Mission description

As part of the launch of the 48-month project to promote agricultural and fisheries value chains in Guinea-Bissau, Expertise France is recruiting an international expert in monitoring and evaluation, to be deployed on a part-time basis.

The expert’s mission is to enable Expertise France to:

  • Improve the project’s management, effectiveness, coherence, efficiency, sustainability, impact, and relevance by integrating gender and environmental dimensions and enabling strategic and operational adjustments throughout the project;
  • Have a dashboard for monitoring indicators, automatically populated with collected data, and managed and used independently by the project team;
  • Communicate effectively and report to the European Union and project beneficiaries;
  • Structure and facilitate a continuous learning process, enabling the team to build on experiences, inform decision-making, and continuously improve interventions.     

This assignment will be structured in three phases: 

1 - Launch phase (estimated duration: 40 days)

  • Analyze needs and refine understanding of expectations by reviewing submitted documents and engaging in discussions with the project team;
  • Conduct an analytical review of the logical framework and theory of change derived from the technical proposal and, in consultation with the project team, suggest adjustments if necessary;
  • Assess the overall coherence of the project as well as the main risks related to achieving the results;
  • Develop a structured MEAL plan that aligns with European Union reporting tools, enabling progress and results tracking, project management, and the capture of lessons learned;
  • Examine the clarity and measurability of the results and indicators defined in this plan, enabling the measurement of progress toward achieving the desired changes, as well as providing performance indicators at the product level and relevant contextual indicators;
  • Define baseline values for the indicators and identify data sources that can serve as verification for the indicators;
  • Design monitoring and data collection tools, including automated dashboards and tailored survey mechanisms;
  • Train the project team and ensure their adoption of the system, tools, and learning practices (regular reviews, feedback sessions, knowledge sharing);
  • Support the onboarding, skill development, and monitoring of the MEAL officer, who will be hired on a part-time basis (50%) for the duration of the project, to ensure the sustainability and adoption of the system;
  • Ensure that the monitoring and evaluation plan is properly aligned with the reporting requirements and tools of the Camões Institute, I.P., which coordinates the entire initiative, as well as those of the European Union, while ensuring that the tools are also aligned with Expertise France’s internal reporting processes.

2 – Implementation phase (estimated number of days: 30 days)

  • Support the project team in deploying the MEAL system and facilitate regular critical reviews (e.g., during annual review workshops) of the project’s implementation to ensure that the MEAL system effectively informs project management;
  • Conduct monitoring missions and review exercises to:
    • Identify operational and strategic strengths and weaknesses;
    • Verify data quality and compliance with MEAL framework principles;
    • Make recommendations for strategic and operational adjustments to achieve project objectives;
    • Review the theory of change and assess unforeseen changes that may impact success;
    • Help the team formulate an evaluation strategy tailored to the program’s operational context, learning objectives, and donor requirements;
    • Support the development of a learning strategy, including knowledge management, to promote continuous improvement. Ensure that lessons learned from implementation are effectively recorded and documented;
    • Facilitate access to technical support as needed, through training, workshops, and relevant resources as required.

3 – Closure Phase (estimated number of days: 20 days)

  • Validate the final data collection, as well as the final consolidated indicator matrix, and ensure quality control and overall consistency of the final report;
  • Oversee the final evaluation methodology and support the preparation and scoping of the external evaluation (ToR, tools, indicators);
  • Define data archiving standards and validate the final database structure.

Knowledge capture (possibility – to be confirmed):

  • Structure and validate knowledge capture outputs (notes, briefs, fact sheets), formalizing lessons learned based on consolidated data and field feedback;

Project or context description

Guinea-Bissau faces a complex development context, marked by political instability and a vulnerable economy dependent on agriculture and fisheries. These strategic sectors, hampered by informality and a lack of access to financing and technology, struggle to transform themselves and generate sustainable added value. The context requires the professionalization of value chains, economic diversification, and the integration of resilient practices to address development challenges.

The project titled “Promoting Agricultural and Fisheries Value Chains in Guinea-Bissau” aims to support the development of strategic sectors, promote sustainable economic growth, and create decent green and blue jobs, while addressing the challenges of climate change adaptation and mitigation.

The specific objectives of the initiative are as follows:

SO1. “Improve the enabling environment for the development of sustainable, inclusive, and resilient food value chains.”

R1.1 Strengthen the capacity of the government and key stakeholders to develop and implement policies, laws, and strategies related to the business environment and food quality and safety that are conducive to the sustainable development of selected value chains;

R1.2. Strengthen access to inclusive financing for micro, small, and medium-sized enterprises (MSMEs).

SO2. “Improve the efficiency, climate resilience, inclusivity, and sustainability of selected agricultural and fisheries value chains, including those for cashews, rice, selected tropical fruits and plants, and fisheries.”

