Mission description

The Gender Equality and Social Cohesion Project TAKATUF, implemented by Expertise France in partnership with the Ministry of Social Development (MoSD) and funded by the Agence Française de Développement (AFD) through the Minka Peace and Resilience Fund, aims to improve gender equality and social cohesion in Jordan by enhancing the capacities of the MoSD to provide sustainable and inclusive social services. The project, implemented in Amman, Karak, and Jerash Governorates, reinforces the capacities of MoSD, its 5 field directorates and 15 Local Community Development Centres (LCDCs) operating under the MoSD umbrella.

 

TAKATUF contributes to the implementation of Jordan’s National Social Protection Strategy (NSPS 2025 - 2033) and aligns with the Government’s broader Economic Modernisation Vision by focusing on dignity, empowerment, and opportunity for all. It works towards making LCDCs, in partnership with Civil Society Organisations (CSOs) and other stakeholders, more effective in provision of sustainable and inclusive social services for the benefit of Jordanians and Syrian refugees — especially vulnerable groups, women, youth, and persons with disabilities.

 

More specifically, the Project aims to:

§  Develop sustainable, inclusive and appropriate social services in the LCDCs, in collaboration with Civil Society Organisations (CSOs), including Community Based Organisations (CBOs), in order to strengthen social cohesion and gender equality;

§  Strengthen the capacities of LCDCs by ensuring that their premises are functional and sufficiently equipped to meet the social service delivery needs and that their teams and partners have the appropriate skills and tools to carry out inclusive activities;

§  Support the MoSD at the central level and in the field in its role of stewardship, coordination and monitoring/evaluation of the social services, notably with indicators to enhance social cohesion and equality between women and men.

Expertise France seeks to engage a Financial Expert to support the project team in implementation of Expertise France financial procedures concerning the Call for Proposals, strengthen CSOs’/CBOs’ financial capacities, and contribute to training of field monitors on EF financial procedures.

Project or context description

I.      Objectives and desired results

 

1)      General objective

 

       To strengthen the capacities of CSOs/CBOs and ensure robust financial management, assessment, and compliance throughout the grant cycle, in line with Expertise France procedures.

 

2)      Specific objectives

 

·       Strengthen CSOs’/CBOs’ capacities in financial management, budgeting and grant compliance in line with EF procedures

·       Enhance CSO/CBO financial accountability, internal control, and risk mitigation practices

·       Training of field monitors on financial grant follow-up and monitoring.

 

3)      Anticipated results

 

·       Financial components of the pre-funding capacity-building programme are developed and integrated into the overall capacity-building plan in coordination with the TAKATUF team

·       A financial needs assessment report of selected CSOs is prepared, identifying key gaps in budgeting, accounting, and internal control systems

·       Capacities of selected CSOs/CBOs are strengthened in financial management, budgeting, internal controls, and understanding of grant requirements in line with EF procedures

·       Presentation, manuals, templates and/or tools to be used for EF financial grant follow-up and monitoring

 

·       A training and capacity-building evaluation report is prepared, including lessons learned and recommendations

II.      Description of the assignment

 

1)      Planned activities

 

o   Capacity building for Field financial monitors to apply the financial procedures of Expertise France  

 

o   Participation in training for CSOs/CBOs involved in the capacity building plan on following topics

-        Budget preparation and financial planning

-        Accounting and financial management

-        Internal control systems

-        Provide practical tools aligned with the Call requirements

 

o   Provide additional support for the project team during the grant scheme implementation on financial control and expenses justification

 

 

2)      Anticipated deliverables

 

-        Training to the capacity-building programme on financial management including detailed reports on progress and achievements

-        Training of Field financial monitors including tools and templates

-        advises during the grant scheme implementation on financial management to the project team and CSOs/CBOs

 

3)      Coordination

 

A launch meeting shall be held within 10 days after the contract award has been notified.

Other coordination meetings will be organised by the TAKATUF Project team to coordinate the smooth deliverable realisation.

 

III.      Place, duration and terms of performance

 

1)      Implementation period: May 2026 – December 2028 (the contract will be automatically expended in case of project extension)

Required profile

I.      Required expertise and profile

 

 

The selected candidate should demonstrate its ability to carry out the activities in the field of civils society organisations strengthening, CSOs capacity building, local comminutes mobilization in line with the objective of Takatuf project with following minimum requirements:

 

A. Qualifications and skills

  • Holder of a university degree in finance, accounting, business administration, economics, or equivalent experience.
  • Excellent qualities and capacities in:

 

-        Financial analysis and budgeting

-        Grant management and compliance

-        Training delivery

-        Reporting and risk analysis

-        Communication and coordination with institutional stakeholders

-        Teamwork and interpersonal collaboration

-        Knowledge transfer and technical reporting

-        Analysis, synthesis, and documentation of data

-        Problem identification and practical resolution in field conditions

-        Decision-making and initiative-taking under tight deadlines

  • High proficiency in written and spoken Arabic and English.

 

B. General professional experience

  • Minimum 5 years of experience in financial management of donor-funded projects
  • Experience in capacity building of CSOs
  • Understanding of social development sector and the issues relating to social services provision

 

C. Specific professional experience

  • Solid understanding of the operational modes of MoSD and LCDCs.
  • Prior experience of enhancing the capacities of local CSOs in Jordan or in other countries of the region.
  • Experience in financial procedures and tools
  • Knowledge of:

-        Internal controls and audit

-        EF / AFD / EU procedures (asset)

 

 

II.      Assignment reports

 

Activities reports following the model provided by TAKATUF team must be forwarded by e-mail on conclusion of every activity:

·       Training to the capacity-building programme on financial management

·       Training of Field financial monitors

·       advises during the grant scheme implementation on financial management to the project team and CSOs/CBOs

 

 

III.      Practical information

 

·       Working language:

The working languages of the assignment are Arabic and English. All deliverables shall be submitted in both languages unless otherwise agreed.

 

·       Equipment:

The consultant shall use their own professional equipment, including laptop, software, necessary for data collection, design, and documentation preparation.

·       Safety and ethics:

All activities shall be implemented in compliance with Expertise France’s safety and ethical standards, as well as MoSD protocols.

The consultant shall adhere to any security guidance or administrative requirements related to field visits.

·       Intellectual property:

All materials, designs, and deliverables produced under this assignment shall remain the property of Expertise France and the Ministry of Social Development. The consultant shall not use, share, or reproduce them without prior written authorisation.
