Mission description

Expertise France is the public agency responsible for implementing international technical cooperation projects in areas such as governance, security, sustainable development, health, and human development. It coordinates multiple stakeholders and mobilizes expertise to ensure the proper execution of projects in line with objectives, timelines, and contractual requirements.

The Haiti Country Office, attached to the geographic department, provides the framework for steering Expertise France’s activities in Haiti. The country office portfolio includes nine projects managed by project managers or coordinators, who are themselves supervised by the Country Director. The projects receive administrative, logistical, financial, and contractual support from the Project Support Unit, overseen by the Coordinator of  functionnal fonctions and based in Cap-Haïtien.

Project or context description

Under the line management of the Education Project Coordinator, the Deputy Coordinator supports the implementation of the project’s overall strategy, as well as the coordination of planning, steering, and execution of the activities entrusted to Expertise France, in compliance with donor requirements. The Deputy Coordinator will be specifically responsible for coordinating and leading activities carried out in the North-East department of Haiti under the projet "Education pour un Avenir en Commun"

Based in Cap-Haïtien, the Deputy Coordinator contributes to achieving the project’s objectives. He/She is part of the project team composed of the Project Coordinator and experts. The project works in functional coordination with the Project Support Unit, which brings together support functions (procurement/contracts, logistics, finance, human resources), as well as with the assistant and project officers of the Geographic Department at Expertise France headquarters.

 
Main responsibilities of the Deputy Coordinator:

Operational coordination and project steering support:

  • Contribute to operational planning in line with the project’s strategic orientations, in compliance with donor contractual frameworks and Expertise France’s internal reporting procedures;
  • Participate in identifying and defining project needs;
  • Ensure day-to-day coordination with project experts, partners, and service providers;
  • Update monitoring tools (dashboards, reports, timelines, etc.);
  • Contribute to the preparation of terms of reference, technical specifications, partners’ technical proposals (calls for proposals), as well as legal, financial, and all contractual documents.
     

Administrative, financial, and contractual monitoring (in coordination with the Project Support Unit):

  • Monitor project commitments, disbursements, and budget forecasts;
  • Prepare and follow up on invoices, payments, and reimbursements related to project activities;
  • Support contract management (service providers, partners) in coordination with logistics and procurement/contracts units;
  • Ensure compliance of activities with Expertise France internal procedures and donor requirements;
  • In coordination with the Grants Officer, oversee the proper management of project grants.

 
Reporting, audit, and closure:

  • Contribute to the preparation of technical and financial reports for Expertise France and the donor;
  • Ensure consistency and compliance of documents with contractual requirements;
  • Monitor the proper conduct of project audits;
  • Contribute to administrative and financial project closure exercises;
  • Ensure compliance with the donor contractual framework (amendments, reporting, etc.).


 Monitoring & evaluation, knowledge management, and communication:

  • Support the MEAL Officer (Monitoring, Evaluation, Accountability, and Learning) in data collection and indicator tracking;
  • Assist in drafting notes and reports;
  • Ensure information flow among all project stakeholders (Project Support Unit, institutional partners, beneficiaries, donor, headquarters team);
  • Organize regular coordination meetings with Projet Support Unit units and headquarters team as needed;
  • Prepare key messaging related to project activities requiring visibility;
  • Contribute to the development and implementation of the project communication and visibility plan.

In case of absence of the Project Coordinator, the Deputy Coordinator temporarily ensures:

  • Liaison with the donor;
  • Proper management of institutional relations with national and local partners and stakeholders, ensuring transparent and smooth monitoring of activities implemented with Haitian authorities;
  • Maintaining an optimal level of awareness and ownership among all project stakeholders.

Required profile

Education:

  • University degree (BA or MA or equivalent) in international cooperation, development, or project management.

 

Experience:

  • Proven experience (at least 5 years) in managing international cooperation projects and/or technical assistance projects (including programming, budgeting, procurement processes, intervention frameworks, risk analysis, etc.);
  • Knowledge of the education sector in Haiti is an asset;
  • Strong understanding of the national context;
  • Excellent command of French, both written and spoken

 

Skills:

  • Demonstrated skills in managing and steering international cooperation projects;
  • Ability to communicate, share information, and report within the project team and to implementing partners and beneficiaries;
  • Excellent understanding of development challenges in Haiti;
  • Ability to assess needs and capacity-building requirements and design appropriate action plans for organizations;
  • Strong organizational skills: sense of responsibility, autonomy, rigor, and method;
  • Ability to adapt and respond quickly to unforeseen situations;
  • Strong negotiation skills and decision-making ability;
  • Team spirit and ability to bring stakeholders together around common objectives;
  • Excellent command of IT tools and office software;
  • Strong writing and reporting skills in French (preparation of technical, strategic, or activity reports related to project implementation, drafting of notes, etc.).

Additional information

Local contract
Duty station: Cap-Haïtien, with travel within the North-East department.
Duration of assignment: 12 months, renewable.
Start date: as soon as possible.
