1- Description of the context and support projects
Expertise France is the French international technical assistance agency, created from the merger of
the six main French public implementing agencies on 1 January 2015, in order to enhance capacities to mobilize technical expertise, making it possible to address more effectively the growing needs of emerging and developing countries. Under the joint supervision of the Ministry of European and Foreign Affairs and the Ministry of Economy, within the AFD Group, Expertise France aims to participate in French cooperation and development aid through a wide range of interventions in areas such as sustainable development, economic development, public finances, governance and human rights, social protection and employment, health, and issues of stability, safety and security.
In Lebanon, Expertise France is developing a portfolio that meets the country’s challenges, particularly in the areas of governance, energy, maritime safety, and port development.
As part of these developments, Expertise France is looking for project coordinator profiles.
NB: This call for applications aims to fill several project coordinator positions, probably between this summer and this autumn. The recruitment of the candidate depends on the signing of the main contract between Expertise France and the funder.
2- Description of the project coordinator’s mission
Project coordinator:
For the implementation of the project, Expertise France recruits a local project coordinator, who will be responsible for ensuring the effective execution of the project activities. He/she will be responsible for the planning and implementation of activities, coordination with mobilized experts and monitoring progress.
According to the project, the coordinator will work in coordination with a technical director and a program manager to ensure the smooth running of the project. He will also work with the support teams of Expertise France in Beirut (USP).
The project coordinator will have the following tasks :
· Ensure the supervision and coordination of project activities in close collaboration with the Program Manager;
· Coordinate with the beneficiary for the organization of activities ;
· Assess potential changes in the needs of the beneficiary and their translation into project activities;
· Support the project in identifying and mobilizing international and national expertise ;
· Plan and manage the activities of short-term experts in coordination with the program manager (provide support for drafting the terms of reference for short-term expert missions, quality control and validation of project deliverables, as well as organizing coordination meetings with experts, etc.);
· Contribute to the drafting and updating of project documents, such as the work plan, schedule, project dashboard, and the drafting/revision of project narrative reports;
· Actively participate in project activities, such as trainings and roundtables, ensuring that the work plan is properly implemented;
· Monitor the local political, institutional and legal framework and inform the Programme Manager of any developments (regulatory changes, renewals or contacts, etc.);
· Support coordination and participate in the project’s Strategic Steering Committee meetings.
Deliverables:
- Monthly reports on work completed (end of each month);
- Internal reports (financial forecasts, schedule, Gantt, etc.);
- Contribution to the drafting of the project’s annual reports.
3- Duration and location of the assignment
The mission period is scheduled for a renewable 12-month duration. The mobilization period will depend on the duration of the project.
4- Requested Profile
The project coordinator/expert must have proven experience in international cooperation and in Lebanon in the field of energy/ maritime safety/ port development.
He must meet the following qualifications :
A. Qualifications and skills:
- Holder of a post-graduate university degree in a relevant field such as international relations, political science, law or public administration.
- Excellent qualities/abilities :

- Excellent command of Arabic, and very good knowledge of French and English.
B. Professional experience:
- Professional experience of at least 10 years in national and international institutions in the field of public administration reform or energy;
- Good knowledge of issues related to energy/maritime safety/port development or governance in Lebanon ;
- Previous experience working within/with Lebanese public administrations;
- Strong project management skills, including planning and reporting, preferably from French (AFD) or European (EU) funding ;
- Previous experience in conducting capacity-building programmes, workshops and training sessions is highly desirable.
