Mission description

The Justice component manager will be in charge of implementing the "Justice" component of the project to support the fight and prevention against corruption and organized crime in the Republic of Moldova funded by the European Union, aimed at strengthening the operational capacity and integrity of Moldovan judicial bodies with a view to improving prosecutions and achieving final convictions. Based in Chișinău, she/he will be placed under the supervision of the project manager, and will work closely with a. e assistant project manager.

More precisely, she/he will be in charge of:

·       Provision of technical expertise:

o   Development and implementation of diagnostic missions;

o   Consolidation of the action plan and calibration of activities;

o   Implementation of certain activities in the action plan, as part of its contract;

o   Support for the preparation of technical project reports (start-up, intermediate, final);

o   Support for identifying short-term expertise;

o   Participation in project planning exercises and contribution to the development of internal tools;

o   Participation in technical committees, steering committees and any other coordination meetings necessary for the implementation of the Action.

·       Coordination of expertise

o   Identification of short-term expertise needs;

o   Development of terms of reference (ToRs), mission schedules, validation and quality control of short-term expert mission reports;

o   Support for the selection/recruitment of short-term experts and the creation of a pool of experts, briefing/supporting short-term experts throughout their assignment;

o   Approval of short-term expert mission reports, quality control and capitalization of lessons learned.

·       Representation and coordination

o   Representation of the project alongside the project manager and with partners and governance bodies;

o   Support for coordination with other implementing agencies (CIVIPOL and UNDP Moldova) to ensure complementarity of actions;

·       Any other task required by Expertise France within the framework of the project.

Project or context description

Support in combating and preventing corruption and organized crime in the Republic of Moldova

The project aims to support Moldova in establishing effective, efficient, independent and accountable justice, prosecution and investigation systems capable of combating and preventing corruption, organised crime and financial crime (including money laundering) by 2029.

This project consists of the following components:

1.       Bolster investigations capacities of law enforcement bodies, and their coordination;

2.     Strengthen the legal and institutional framework, and prosecution and adjudication capacities;

3.       Integrity framework – Mainstream anti-corruption in several public institutions;

4.     Project and Anti-corruption donor’s network coordination;

EF has been commissioned by the European Union to work on components 2 and 4. CIVIPOL is responsible for Component 1, and the UNDP is responsible for Component 3.

The project is funded by the European Union and the French government, for a total of €10 million, including €7 million for the financial envelope for which EF will be responsible. The planned implementation period is 36 months (three years).

Required profile

Qualifications and skills

  • Judicial staff (magistrates, lawyers, etc.) in office or retired
  • Excellent command of written and spoken English and French; knowledge of Romanian would  be  an asset;
  • Good understanding of the challenges of international cooperation, particularly in Europe;
  • Knowledge and experience in Moldova, especially with institutions: considered as an asset (not mandatory);
  • Excellent writing skills;
  • Strong interpersonal, oral, and written communication skills; a sense of diplomacy;
  • Good command of computer tools and software.

 Professional experience

  • Attest to a minimum of 8 years of professional experience;
  • Have extensive experience in the prevention and fight against corruption, financial and/or organized crime, justice and rule of law, inter-institutional coordination and international cooperation.

Experiences considered as additional assets:

  • Experience in institutional development and capacity building;
  • Professional experience in the field of international cooperation and development.

  • Start date: July 1, 2026, for one or two years, renewable for the duration of the project (3 years);
