Mission description

As part of the preparation and implementation of its international technical cooperation projects, Expertise France is strengthening its pool of experts in culture and heritage to support partners in the design, implementation and evolution of cultural and heritage public policies, as well as in strengthening governance, institutional frameworks and stakeholders’ capacities.

Assignments are carried out within programmes funded notably by AFD, the European Union, international financial institutions, and other donors. They aim to support complex, multi-stakeholder projects combining technical expertise, strategic advisory, and capacity building.

Experts may contribute in one or several of the following areas:

Strategies, Reforms and Implementation

·       Development of national and sectoral cultural strategies, particularly in the fields of heritage, museums and Cultural and Creative Industries (CCIs)

·       Support for reforms and structuring of cultural public policies, from design to implementation mechanisms

·       Alignment of cultural policies with European and international standards, while respecting national contexts and institutional specificities

·       Positioning culture and heritage as drivers of social cohesion, sustainable development, democratic resilience, innovation and employment

·       Integration of access to culture, audience participation and inclusion, particularly for youth and underserved groups

·       Support for policies fostering cooperation between heritage institutions, cultural actors, local authorities and other stakeholders

·       Integration of culture and heritage into national and regional economic strategies

Institutional, Regulatory Frameworks and Ecosystems

·       Design, development and strengthening of institutional, legal and regulatory frameworks for cultural and heritage sectors

·       Support for multi-level governance and coordination between central administrations, local authorities, operators and civil society actors

·       Structuring of cultural ecosystems involving public institutions, private actors, civil society, professional communities and sectoral networks

·       Facilitation and structuring of professional networks, platforms and coalitions at national and international levels

·       Promotion of dialogue between public, private and non-profit actors around cultural policies

·       Support for the development and implementation of legal frameworks related to cultural heritage (protection, conservation, circulation of cultural goods)

·       Expertise on issues related to illicit trafficking of cultural property, including prevention, enforcement and international cooperation

·       Support for the development of legal protection mechanisms for heritage assets, including in vulnerable or crisis contexts

Management and Development of Cultural Organisations

·       Support for the structuring and transformation of cultural and heritage organisations: museums, institutions, operators, cultural venues and networks

·       Strengthening institutional autonomy, governance models and strategic management capacities

·       Development of sustainable economic models: resource diversification, own revenues, sponsorship, partnerships, public and private funding

·       Structuring of management functions: strategic planning, financial management, human resources and organisational development

·       Strengthening leadership and team management capacities

·       Support to organisations in positioning themselves within cultural and economic ecosystems

·       Support for visibility, advocacy, influence strategies and adaptation to evolving contexts

Public-Private Partnerships, Incentives and Hybrid Models

·       Structuring public-private partnerships in cultural and heritage sectors

·       Development of incentive schemes and cooperation mechanisms with private owners, particularly in urban heritage preservation

·       Exploration of mechanisms supporting the rehabilitation, maintenance and valorisation of privately owned heritage assets

·       Development of hybrid models combining public funding, private investment, cultural operators and other stakeholders

·       Support for dialogue with owners, investors, operators and local authorities on preservation, transformation and use of heritage

Consultation, Cultural Rights and Memory

·       Design and facilitation of consultation processes involving stakeholders: public actors, civil society, local communities, users, operators and private owners

·       Development of co-construction processes for cultural and heritage projects

·       Integration of participatory approaches into public policy design

·       Facilitation of dialogue between actors with differing interests, timelines and constraints

·       Consideration of uses, social expectations and territorial dynamics in project design and implementation

·       Integration of cultural rights: access, participation, diversity of cultural expressions, recognition of audiences and communities

·       Consideration of issues related to sensitive heritage and memory, particularly in contexts marked by historical or political tensions

·       Contribution to dialogue processes, social cohesion and reconciliation initiatives

 

Mobilisation Modalities

·       Short-term assignments: 5 to 30 days

·       Intermittent interventions spread over the duration of projects, depending on needs and phases

·       Possible mobilisation across the entire project lifecycle.

Project or context description

This roster aims to mobilise senior experts capable of providing strategic, methodological and operational technical assistance to public administrations, cultural institutions and civil society across relevant fields.

Experts operate in complex, multi-stakeholder environments funded by international donors, acting as key technical and strategic references in close support of partners and project teams.

They may be mobilised at different stages of the project lifecycle: design/structuring, inception, implementation, monitoring, evaluation and capitalisation.

Required profile

Education

·       Advanced degree in one of the fields covered by the roster.

Professional Experience

·       Minimum 10–15 years of relevant professional experience

·       Proven expertise in at least one of the specified domains

·       Demonstrated experience working with public institutions

·       Experience in complex, multi-stakeholder projects

·       Significant experience in international cooperation (Europe, European neighbourhood, Mediterranean, Africa, Asia, Americas)

·       Experience in developing or transition country contexts

·       Experience working with international donors (European Union, AFD, World Bank, etc.) is an asset
