Mission description

Expertise France is a key partner of the Ministry of Health of Ukraine, working together to respond to emergencies and to the recovery and reconstruction of the health system in the aftermath of recent challenges caused by the full-scale Russian invasion, in priority sectors such as healthcare coordination and reforms. The war in Ukraine has significantly impacted the country's healthcare infrastructure, necessitating coordinated, strategic, and well-managed efforts to restore health services and facilities. The Health Recovery Office of the MoH has been at the center of this mission, facilitating strategic planning and coordination of healthcare recovery projects; engaging international partners and donors to mobilize resources; monitoring and assessing damage and reconstruction progress; and providing legal and regulatory oversight to streamline healthcare recovery efforts.

In February 2025, following the loss of international funding, MoH requested that Expertise France provide alternative funding to maintain continuity of ongoing projects and partnerships. Disrupting the HRO's work at this stage risked delaying or jeopardizing critical recovery efforts and investment opportunities, including major investments from France in the healthcare sector. To sustain and enhance the impact of the HRO, Expertise France finances key positions, maintaining the Office's functionality and effectiveness. 

EF and MoH are seeking to hire a dedicated Specialist in Construction and Infrastructure to support key functions of the Health Recovery Office and enhance its effectiveness.

Description of the assignment

The Specialist in Construction and Infrastructure will provide technical expertise in managing and implementing healthcare infrastructure recovery projects by region, ensuring the prioritization of the infrastructure project portfolio. The role ensures that all construction and modernization works are implemented in line with national legislation, safety regulations, and international best practices, including FIDIC standards. The incumbent will also support regional infrastructure planning. The position requires close collaboration with government agencies, donors, construction firms, and regional authorities to facilitate timely and effective project execution. 

 

A. Technical Oversight 

  1. Provide technical control on healthcare infrastructure reconstruction, ensuring compliance with national construction regulations, safety standards, and international best practices, including FIDIC standards
  1. Oversee and coordinate new project planning, execution, and completion of healthcare infrastructure recovery projects by regions.
  2. Ensure prioritization of the infrastructure project portfolio according to the financing allocations and the recovery priorities, and draft regional infrastructure development plans.
  3. Identify potential project and engineering risks and develop mitigation strategies to ensure uninterrupted progress.
  4. Establish performance metrics and conduct regular assessments to track the impact and efficiency of infrastructure recovery projects by regions.

B. Liaison with Stakeholders

  1. Conduct regular site inspections and field visits across regions
  2.  Liaise with government bodies, international organizations, regional authorities, and contractors to ensure efficient project implementation.

 

Duration and terms of performance

The assignment is expected to be implemented over a period of 7 months. The timeline remains subject to discussion and agreement with Expertise France. All activities and implementation details are to be coordinated and confirmed in advance by the designated focal point at Expertise France.

Implementation period : 7 months, 154 man-days;

Start date : 1 June 2026;

End date : December 31, 2026;

Location : the Expert is expected to be based in Kyiv, Ukraine, attending the Ministry of Health of Ukraine office (approximately 40 hours per week), with potential travels to the regions and internationally if needed.

 

Deliverables and reporting

The Expert shall provide the following deliverables :

  •        Provision of technical oversight for healthcare infrastructure projects, including compliance assessments with national construction regulations and FIDIC, as well as validation of engineering solutions and safety standards
  •        Coordination and monitoring of the full infrastructure project lifecycle, including planning, execution, completion tracking and development of regional infrastructure plans aligned with recovery priorities and available financing
  •        Development of project prioritization framework and performance monitoring tools, including impact assessments, efficiency metrics, and structured reporting on infrastructure recovery progress.
  •       Identification and management of technical and engineering risks, including the preparation of risk assessments and mitigation strategies to ensure the continuity and quality of construction works
  •        Delivery of stakeholder coordination output, including site inspection reports, field visit assessments, and structured coordination with government entities, donors, regional authorities, and contractors to support effective project implementation. 

