Description de la mission

The objective of this assignment is to provide high-level technical and strategic support to the Ministry of Energy and Business in:

  • Upgrading electricity grid infrastructure monitoring and planning

  • Strengthening the regulatory and policy framework

  • Accelerating investment in renewable energy projects

  • Advance the development of ocean energy in Barbados

  1. Key responsibilities

The Energy specialist will work under the contractual supervision of Expertise France team based in Fort-de-France, Martinique, and the operational supervision of the Director of Renewable Energy within the Ministry of Energy and Business in Barbados. The Energy specialist will carry out the following activities:

Technical Expertise & Advisory

  • Provide strategic, technical, and policy advice to strengthen the Ministry’s capacity for electricity system planning, renewable energy integration, storage, and regulation.

  • Develop and implement strategies to facilitate investment in RE projects.

  • Assist with competitive auctions, technical evaluation of bids.

  • Conduct technical assessments of the electricity grid: analyse the existing infrastructure and produce clear recommendations to enhance grid reliability and facilitate renewable energy deployment.

  • Offer expert guidance on onshore wind technology and its integration into the energy mix.

  • Review existing energy sector regulations to identify barriers or enablers for ocean energy integration.

  • Engage with the Ministry of Energy and other relevant stakeholders to explore and define a potential tariff framework for ocean energy.

  • Work closely with Export Barbados and the Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE) to ensure regional coherence, knowledge transfer, and identification of investment opportunities.

Planning, Coordination & Monitoring

  • Support the development of policy and regulatory frameworks to facilitate RE integration.

  • Assist in the planning and coordination of technical activities under the Barbados National Energy Policy (BNEP).

  • Engage with stakeholders, including government agencies, private sector entities, and development partners, to ensure alignment with energy transition goals.

  • Support the implementation of the BNEP through technical recommendations.

Environmental and Permitting Guidance

  • Develop environmental guidance specific to ocean energy technologies.

  • Streamline permitting procedures in coordination with relevant authorities.

  • Build institutional capacity within regulatory and environmental agencies to facilitate project development.

This list is not exhaustive and may be adjusted or expanded during the assignment depending on emerging opportunities, needs, and constraints identified throughout the mission.

2. Expected results

The deliverables expected are the following:

  • Quaterly progress reports on renewable energy and storage project implementation.

  • Technical assessments and recommendations for RE and storage procurements.

  • Monitoring reports on the execution of the Barbados National Energy Policy.

  • Reports on research findings and recommendations for emerging clean energy technologies.

  • Policy briefs and recommendations for regulatory improvements to support energy transition.

  • Reports on pooled procurement strategies and collaboration with CCREEE.

Expertise France is the French inter-ministerial agency for international technical cooperation, the second of its kind in Europe. As the technical branch of the French Development Agency (AFD) Group, Expertise France designs and implements projects that sustainably strengthen public policies in developing and emerging countries. 2- Presentation of Euroclima

Euroclima is the European Union’s key programme that strengthens the partnership with the Latin American and Caribbean region for a sustainable and fair transition, through dialogues and actions at national and regional level. 
The Programme aims to address the triple global crisis of climate change, biodiversity loss and pollution by catalysing transformation through key initiatives in priority sectors and facilitating green financing and investment. In this way, it seeks to enable both regions to work together to achieve the profound change needed to address these crises.
By strengthening the enabling environment, catalysing key initiatives in priority sectors and facilitating access to and mobilization of climate and green investment and financing, the European Union (EU) and the countries of Latin America and the Caribbean (LAC) are laying the groundwork for the profound transformation needed to collaborate and address the immediate and existential threats we face.
As part of Euroclima, and in alignment with the Global Gateway Investment Agenda (GGIA), Expertise France is supporting the formulation and implementation of regional and national actions on climate change mitigation and adaptation in the Caribbean. One of the key priority areas identified relates to the energy transition, including renewable energy access in remote areas and support to national capacity in renewable energy (particularly, solar, wind and marine energies) development. 

This energy focus is particularly advanced in Barbados, which is facing increasing energy demand alongside the need to modernise its electricity grid in order to accommodate a growing share of renewable energy sources, including wind, solar, and marine energy. The current infrastructure may constrain the efficient scaling-up of these technologies. In this context, the Ministry of Energy and Business seeks to strengthen its technical, regulatory, and strategic capacities to support the energy transition and to attract increased investment, particularly from European partners.
To this end, the Electricity planning Unit as well as the Energy conservation and renewable energy Unit, under the direct supervision of the Director of Renewable Energy, oversee the execution of key energy transition projects, facilitate investment, and enhance regulatory frameworks. These teams are looking for an Energy Specialist primarily focused on renewable energy (advising on grid upgrading and renewable energy regulatory frameworks), with additional expertise in ocean energy considered an asset, particularly to follow and assess the forthcoming wave energy feasibility study (in connection with Export Barbados) and provide recommendations based on its findings.Their contributions will be instrumental in aligning Barbados' energy goals with international best practices and fostering regional collaboration to advance clean energy initiatives.

Profil souhaité

1)    Qualifications
Postgraduate degree (Master’s or PhD) in Renewable Energy, Electrical engineering, energy transition, economic development, energy law or any other field relevant to the tasks described above.

2)    Technical knowledge
At least 10 years of experience in senior technical roles in the energy sector, including practical experience with:
o    Micro-grid planning and implementation;
o    Grid modelisation;
o    Electrification strategies;
o    Grid integration of variable renewables;
o    Energy policy and regulatory frameworks;
o    Professional experience with PLEXOS modelling and ETAP (Electrical Transient Analyzer Program) is highly desirable and will be considered a significant advantage.
o    Proven experience in designing and installing renewable energy and energy efficient systems.
o    Strong analytical and problem-solving skills, with the ability to develop actionable, evidence-based solutions.
o    Familiarity with the development and implementation of energy policies and regulatory instruments.
o    Excellent communication skills and experience engaging with a wide range of stakeholders.
o    Experience in project management, particularly in the energy sector, is an asset.
o    Professional experience in island contexts, preferably in the Caribbean region, with knowledge of the challenges posed by the integration of renewable energies in island territories will be an asset.
o    Experience in leading technical exchanges, in order to develop operational solutions as well as developing energy investment plans and mobilising resources.
o    Ability to interact with government institutions and private sector actors to promote policies of sustainability and energy transition.
o    Previous experience working with public institutions and/or international projects is highly desirable.
o    Have the necessary conditions to intervene and travel in other countries of the Caribbean.

3)    Knowledge of languages
Fluency in English is required (oral and written).
A command of oral and written French will be appreciated.

4)    Interpersonal skills and cultural awareness
Great autonomy and impartiality.
Demonstrated ability to work with people of different technical knowledge and cultural backgrounds.

Contract type:
 This consultancy will be managed under a framework contract with purchase orders for specific deliverables throughout the project period.
