Mission description

As part of the ‘Women Economic Empowerment’ (WEE) Programme, funded by the EU Delegation of Zimbabwe, Expertise France is looking to hire a Team Leader. This programme aims to enhance the women’s economic empowerment through financial inclusion of women-led businesses, integrated skills, leadership, and strengthening the enabling environment. Under the direction of Expertise France's headquarters, the Team Leader will be responsible for the full-time leadership, overall coordination, and operational and financial implementation of Expertise France's activities within the programme. Generally, the Team Leader is responsible for ensuring the achievement of contractual objectives set between Expertise France and the EU Delegation, which ensures the overall coordination of the project. He/She oversees the implementation of activity plans and ensures their proper execution. He/She maintains constant contact with project partners and ensures their involvement. More specifically, his/her missions and responsibilities are as follows (non-exhaustive list):

The Project Team Leader is responsible for the overall management and coordination of the project to ensure a smooth joint implementation. 

The Project Team Leader heads the Project Management Unit (PMU) - and is based in Harare.

He/she will work on a daily basis with the support of the PMU Team and will be in regular contact with EU Delegation of Zimbabwe and the Implementing Partners of the WEE-ZIM programme.

He/she will travel several times per year to meet with stakeholders across the country and contribute to the smooth running of the project. The position implies a high degree of autonomy, and interpersonal skills appropriate to working in an international and multicultural environment.

PMU Team Management and Representation

  • §  Heads the PMU team;
  • §  Manages a project team of 3-4 staff members (still to be confirmed);
  • §  Organises, recruits and manages the PMU Team members in Harare;
  • §  Supervises the opening of the Expertise France office in Harare.
  • §  Represents EF in diplomatic and high level events appointed by the EUD and/or the French Embassy in Zimbabwe;

 

Overall project management

  • §Is responsible for harmonised execution and reporting procedures for all activities, set the framework and proposes shared tools and procedures;
  •  Consolidates the planning of activities and resources, and prepares the pluri-annual and annual budgets;
  • §Prepares in collaboration with the PMU and EF headquarters, the contractual reports;
  • §  Is responsible for the quality of the project deliverables.
  • § Ensures compliance with the specifications/contract, anticipates and manages risks and developments relating to the project and alerts his or her hierarchy if necessary;
  • §  Oversees the writing and transmission of contractual reports to the EUD (narrative and financial);
  • §  Organises and co-chairs the project’s Steering Committee and Monitoring Committee.

 

Supervision of activities of the project

  • §  Supervises project activities: planning, implementation, budget execution, monitoring/evaluation, audit, in coordination with the headquarters and team members in Harare;
  • §  Internal project coordination with team members and Expertise France headquarters;
  • §  Ensures day-to-day coordination between components, provide backstopping support and approve key documents and decisions;
  • §  Day-to-day coordination with implementing partners and external stakeholders;
  • §  Centralises project information and organises its dissemination to the various stakeholders;
  • §  Leads communication with the EUD and keep the responsible people informed on main developments or issues requiring attention;
  • §  Participates in promotional activities with project owners, donors and beneficiaries
  • EF internal liaison – especially with the Project Manager within ENTI unit;
  • Ensures the interface between the project and EF HQ;
  •  Represents EF in the various bodies involved in programme monitoring;

 

Monitoring & Evaluation

  • §  Ensure the identification, implementation and quality control of the activities under his/her responsibility;
  • §  In close collaboration with the Monitoring, Evaluation, Accountability and Learning Officers (MEAL) at headquarters and in the field, ensure the implementation, at the start of the project, of the monitoring and evaluation system. Throughout the project, he/she uses the system as a tool to help manage the project as well as carry out intermediate and final external evaluations of the project and supervises the service provider's mission;
  • §  Adjust, if necessary, the project's logical framework and theory of change based on data collected in the field and the needs assessment.

Project or context description

The ‘Women Economic Empowerment’ (WEE) Programme is conceived as a strategic, holistic, and integrated intervention to address the multifaceted barriers that constrain the full economic participation and productivity of women entrepreneurs and workers. It is structured around interconnected pillars: enhancing access to gender-responsive finance; building entrepreneurship, business, and digital skills; advocating for a supportive policy and regulatory environment; and fostering women’s leadership in business and industry. By integrating these components, the programme seeks to catalyse a virtuous cycle where empowered women contribute to, and benefit from, sustainable and inclusive economic growth, supporting the realisation of both national development goals and fundamental human rights.

Required profile

  • Master's degree in international development, economics, international relations, social science or a related field;
  • Significant experience (at least 7 years) in project coordination: demonstrated ability to plan, execute, monitor, and evaluate projects, ensuring adherence to timelines, budgets, and quality standards;
  • Significant experience (at least 5 years) in the entrepreneurship field and gender-responsive approaches;
  • Excellent understanding of the challenges related to entrepreneurship and private sector development;
  • Excellent understanding of the challenges related to gender inequality challenges, in particular in relation to access to finance for SMEs;
  • Demonstrated ability to work in a multicultural environment and interact with governmental and non-governmental actors;
  • Good knowledge of international and European cooperation actors;
  • Demonstrated experience in international projects implementation (ideally within AFD, Expertise France or any other Member State agencies) and a strong track record of EU-funded project management;
  • Excellent organisational, communication, and leadership skills;
  • Proven skills in negotiation, listening, setting priorities, problem-solving and decision-making, in particular in interactions with the EU and its network, diplomatic delegations and other external partners;
  • Proficiency in English, both written and spoken;
  • Experience and excellent knowledge of the entrepreneurship ecosystem in sub-Saharan Africa will be an asset. 

Additional information

Conditions:

  • Fixed-term contract (CDDU) for 12 months, with the possibility of renewal up to 36 months.
  • Salary based on experience and Expertise France's salary scales.
  • Position based in Harare with potential field trips and yearly mission to the headquarters.
