Mission description

Expertise France is recruiting a Finance, Admin and Logistics Manager for the TEI OP-VET project. 
This senior role is critical to the project’s success, overseeing and implementing finance, admin and logistics activities across multiple levels, from daily operational management to strategic financial planning.
He/she will be responsible for ensuring sound administrative, financial, and logistical management of the EF activities within the project, in compliance with external and internal procedures. 
He/She will report to the Project Manager and work closely with the project’s team in Paris and Bruxelles, with the Project Officer and with other relevant stakeholders at EF headquarters.

He/She will carry out the following tasks, which may still evolve during project implementation: 
 
1. Financial Management 
•    Provides strategic financial oversight of the EF activities under the TEI OP-VET project
•    Provides recommendations and contributes to strategic project discussions by providing financial perspective (resources allocation, financial planning etc.)
•    Ensures effective coordination of the Finance, admin and logistics subjects between EF HQ, EF project team, Hub colleagues etc.
•    Ensures sound financial management of the project in compliance with donor requirements, and internal EF finance regulations.
•    Ensures proper financial monitoring, plans and prepares key financial reports, forecasts and budget monitoring, before submission to partners, donors and HQ
•    Ensure effective internal control systems and financial risk management
•    Prepares and coordinates the financial audits and ensures proper implementation of audit recommendations.
•    Ensures and coordinates the day-to-day accounting and financial operations: payments, invoices, regular financial closing operations, update of the expenses journal etc.

2. Administrative and Logistics Management 
•    With the support of the Project Assistant, oversees the logistics activities, including procurement of services, logistics related to travels, organization of events, office management etc.
•    Oversees procurement compliance with donor and internal policies and procedures
•    Organizes the contracting and payment processes
•    Implements and ensures accurate documentation (financial supporting documents, HR & experts documents etc.)
•    Coordinates the HR admin processes for exoerts and part of the team, in line with internal procedures

3. Management and coordination
•    Ensures the management of a Project Assistant, whose main missions focus on admin & logistics, as well as other project-related activities
•    Liaises with internal and external stakeholders on financial and administrative matters 
•    Supports and trains the colleagues on financial and administrative procedures

Project or context description

The TEI OP-VET program aims to strengthen the training supply in Sub-Saharan Africa and align it with decent job opportunities in specific sectors and value chains within the framework of Africa-Europe investment initiatives, notably the Global Gateway Investment Package (GGIP).  

This €75 million project is being implemented over a 60-month period, from March 2024 to February 2029, by a consortium of European partners, namely:  
•    Enabel (Belgium)  
•    Expertise France (EF, France)  
•    Finnish National Agency for Education (EDUFI, Finland)  
•    Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ, Germany)  

The program is structured into three main components:  
•    Pillar 1: On-Demand Technical Assistance Facility – Led by EF but with the active participation of all consortium agencies  
•    Pillar 2: Organization of regional exchanges aimed at promoting PPPs in VET – Led by Edufi  
•    Pillar 3: Call for proposals for projects supporting the opportunity-based approach in VET – Led by GIZ 

Required profile

Specific professional experience:
•    University degree in finance, accounting, business administration, or a related field
•    At least 7 years of professional experience in administrative, financial, and logistical management, ideally within international cooperation or donor-funded projects
•    Proven experience in managing finance and admin subjects involving various stakeholders 
•    Experience with Expertise France or other European agencies is a strong asset
•    Familiarity with public procurement and contract management 

 
Qualifications and skills:
•    Excellent command of Excel and financial/accounting tools
•    Solid understanding of budget development, financial reporting and compliance frameworks 
•    Ability to manage audit processes, ensure quality documentation, and maintain proper financial traceability
•    Strong organizational and problem-solving skills, with the capacity to handle multiple priorities under tight deadlines
•    Excellent command of English and French (written and oral) is mandatory
•    Excellent communication, teamwork, and interpersonal skills
•    Ability to work independently and as part of a multicultural, multidisciplinary, and geographically distributed team
•    High level of integrity, discretion, and professionalism
•    Organization, autonomy and adaptability, diplomacy
