Mission description

The confirmation of this position is contingent upon the confirmation and signature of the project's contract. 

Under the management of the Team Leader and in close coordination with Expertise France’s headquarters, the project's Technical Director is responsible for the overall definition of the strategy of the project and alignment of the results of the project with its three objectives, in coordination with the KE of each component and FIAP.

The project Technical Director will ensure coherence in the implementation of the project and coordinate with the team.

Description of the tasks to be assigned 

  • Joint overall project coordination.
  • Advising on strategic, technical and political direction of the project
  • Support the definition and revision KE thematic work plans to ensure alignment with the orientations and objectives of the project as well as engagement of partner countries and institutions
  • Ensure good information-sharing and coordination between the three components of the project
  • Support the Team Leader during the hiring process for KE ; and the KE in the hiring of short term experts
  • Communicate with EU, EF, FIAP & other EU MS/ EU agencies
  • Coordinate communications actions
  • Institutional representation of the programme ensuring its strategic positioning within key LAC security and policy dialogues.
  • Organise and support Steering Committee Meetings
  • Elaboration of monthly, activity and mission reports (based on inputs from KE) with a focus on strategic insights, key achievements and forward-looking recommendations.
  • Keep EF Headquarters and the Team Leader regularly informed of contacts and progress (monthly reporting, yearly donor reporting)
  • Contribute to the preparation of reporting exercises (one annual and two quarterly project reviews per year, evaluation exercises, etc.)
  • Support implementation including strategy development and process management, cooperation agreements, project steering, learning and knowledge management
  •  Contribute to the long-term strategic anchoring and recognition of the project in the LAC region by supporting high-level and technical engagement with local and regional stakeholders.

Tasks assigned might evolve depending on the final HR structure of the project. 

Project or context description

The Action “EU-LAC Cyber-SHIELD” is funded by the European Union and implemented by Expertise France and the Fundación para la Internacionalización de las Administraciones Públicas (FIAP). The duration of this Action is scheduled from September 2026 to August 2029 (36 months) with a total budget of 5.000.000 EUR. 

The Action is part of and contributes to the EU-LAC Digital Alliance regional programme and the corresponding Team Europe Initiative. From the EU side, it corresponds to the implementation of the Americas and the Caribbean Regional Multi-annual Indicative Programme (MIP) 2021-2027 Priority area 2: digital transformation and innovation, notably specific objective 1. 

The Action aims to improve incidents response preparedness and capacities of the LAC region through a comprehensive approach relying on enhanced technical cooperation and information sharing between LAC and EU cybersecurity stakeholders. By involving the private sector, academia, national institutions and civil society, the Action will work to support the effective enforcement and functioning of cybersecurity regulations and institutional frameworks in LAC while fostering economic opportunities between both regions, in line with the Global Gateway strategy. 

The Overall Objective (Impact) of this Action is to improve multistakeholder’s coooperation and  incidents reponse in cybersecurity towards stronger cyber resilience in the LAC region.

The Specific Objectives (Outcomes) of this Action are to deepen detection capacities by deploying and interconnecting SOCs (SO1); to improve preparedness and capacity to respond to cyber incidents  (SO2); and to articulate, strengthen and connect LAC national cybersecurity ecosystems (SO3); .

 

The project is implemented through three components reflecting the specific objectives :

  • Deployable SOCs, implemented by FIAP
  • Incident Response Architecture, implemented by Expertise France
  • Cybersecurity Ecosystems, implemented by Expertise France

Required profile

Qualifications

  • Post-graduate degree or academic training/studies in a relevant field, or 5 additional years of professional experiency
  • Strong knowledge of the LAC cyber security context and geopolitics ;
  • Strong Knowledge of the EU decision-making and political processes; 
  • Good knowledge of cybersecurity ecosystems throughout the Caribbean and Latin America
  • Understanding of the project's objectives, challenges and the regional context;

Professional Experience

  • At least 10 years of professional experience working in cybersecurity, with a focus on public entities and capacity-building, incident response and preparedness 
  • Professional experience in the implementation of international cooperation project, and more specifically EU projects (planning, implementation, coordination, logistics and stakeholder engagement) with managing complex policy, planning and implementation processes that require coordination with a wide range of stakeholders, including the higher political level would be an advantage.
  • Several years of professional experience with designing cybersecurity technical assistance workplans, including organisation of cybercrisis exercises; training and other relevant events
  • Experience in engaging with the cybersecurity private sector in LAC would be a strong asset
  • Working experience in/with one or more of LAC country.

Skills

  • Fluency in English (C2-level) and Spanish (C2-level) is required;  knowledge of French would be an advantage;
  • Proven organisational and communication skills;
  • Excellent analytical and report writing skills;
  • Demonstrated negotiation, cultural sensitivity and diplomatic skills;
  • Computer proficiency
  •  Ability to work in a multicultural team;
  • Patience, team-spirit and solution-oriented mindset;
  • Ability to travel frequently in the Caribbean and Latin America, as required.
