Mission description

I.      Current Context and Challenges

Expertise France is the France’s public agency and interministerial actor in charge of international technical cooperation, the second largest in Europe. As a subsidiary of Agence Française de Développement Group (AFD Group), it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France works in key areas of development: governance, security, climate change, health, education, and more. Alongside its partners, it contributes to achieving the Sustainable Development Goals (SDGs).

The Green Forward – Policy project, financed by the European Union and led by Expertise France, supports partner countries in strengthening their policy frameworks, governance capacities, and operational instruments for green and circular economy reforms. A central pillar of the project across the partner countries is the design or enhancement of Extended Producer Responsibility (EPR) mechanisms, improved waste management systems, and stronger coordination between public authorities and private actors to ensure sustainable consumption and material reuse frameworks.

In parallel, the project supports alignment with the EU Carbon Border Adjustment Mechanism (CBAM) and the development of robust Monitoring, Reporting, and Verification (MRV) systems to enhance transparency, emissions tracking, and regulatory compliance in key industrial sectors.

The overall objective of the project: Promote and facilitate the transition to a Green and Circular Economy (GCE) in the Southern Neighbourhood, contributing to sustainable development, environmental conservation, and enhanced economic opportunities.

The specific objective(s) of this programme are as follows:

1.       Specific Objective 1: Public authorities in the region share a common vision of inclusive GCE inspired by EU best practices.

2.       Specific Objective 2: Inclusive GCE principles, inspired by EU policies best practices, are mainstreamed in national policy and regulatory frameworks of the countries of the Southern neighbourhood.

The expected results of this project are:

Under SO1:

·       Stakeholders at regional level are sensitized on GCE opportunities and informed about the Green Deal and other related EU initiatives.

·       Policy dialogue is fostered at regional level between policy makers and EU counterparts.

·       Good practices that comply with EU standards are shared among stakeholders (public authorities, private sector, civil society, research) at regional level.

Under SO2:

·       Southern neighbourhood countries dispose of a roadmap to mainstream inclusive GCE in their policy and regulatory frameworks.

·       The countries are supported to improve their policy and regulatory frameworks based on selected priorities identified in the roadmap.

 

The table below presents an overview of the partner countries and the priority sectors and policy tracks currently supported under the Green Forward – Policy project.

Project or context description

I.      Objectives and desired results

1)      General objective

 

The objective of this learning exercise is to conduct a structured and forward-looking review of the implementation to date, with a strong focus on generating practical, internal learning to improve ongoing implementation.

 

The exercise aims to identify good practices, innovations, and key success factors, and to provide clear and actionable guidance on how these can be applied and scaled during the remaining implementation period. It will also identify current and anticipated challenges, as well as areas for improvement, and propose concrete actions to address them.

 

This midterm exercise is designed as an internal learning and adaptive management process, rather than a formal evaluation. It does not assess performance against predefined indicators or logframe targets, nor does it provide evaluative judgments (e.g. effectiveness or efficiency). Instead, it focuses on understanding how and why change is occurring, in order to inform decision-making and guide implementation adjustments.

 

The analysis will be grounded in both quantitative and qualitative evidence, with particular attention to outcome-level results and behavioural changes across the different components after two years of implementation. To support this, behavioural change will be operationalised through observable proxies (e.g. policy adoption, institutional practices, stakeholder coordination patterns, private sector engagement).

 

To ensure that learning is effectively translated into action, the exercise will include Adaptive Learning Workshops, during which findings will be collectively analysed and translated into prioritized and actionable decisions for the remaining implementation period.

 

Overall, the purpose of this exercise is to support internal decision-making and strengthen the effectiveness of implementation during the second half of the project.

 

 

2)      Specific objectives / Learning Questions

 

The consultant will review the project’s Theory of Change, including causal pathways, assumptions, and external influencing factors, as a basis for analysis.. The exercise will also address the following key learning questions related to the implementation:

 

 

-        Which practices have demonstrated the highest potential for scale within the remaining timeframe, and what are the concrete conditions required to replicate them across countries/sectors?

-        What is being learned from the implementation to date regarding areas with strong potential for capitalization, and what actions are needed to further advance these areas to ensure they result in robust, capitalizable outcomes by the end of the intervention?

 

-        What has the project learned from Policy engagement efforts implemented so far? At what stage of policy transition does the project currently stand and what recommendations can support further progress?.

 

-        What insights emerge regarding the extent to which the Awareness and Capacity Building component has led to behavioural and practice changes, and what adjustments are needed to strengthen these change pathways?

-        How have the project’s key assumptions been affected by the regional context, and to what extent do they remain valid for the remaining implementation period? What adjustments to these assumptions and the overall approach are recommended moving forward?

 

-        What strategic and adaptive actions are required to advance from policy achievements toward effective operational delivery in the selected sectors, particularly in countries that have reached significant policy milestones?

 

-        What political, institutional, or stakeholder dynamics are enabling or constraining policy uptake and implementation?

 

-        Which interventions offer the highest return (impact vs effort) for the remaining implementation period?

 

-        Given the remaining timeframe, which areas should be prioritized to maximize impact by the end of the project?

 

 

II.      Methodology and approach

The consultant is expected to provide a methodology that fosters critical thinking, active participation, and collective learning, while ensuring that exercise outcomes are actionable, clearly documented and usable by the team throughout the second half of the project. The methodology should be proportionate to the nature of the exercise as a learning and facilitation process, rather than a formal evaluation.

Furthermore, the exercise will address a set of learning questions through the application of innovative and participatory methodologies that go beyond traditional learning approaches. This will include the use of Contribution Analysis and a strategically adapted After Action Review (AAR) approach to examine policy support processes, coordination mechanisms, and the pathways through which influence and change have occurred.

