Mission description

The CNSO is part of the Operations Security Department (DSO) of Expertise France. He/she is based in Expertise France's office in Kyiv, along with the Regional Operational Safety Coordinators (CRSO). He/she maintains and uses his/her expert knowledge of local security issues to secure all the Agency's activities in the country, under the supervision of the CRSO.

Position Objectives

·         Ensure daily security monitoring;

·         Develop and maintain a security network;

·         Identify, qualify and report weak signals;

·         Process first-level alerts and escalate without delay if direct or indirect impact is confirmed; 

·         Contribute to the local mapping of risks and threats;

·         Proposes adaptations of safety postures in light of the changing context;

·         Immediately alert the CRSO in case of degradation.

Key Responsibilities


1. Security audit – First level (infrastructure)

·         Carry out first-level safety audits, expatriates' residences, locations, and hotels using business tools; 

·         Check compliance with security standards;

·         Monitor the implementation of recommendations;

·         Contribute to in-depth audits conducted by the central office or zonal coordinators.

 

2. Verification of security aspects relating to logistics

·         Check the safety compliance of vehicles (condition, maintenance, mandatory equipment, minimum levels) in close coordination with the logistic team;

·         Provide safety briefings and guidance to drivers, including incident-response posture.

3. Security materials and equipment 

 

·         Analyze the local legal framework for the carriage or possession of specific security equipment (ballistic protections, satellite equipment...);

·         Monitor the existence and status of security equipment (medical kits, radios, beacons, etc.);

·         Produce the inventory of safety materials and equipment; 

·         Carry out the mandatory tests and fill in the provided documents;

·         Instruct in the use of safety equipment; 

·         Send additional requests to the CRSO. 

4. Communication and security messaging loops

·         Make sure that the safety communication loops are up to date;

·         Ensure the integration of any newcomer into the appropriate loop; 

·         Proceed with the first level monitoring of loops (acknowledgement / receipt);

·         Escalate any issues to the zonal level. 

5. Local security providers

·         Identify local providers likely to provide security support;

·         Verify and control the execution of contracts by local security service providers;

·         Ensure the quality of services rendered (tests, reliability analysis...). 

6. First-level monitoring of missions

·         Support the operations in assembling the mission system; 

·         Check the consistency of the planned routes and arrangements;

·         Proposes adaptation measures if necessary;

·         Support operations in filling out mission authorization requests; 

·         Fill out a RETEX sheet for each assignment that goes beyond the usual scope; 

·         Take part in missions that present a particular risk on instruction from the CRSO. 

7. Security incident management (excluding major crises)

·         Be a local focal point in case of an incident;

·         Centralize the initial information and carry out or have carried out the safety event report;  

·         Report any voluntary or involuntary deviation in the application of a safety measure; 

·         Apply escalation procedures to the zonal level;

·         Ensure the administrative and documentary follow-up of incidents;

·         Contribute to the analysis of causes and the implementation of corrective measures.

8. Contribution to crisis management

·         Apply locally the decisions of the crisis unit; 

·         Participate in the activation of crisis mechanisms and reinsurance of the organization; 

·         Carry out any safety mission imposed by the circumstances (driving, reconnaissance, etc.);

·         Contribute to the post-crisis RETEX.

9. Training and awareness

·         Organize safety briefings upon the arrival of personnel;

·         Participate in the logistical preparation and coordination of safety training;

·         Relay the instructions and materials from the DSO;

·         Contribute to the dissemination of safety culture within the operations. 

10. Local governance and coordination

·         Ensure the permanent functional link with the zonal level and the country operational authority;

·         Participate in security coordination meetings;

·         Produce regular reports;

·         Contribute to updating local procedures.

11. Documentation, traceability and compliance

·         Contribute to the preparation of internal or external audits.

Required profile

Education:

·         Advanced university degree in Social Sciences, International Development or related field.

 

Professional Experience:

  •          Minimum 2 years of experience as an organization's security focal point for development, humanitarian or international organization;
  •          Expert knowledge of Ukrainian context, its security environment.


Technical Skills:

  •          Proficiency in common software (office suite);
  •          Ability to use geo-tracking and mapping apps;
  •          Driving licence.


Core Competencies:

  •          Excellent written and oral communication skills in English (B2 level minimum), French is an asset;
  •          Excellent interpersonal and communication skills;
  •          Synthesis capabilities;
  •          Rigor and autonomy;
  •       Good physical and mental condition.
