I. Context and justification of the need
The Gender Equality and Social Cohesion Project TAKATUF, implemented by Expertise France in partnership with the Ministry of Social Development (MoSD) and funded by the Agence Française de Développement (AFD) through the Minka Peace and Resilience Fund, aims to improve gender equality and social cohesion in Jordan by enhancing the capacities of the MoSD to provide sustainable and inclusive social services. The project, implemented in Amman, Karak, and Jerash Governorates, reinforces the capacities of MoSD, its 5 field directorates and 15 Local Community Development Centres (LCDCs) operating under the MoSD umbrella.
TAKATUF contributes to the implementation of Jordan’s National Social Protection Strategy (NSPS 2025 - 2033) and aligns with the Government’s broader Economic Modernisation Vision by focusing on dignity, empowerment, and opportunity for all. It works towards making LCDCs, in partnership with Civil Society Organisations (CSOs) and other stakeholders, more effective in provision of sustainable and inclusive social services for the benefit of Jordanians and Syrian refugees — especially vulnerable groups, women, youth, and persons with disabilities.
More specifically, the Project aims to:
§ Develop sustainable, inclusive and appropriate social services in the LCDCs, in collaboration with Civil Society Organisations (CSOs), including Community Based Organisations (CBOs), in order to strengthen social cohesion and gender equality;
§ Strengthen the capacities of LCDCs by ensuring that their premises are functional and sufficiently equipped to meet the social service delivery needs and that their teams and partners have the appropriate skills and tools to carry out inclusive activities;
§ Support the MoSD at the central level and in the field in its role of stewardship, coordination and monitoring/evaluation of the social services, notably with indicators to enhance social cohesion and equality between women and men.
The TAKATUF project is supporting the MoSD in advancing the professionalisation of social work, including the development of professional standards for the care workers, persons with disability companion and older persons’ companion. The Vocational Training Centre (VTC) will be in charge of development of the professional standards for these three professions including competency standards, a DACUM framework, and a clearly defined occupational scope in line with regulations of the MoSD.
The TAKATUF Project will engage an international consultant to support the development of professional standards for care related professions as well as to support the project with definition of care related services supported by the project.

II. Description of the assignment
1) Planned activities
Activity 1. Development of professional standards for care workers
§ Provide the input to the VTC in development of three professional standard including care workers, persons with disability companion (personal assistants) and older persons’ companion
§ Provide the suggestions how to organise the licencing of care related professions in Jordan
Activity 2 – Support the development of care related services for Takatuf project
2) Anticipated deliverables
· Presentation on international practices for job description, professional standard and training of care related professions, including care worker, persons with disability companion (personal assistants) and older persons’ companion
· Proposal for three professional standard including care workers, persons with disability companion (personal assistants) and older persons’ companion
· Report on services proposed under the Takatuf grant scheme, including de-intitualisation services, early intervention units and care related units
3) Coordination
Coordination meetings will be organised with:
· MoSD (Women Empowerment Directorate, Directorate of De-institutionalisation and Persons with Disabilities Affairs, Productivity Enhancement Directorate, Juveniles and Protection Directorate, and any related directorate or unit needed for the scope of the technical work)
· Field directorates and LCDCs
· TAKATUF project team

II. Assignment reports
The Consultant shall submit the following deliverables in English:

§ Proposal for three professional standard including care workers, persons with disability companion (personal assistants) and older persons’ companion
§ Report on services proposed under the Takatuf grant scheme, including de-intitualisation services, early intervention units and care related units
All reports should follow formats provided by the TAKATUF team.
III. Practical information
· Working language:
The working languages of the assignment are Arabic and English. All deliverables developed by international consultants shall be submitted in English and transtated in Arabic by project team unless otherwise agreed.
· Equipment:
The consultant shall use their own professional equipment, including laptop, software, necessary for data collection, design, and documentation preparation.
· Safety and ethics:
All activities shall be implemented in compliance with Expertise France’s safety and ethical standards, as well as MoSD protocols. The consultant shall adhere to any security guidance or administrative requirements related to field visits.
· Intellectual property:
All materials, designs, and deliverables produced under this assignment shall remain the property of Expertise France and the Ministry of Social Development. The consultant shall not use, share, or reproduce them without prior written authorisation.
