Mission description

I.      Context and justification of the need

 

The Gender Equality and Social Cohesion Project TAKATUF, implemented by Expertise France in partnership with the Ministry of Social Development (MoSD) and funded by the Agence Française de Développement (AFD) through the Minka Peace and Resilience Fund, aims to improve gender equality and social cohesion in Jordan by enhancing the capacities of the MoSD to provide sustainable and inclusive social services. The project, implemented in Amman, Karak, and Jerash Governorates, reinforces the capacities of MoSD, its 5 field directorates and 15 Local Community Development Centres (LCDCs) operating under the MoSD umbrella.

 

TAKATUF contributes to the implementation of Jordan’s National Social Protection Strategy (NSPS 2025 - 2033) and aligns with the Government’s broader Economic Modernisation Vision by focusing on dignity, empowerment, and opportunity for all. It works towards making LCDCs, in partnership with Civil Society Organisations (CSOs) and other stakeholders, more effective in provision of sustainable and inclusive social services for the benefit of Jordanians and Syrian refugees — especially vulnerable groups, women, youth, and persons with disabilities.

 

More specifically, the Project aims to:

§  Develop sustainable, inclusive and appropriate social services in the LCDCs, in collaboration with Civil Society Organisations (CSOs), including Community Based Organisations (CBOs), in order to strengthen social cohesion and gender equality;

§  Strengthen the capacities of LCDCs by ensuring that their premises are functional and sufficiently equipped to meet the social service delivery needs and that their teams and partners have the appropriate skills and tools to carry out inclusive activities;

§  Support the MoSD at the central level and in the field in its role of stewardship, coordination and monitoring/evaluation of the social services, notably with indicators to enhance social cohesion and equality between women and men.

 

The TAKATUF project is supporting the MoSD in developing of the concept of inclusive social service centres to coordinate the social work within the framework of the MoSD. Furthermore, Jordan is progressing on De-Institualisation reform promoting progressive provision of community based social services instead of permanent residence in care institutions for orphans, persons with disabilities and older persons. TAKATUF Project is planning to support the MoSD in providing the services related to support the de-institualisation process, services related to mobile units, pilot the homecare units, allowing providing care and support for the beneficiaries and their families at their home environment, and some other services.

 

The TAKATUF Project will engage a local consultant to support the development of concept of inclusive social service center as well as to support the project with definition of social services supported by the project. This local consultant will work together with international experts mobilised by the project in order to guarantee the feasibility of implementation of proposed practices and methods in Jordan.

2)      Specific objectives

 

1.          Propose strategy for development of inclusive social service centres targeting different population and different social problems under the MoSD in Jordan

2.          Analyze the cost of provision of social services necessary for delegation of social services provision to CSOs

3.          Propose an evidence-based framework for assessments of Long-Term Care needs of beneficiaries

 

 

3)      Anticipated results

 

§  Concept for development of inclusive social service centres targeting different population and different social problems is validated by main stakeholders

§  Comprehensive tool for costing of services necessary for delegation of social services provision to CSOs is developed and applied for the services provided under the TAKATUF Grant scheme

§  Tool for assessments of Long-Term Care needs of beneficiaries is tested in Jordan

 

II.      Description of the assignment

 

1)      Planned activities

 

Activity 1. Development of concept note for inclusive social service centres

  • Analyse the social services provided by the LCDCs and network of the MoSD institutions in three pilot areas
  • Prepare detailed analysis of experience of one-stop-shops for social services provision already implemented in Jordan
  • Propose the different options for the role of LCDCs and organisation of it as an inclusive social service centres based on international experience
  • Propose the distribution of responsibilities between different bodies under the responsibility of the MoSD
  • Propose potential calculation of necessary human resources and type of skills necessary for organisation of inclusive social service centres
  • Provide the input on using the mobile units and accessible vehicles for identification of beneficiaries and provision of social services
  • Participate and organise in capacity building sessions for service providers

 

Activity 2 – Develop costing methodology for social services provision

  • Revise the feasibility of services proposed under the Takatuf grant scheme, including de-intitualisation services, early intervention units and care related units
  • Revise existing specification of services and provide the recommendations how to improve it
  • Support the project team with development of detailed specifications and SoP for services with specific focus on care related services
  • of methodology for costing of social services provided under the TAKATUF project grant scheme
  • Provide provisional costing of all services provided under the TAKATUF project grant scheme (homecare unit, de-institualisation support unit, mobile unit etc.)
  • Based on the results of the piloting of social services provision by local CSOs, provide final costing of selected services
  • Support the project team with development of standards of service provision for the services piloted under the TAKATUF project

Activity 3 – Develop the methodology for analysis of needs of persons in terms of care services

  • Present different methodologies used internationally in order to assess the needs in long-term care services provision assessing Activities of Daily Living (ADLs) and Instrumental Activities of Daily Living (IADLs) needs
  • Propose the methodology suitable for Jordan based on consultation with different stakeholders
  • Train the staffs of the MoSD for using the methodology for long-term care services provision

 

 

2)      Anticipated deliverables

3)      Coordination

 

This local consultant will work together with international experts mobilised by the project in order to guarantee the feasibility of implementation of proposed practices and methods in Jordan.

 

Coordination meetings will be organised with:

·       MoSD (Women Empowerment Directorate, Directorate of De-institutionalisation and Persons with Disabilities Affairs, Productivity Enhancement Directorate, Juveniles and Protection Directorate, and any related directorate or unit needed for the scope of the technical work)

·       Field directorates and LCDCs

·       TAKATUF project team

Required profile

I.      Required expertise and profile

 

The selected candidate should demonstrate its ability to organise the activities in the field of social services in line with the objective of Takatuf project with following minimum requirements:

 

A. Qualifications and Skills

  • Holder of a univerity degree in social sciences, public administration, or related field.
  • Strong analytical, coordination, and documentation skills.
  • Excellent communication and facilitation skills.
  • Fluency in English and Arabic (written and spoken)

B. General Professional Experience

  • Minimum 4 years of experience of managing of social services
  • Strong knowledge of Jordanian national frameworks related to social services provision
  • Experience of implementation of services related to persons with disabilities, older person, children in Jordan
  • Proven experience in participation in international projects in countries with similar socio-economic background

C. Specific Professional Experience

  • Experience working with government institutions and CSOs in Jordan or similar contexts.
  • Experience of organisation of care services would be considered as strong asset
  • Experience in analysis of costing of social services would be considered as strong asset

All reports should follow formats provided by the TAKATUF team.

 

 

III.      Practical information

 

·       Working language:

The working languages of the assignment are Arabic and English. All deliverables shall be submitted in both languages unless otherwise agreed.

·       Equipment:

The consultant shall use their own professional equipment, including laptop, software, necessary for data collection, design, and documentation preparation.

·       Safety and ethics:

All activities shall be implemented in compliance with Expertise France’s safety and ethical standards, as well as MoSD protocols. The consultant shall adhere to any security guidance or administrative requirements related to field visits.

·       Intellectual property:

All materials, designs, and deliverables produced under this assignment shall remain the property of Expertise France and the Ministry of Social Development. The consultant shall not use, share, or reproduce them without prior written authorisation.
