Mission description

Expertise France is the French international technical assistance agency, created from the merger of the six main French public implementing agencies on 1 January 2015, in order to enhance capacities to mobilize technical expertise, making it possible to address the growing needs of emerging and developing countries more effectively. Under the joint supervision of the Ministry of European and Foreign Affairs and the Ministry of Economy, within the AFD GROUP, Expertise France aims at participating in French cooperation and development aid through a wide range of interventions in areas such as sustainable development, economic development, public finances, governance and human rights, social protection and employment, health, and issues of stability, safety and security.

Expertise France is accredited by the European Commission for delegated management (the 'six pillars' audit), which means it can be awarded indirect management of projects and guarantees EF's capacity to successfully implement activities and projects with which it is entrusted, and ensure efficient distribution of administrative, hr and financial management tasks.

 

Project or context description

The Gender Equality and Social Cohesion Project TAKATUF, implemented by Expertise France in partnership with the Ministry of Social Development (MoSD) and funded by the Agence Française de Développement (AFD) through the Minka Peace and Resilience Fund, aims to improve gender equality and social cohesion in Jordan by enhancing the capacities of the MoSD to provide sustainable and inclusive social services. The project, implemented in Amman, Karak, and Jerash Governorates, reinforces the capacities of MoSD, its 5 field directorates and 15 Local Community Development Centres (LCDCs) operating under the MoSD umbrella.

TAKATUF contributes to the implementation of Jordan’s National Social Protection Strategy (NSPS 2025 - 2033) and aligns with the Government’s broader Economic Modernisation Vision by focusing on dignity, empowerment, and opportunity for all. It works towards making LCDCs, in partnership with Civil Society Organisations (CSOs) and other stakeholders, more effective in provision of sustainable and inclusive social services for the benefit of Jordanians and Syrian refugees — especially vulnerable groups, women, youth, and persons with disabilities.

More specifically, the Project aims to:

  • Develop sustainable, inclusive and appropriate social services in the LCDCs, in collaboration with Civil Society Organisations (CSOs), including Community Based Organisations (CBOs), in order to strengthen social cohesion and gender equality;
  • Strengthen the capacities of LCDCs by ensuring that their premises are functional and sufficiently equipped to meet the social service delivery needs and that their teams and partners have the appropriate skills and tools to carry out inclusive activities;
  • Support the MoSD at the central level and in the field in its role of stewardship, coordination and monitoring/evaluation of the social services, notably with indicators to enhance social cohesion and equality between women and men.

The project is looking for three positions of Financial Field Monitors (W/M) to follow up the projects implemented by local CSOs in Karak, Jerash and Amman governorates. These Financial Field Monitors will collaborate closely with the Technical Field Monitors and report to the Project Director for administrative and financial matters, as well as for activities related to the rehabilitation and equipment of LCDCs. For the implementation of other Project activities, the Financial Field Monitors will report to the Head of Social Protection and CSO Taskforce (both the Financial and Technical Field Monitors will coordinate in the field under the joint guidance of the Project Director and the Head of the Social Protection and CSO Taskforce to ensure effective field operations). In his / her capacity, the Financial Field Monitors, will ensure compliance with financial procedures, assist procurement processes, and provide necessary administrative support while contributing to the Monitoring, Evaluation, Accountability, and Learning (MEAL) strategy, as well as support the pilot LCDCs with the implementation of Project activities. He / She will have the following tasks and responsibilities:

1..Administrative support:

  • Maintain a comprehensive database on prices, rates, and locations of various logistical elements;
  • Assist in the preparation, organisation, coordination, and documentation of meetings, workshops, trainings, interviews, and appointments (includes preparation of memos, letters, invitations, managing Project’s communication and visibility material), in coordination with the Technical Field Monitor and the Project Communications Expert);
  • Maintain and update the asset management inventory in collaboration with the Logistics and Financial assistant;
  • Archive key documents and correspondence.

 

2. Financial compliance: 

  • Support the financial implementation of the CSOs support programme in the Karak, Jerash and Amman pilot area in coordination with other members of the Team: 
    • Provide financial support where needed in the implementation of the CSOs Support Programme;
    • Support CSOs in the implementation of the funded contracts, including: follow-up, guidance and coaching;
    • Support CSOs with financial reporting, adhering to applicable procedures, reviewing reports submitted by CSOs and providing the relevant feedback.
  • Ensure compliant and accurate day to day accountancy (payments; expenses follow up);
  • Provide financial reports, analysis on status of implementation;
  • Preparation of all the required documents and follow up regarding VAT exemption.

3. Procurement compliance

  • Carry out procurement processes, follow-up on quotes, coordination with contractors, etc…
  • Procure office materials and stationery, necessary for arrangements for meetings, workshops etc (with the support of the Logistics and Financial Assistant);
  • Procurement of services (contracts with consultants and service firms);
  • Coordinate between contractors, LCDCs and the Project on procurement related issues;
  • Assist with monitoring of contracts implementation and provide prior warnings before deadlines (i.e. contract end date, payments due date…etc);

 

4. Contribute to the MEAL and capitalisation of the Project

  • Collaborate on the creation of a local MEAL Strategy with gender indicators;
  • Collection of data and information, including Project and field relevant documentation (attendance sheets, agenda, data segregation, etc…);
  • Support in identifying and reporting on relevant KPIs.

 

5. Support the other members of the Project team in the implementation of technical activities.

Required profile

  • A university/higher education degree in accounting, administrative and financial management;
  • Excellent knowledge of Jordanian public authorities, institutions and other key stakeholders in the field of social development, including CSOs;
  • Proficient written and oral expression in English and Arabic;
  • Proficient in Microsoft Office software (Word, Excel, PowerPoint);
  • Excellent stakeholder engagement, coordination and communication skills;
  • Strong working capacity, rigor and organisation;
  • Dedicated team player;
  • Ability and flexibility to travel to and within the governorates of Jordan.

 

Professional experience:

  • At least 3 years of experience in the field of international cooperation;
  • At least 3 years of experience in supporting the small CSOs and CBOs in the implementation of grant schemes in line with international financial rules and procedures;
  • Experience of working with international cooperation agencies (such as AFD, Expertise France) or other and / or projects related to social services provision would be a strong asset;
  • Excellent knowledge of EU grant procedures;
  • Excellent knowledge of EU procurement procedures;
  • Knowledge of needs of local communities in Amman, Jerash and Karak Governorates will be considered as an asset;
  • Previous experience in handling works, infrastructure, refurbishment as well as coordination with contractors and engineers will be considered as an asset;
  • Experience in implementation of MEAL