R2.1. Strengthen the capacities of value chain actors to ensure their sustainable, efficient, inclusive, and climate-resilient development and management;

R2.2. Improve infrastructure and facilities throughout selected value chains to increase production, processing, storage, and distribution capacities, while developing added value.

SO3. “Improve the competitiveness of entrepreneurs in selected agricultural and fisheries value chains.”

R3.1 Improve the capacity of business incubators to promote and strengthen entrepreneurship in selected value chains;

R3.2 Improve access to business opportunities, partnerships, and networks among stakeholders in the selected value chains.

As part of this initiative, Expertise France will manage, under delegated management from the EU, a total amount of €10.25 million over 48 months to carry out activities related to the fisheries value chain and the entrepreneurial environment. For information, this project will also be implemented, under a separate contract, by Camões I.P. (Portuguese Institute for International Cooperation), which will be responsible for implementing activities related to the development of three agricultural value chains (cashews, rice, and tropical fruits), as well as for coordinating the entire project, for a total of €10.75 million.

Expertise France's Monitoring and Evaluation Policy

Expertise France is the agency specializing in the design and implementation of international technical cooperation projects.

As such, it pays particular attention to the monitoring and evaluation of the impacts generated by the interventions it implements, in addition to the monitoring of outputs, activities, and resource s it carries out as part of sound operational management. It is committed to ensuring accountability to beneficiaries at every stage of the project, from its design through all phases of implementation to the final evaluation.

This policy reflects a commitment to transparency, providing beneficiaries with accessible and timely information on the procedures and processes that involve them, in order to ensure that a dialogue can be established between the agency and the project’s stakeholders.

Expertise France thus adopts the six evaluation criteria of the OECD Development Assistance Committee (relevance, coherence, effectiveness, efficiency, impact, and sustainability), which are generally recognized internationally. These criteria may be supplemented by additional criteria.

Adopting this principle requires:

  • Planning of projects and programs based on results in terms of desired changes and the articulation of underlying assumptions;
  • A clear definition of results and corresponding indicators, so that results are measurable;
  • Formalization of regular monitoring to enable rapid decision-making, recognizing that effective monitoring during the project strengthens project evaluation;
  • An evaluation of the effectiveness of Expertise France’s projects and programs, including a baseline study, a mid-term evaluation, and an ex-post evaluation to assess the medium-term impact and the foundations contributing to a sustainable impact;
  • A monitoring and evaluation system that, beyond tracking results and effectiveness, enables us to learn from our approaches and adjust our actions based on these lessons.

Required profile

 

Qualifications and Experience

  • Master’s degree (Master 2) in public administration organization and management, financial and administrative management, information systems, international cooperation, project design/evaluation;
  • At least 10 years of experience in monitoring, information management, data collection, and/or evaluation for international projects, preferably in the field of public finance;
  • At least 3 years of prior experience in projects supporting agricultural and/or fisheries sectors;
  • Experience in designing and managing robust databases and indicator monitoring dashboards tailored to tracking performance and results;
  • Experience in designing and facilitating training in the field of monitoring and evaluation.

Professional Skills

  • Excellent understanding of results frameworks and indicators, as well as international M&E standards and applications, particularly for projects funded by the European Union;
  • Excellent skills in writing, data collection, analysis, and visualization;
  • Skills in knowledge sharing and the design of educational materials are highly desirable;
  • Practical knowledge of Guinea-Bissau would be appreciated;
  • Proficiency in Microsoft Office applications and data collection and processing software (Kobo, Survey CTO, Eval&Go, STATA, SPSS, Power BI/Tableau, etc.);
  • Excellent coordination and teamwork skills. Skills in facilitating peer learning, collective intelligence, or collaborative learning would be particularly appreciated;
  • Excellent written and oral proficiency in Portuguese and a second language (French or English).

Modalities

The expert will work under the supervision of the project manager based in Guinea-Bissau, the MEAL coordinator at headquarters, and the project officers based at Expertise France headquarters throughout the duration of the assignment.

To carry out the assignment, he or she will have access to the following documents:

  • The project’s technical proposal, including the logical framework and theory of change;
  • Any documents necessary for the assignment.

The project team will be available to conduct interviews during all phases of the assignment (preparatory, implementation, and delivery of deliverables).

Location and duration of the assignement 

Expertise France will use purchase orders to request the consultant’s services and define the expected deliverables. The dates and deliverables are currently indicative and may be subject to revision depending on the project’s needs, subject to approval by Expertise France.

The consultancy will be conducted remotely with assignments/travel to Bissau, for a total estimated maximum duration of 90 person-days starting from the date of signing the contract with Expertise France. This assignment is part of an individual expert services contract, for which unit rates are calculated based on daily fees.

The projected start date for the first assignment (project launch phase) is July1, 2026, and it will conclude no later than the end of October 2026 (deadline for Expertise France to submit the launch phase report to the EUD).