The expert (Specialist) will report directly to the Head of the Health Recovery Office of the Ministry of Health of Ukraine with a functional link to the Head of Health Program of Expertise France.

The Expert is responsible for providing monthly written progress reports in English and Ukrainian, in accordance with the timeline agreed with the Expertise France focal point. The report must reflect the agreed deliverables described above and should be submitted via email.

Project or context description

Expertise France is the French International Technical Cooperation Agency, with the status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs and the Ministries of Economics, Finance and Industrial and Digital Sovereignty. It is the second-largest technical cooperation agency in Europe. Expertise France designs and implements projects that strengthen public policies over the long term in developing and emerging countries. As the French public agency for international technical cooperation, Expertise France operates in more than 100 countries and implements more than 400 projects. The agency works in close collaboration with French public institutions and the European Union to respond to the needs of partner countries seeking to improve public policies that address these challenges. In Ukraine, the Agency has been regularly present since 2006 through a series of technical assistance projects.

French Expertise in Ukraine

The MEAE has, in 2023, financed Expertise France with an envelope of €14.5 million to position French technical cooperation and respond to Ukraine's short-, medium-, and long-term needs. This facility, entitled mAIDan Ukraine, finances and co-finances technical assistance projects to support Ukrainian authorities in preparing for reconstruction and the European accession process.

The ongoing other projects in Ukraine include: the EU-funded Project Pravo-Justice which promotes greater rule of law in Ukraine, in line with European standards and comparative practices; the “ Stiykist ” (resilience) project aims to contribute to social transformation and resilience in Ukraine by strengthening the capacities of national, regional and local institutions in the field of vocational training and social services, with a particular focus on the social inclusion of the most vulnerable; the Technical Support of the State Audit Service project which aims to mobilize French and national technical expertise to help bringing Ukrainian legislation into line with the acquis Communautaire, particularly in terms of protecting the EU's financial interests and supporting the SAS in its role of inspecting and monitoring the use of reconstruction funds.

Expertise France's Health Program

As part of France's strategy for reconstruction and aid in Ukraine, focusing on the health sector, the French Ministry of Europe and Foreign Affairs (MEAE)'s Crisis Center (CDCS) has financed €18 million over 36 months to the APPUI Health Project from 2024 to 2026. The project, implemented in partnership with Ministry of Health of Ukraine and other key stakeholders aims to improve Ukrainian populations' access to essential healthcare services in times of crisis. The project focuses on enhancing hospital cooperation between France and Ukraine, mobilizing French expertise, financing implementing partners, financing national healthcare authorities' resources and projects, reconstructing and modernizing healthcare infrastructure and donating medical equipment at the request of the Ministry of Health of Ukraine.

The REHAB project, funded by the French Development Agency (AFD) for €5 million over 24 months, from 2025 to 2026, aims to support Ukraine in maintaining and strengthening its healthcare system to address the consequences of the conflict on Ukrainians' physical and mental health. Activities are designed to enhance mental health services and infrastructure in the Odesa region; strengthen physical rehabilitation efforts and infrastructure; and emphasize broader capacity-building initiatives across Ukraine with national and international partners, as well as identify and conduct feasibility studies to prepare for concessional loan opportunities.

Profile of the designated Expert responsible for the assignment implementation is provided below :

-        Degree in Civil Engineering, Architecture, Structural Engineering, or a related field.

-        At least 5 years of experience in infrastructure development and construction project management.

-        Strong knowledge of construction regulations, permitting processes, and safety standards in Ukraine.

-        Experience with FIDIC contracts and international infrastructure projects is an advantage.

-        Experience in assessing structural integrity and engineering feasibility of reconstruction projects.

-        Ability to interpret architectural and engineering plans and provide technical recommendations.

-        Strong analytical and problem-solving skills.

-        Fluency in Ukrainian, working knowledge of English.