 

A detailed methodology will be outlined in the inception report provided by the selected consultant, to be developed after a review of key project documents and a kick-off meeting.

For the consultancy to be effective, the proposed methodology should:

-        The methodology will apply innovative and participatory learning approaches, to better understand the change pathway and inform adaptive management.

-        Provide clear mapping for the stakeholder’s participation during the exercise process and ensure the representation of the group consulted.

-        Succeed in creating a climate of trust and exchange in which participants feel comfortable expressing their views, challenges and experiences as regards to project implementation;

-        Create a participatory dynamic in which reflections and lessons are collectively discussed, validated and prioritised by the team;Translate the workshop outcomes into usable, transferable formats, enabling the team to apply the insights in ongoing project implementation and organisational learning.

The tasks of the consultant will consist of the following steps:

-        Inception Phase: Review all relevant project documentation and participate in the kick-off meeting to initiate the exercise. An inception report outlining the proposed approach and workplan, including a clear facilitation design for the learning workshops, stakeholder engagement plan and data collection approach, will be submitted and validated at the end of this phase.

-        Methodology Implementation: Apply the agreed methodology as defined in the ToR and as detailed in the inception report, ensuring meaningful engagement of key stakeholders throughout the process.

-        Data Collection and Analysis: Conduct qualitative and quantitative analysis and prepare a structured interim presentation of the findings, including preliminary insights, emerging patterns, and key discussion points to be validated during the workshops.

-        Participatory Learning Validation Workshops: Facilitate participatory learning workshops in two phases; first,  with external stakeholders, and second with EF and project staff to validate and triangulate findings. Each workshop should produce documented outputs, including validated findings, prioritized challenges, and agreed action points.

-        Learning Consolidation: Develop a structured learning matrix linking key findings, evidence, implications and recommended actions.

-        Final Deliverable: Draft the final learning report/paper in close collaboration with the project team, incorporating feedback and validation.

III.      Anticipated deliverables

All reports, presentations, and data collection tools should be in both languages, English and Arabic

 

By the end of the assignment, the consultant is expected to deliver the following:

  • A validated inception report, including all relevant annexes such as data collection tools (Word documents/forms) and the learning matrix (Excel sheet).
  • A visualized presentation of the exercise findings, validated through participatory learning workshops with EF and relevant stakeholders (PowerPoint presentation or other appropriate data visualization format).
  • A clear and actionable action plan to inform the remaining implementation period of the intervention.
  • A final validated learning report (Word document), incorporating feedback from EF and relevant stakeholders as per the specification outlined in the below table.

Use of findings and decision-making

A formal management response will be developed following the exercise, outlining which recommendations are accepted, adapted, or rejected, and why.

 

 IV.      Coordination

The assignment will be conducted through a hybrid modality, combining remote work and in-person engagement. The consultant is expected to visit EF office for coordination meetings and may conduct in-person interviews with potential travel and meeting the stakeholders in their respective countries, depending on the context and participants’ preferences.

To facilitate access and ensure a comprehensive and effective implementation based on the project context, activities in countries with limited accessibility will be conducted remotely, using appropriate online tools and methods except for the workshop and validation meetings they will be held in person at EF Office.

The learning assignment will be overseen by a steering group composed of three members: the Project Manager, the Project Implementation Expert, and the MEAL Coordinator. In parallel, the mission will be supported by the project team at headquarters through regular feedback and technical guidance to ensure effective steering and quality implementation of the exercise.

 

The main timeline for the implementation of the learning exercise is outlined below:

Required profile

I.      Required expertise and profile

 

1)      Number of experts per assignment: 1 (consultant, team of consultants, or firm)

 

2)      Profile of the designated expert(s) responsible for contract execution

 

·       Holds a postgraduate university degree (Master’s level or higher) in a field relevant to the assignment, such as environmental studies, circular economy, sustainable development, public policy, or a related discipline.

·       Demonstrates a minimum of ten years of relevant professional experience in designing and implementing learning assignments, evaluations, or research for regional projects in development or governance contexts.

·       Proven experience in apply innovative and participatory learning assignments for complex programmes with a, adaptation, and knowledge management and applying innovative and participatory learning methodologies, such as outcome harvesting, contribution analysis, or facilitation of learning and reflection workshops.

·       Strong understanding of policy processes, institutional development, and capacity-building interventions, particularly in the environmental or circular economy sectors.

·       Demonstrated ability to facilitate participatory workshops, sessions, and multi-stakeholder engagements, ensuring inclusive and meaningful participation.

·       Strong qualitative and quantitative analysis skills, with the ability to synthesize complex information into clear, actionable insights.

·       Excellent report writing skills, with the ability to produce structured, high-quality, and user-friendly learning outputs in English and Arabic.

·       Previous experience working with international organizations and donors (e.g. EU, AFD) and familiarity with the regional context is considered an asset.

II.      Requirements on the format of the application

Applications must include:

·       A technical proposal: showing a clear understanding of the elements of the terms of reference, the methodology, composition of the team, CVs/profile, and similar experiences ( sample of work), as well as the elements mentioned in the terms of reference (detailed work plan, division of roles and responsibilities)

·       A financial proposal: Overall budget breakdown including the following budget items: (daily rate of each contributor; breakdown of intervention time per contributor and per work phase; additional costs (services and supplementary documents); transportation costs, logistical expenses (If applicable).

Bids will be assessed separately in accordance with the following criteria by awarding a score up to the maximum number of points per criterion as set out below:

The financial score (FS out of a maximum of 30 points) will cover the comparison of the financial offers of all candidates having submitted a conforming bid.
