a practical framework for integrating climate-responsive procurement principles throughout the procurement cycle;
  • Designing methodologies for integrating Lifecycle Costing (LCC) into bid evaluation and decision-making;
  • Developing a comprehensive Sustainable Procurement Manual, including procedures, templates, checklists, and decision-support tools;
  • Facilitating stakeholder consultations and validation workshops;
  • Preparing training materials, operational guidance notes, and recommendations for future institutional capacity building.

The expert will work closely with government institutions and the embedded Expertise France field team to ensure institutional ownership and operational applicability of the manual.

Project or context description

This assignment is implemented under the Green Public Investment Management and Climate Resilience Programme financed by the Agence Française de Développement in support of the Government of Uganda.

Expertise France provides technical assistance embedded within the National Planning Authority and works in close collaboration with the Ministry of Finance, Planning and Economic Development, particularly the Department of Procurement Policy and Management (PPMD), the Sustainable Procurement Secretariat, and the Public Procurement and Disposal of Public Assets Authority.

Uganda is strengthening its public procurement and public investment systems to ensure that infrastructure projects are climate-resilient, cost-effective over their lifecycle, and aligned with national development priorities and international climate commitments.

While procurement frameworks are in place, important gaps remain in the systematic integration of:

  • Climate-resilient design requirements;
  • Lifecycle costing methodologies;
  • Retention of climate-aligned technical specifications during procurement and implementation;
  • Practical guidance for procurement practitioners and user departments.

This assignment will support the development of a standardized Sustainable Procurement Manual tailored to infrastructure projects in priority sectors including water, environment, energy, and transport, to support future institutionalization and capacity building.

Required profile

Education

  • Advanced university degree (Master’s level or equivalent) in Procurement, Engineering, Economics, Public Policy, Environmental Management, Infrastructure Planning, or a related field.

Professional experience

  • Minimum 10 years of relevant professional experience in public procurement, infrastructure appraisal, or public sector advisory services;
  • Proven experience in developing procurement manuals, operational guidelines, policy frameworks, or institutional tools;
  • Demonstrated experience working with government institutions, procurement authorities, or public financial management systems;
  • Strong experience in infrastructure sectors such as energy, water, environment, transport, or public works;
  • Previous professional experience in Africa or comparable institutional environments is considered a strong asset.

Technical competencies

  • Strong knowledge of public procurement systems, legal and regulatory frameworks;
  • Demonstrated expertise in sustainable procurement, green public procurement, and Lifecycle Costing (LCC) methodologies;
  • Strong understanding of climate-resilient infrastructure design, technical appraisal, and risk-informed investment planning;
  • Familiarity with international good practices and standards (e.g. OECD, MDBs, EU sustainable procurement frameworks);
  • Proven ability to develop practical manuals, templates, operational tools, and training materials;
  • Excellent analytical, drafting, facilitation, and stakeholder engagement skills.

Languages

  • Excellent written and spoken English required.

  • Reporting line: The expert will report to the Head of the Sustainable Procurement Secretariat under PPMD–MoFPED through the Resident Project Manager of Expertise France embedded within the National Planning Authority.
