Mission description

I.      Context and justification of the need

 

The Gender Equality and Social Cohesion Project TAKATUF, implemented by Expertise France in partnership with the Ministry of Social Development (MoSD) and funded by the Agence Française de Développement (AFD) through the Minka Peace and Resilience Fund, aims to improve gender equality and social cohesion in Jordan by enhancing the capacities of the MoSD to provide sustainable and inclusive social services. The project, implemented in Amman, Karak, and Jerash Governorates, reinforces the capacities of MoSD, its 5 field directorates and 15 Local Community Development Centres (LCDCs) operating under the MoSD umbrella.

 

TAKATUF contributes to the implementation of Jordan’s National Social Protection Strategy (NSPS 2025 - 2033) and aligns with the Government’s broader Economic Modernisation Vision by focusing on dignity, empowerment, and opportunity for all. It works towards making LCDCs, in partnership with Civil Society Organisations (CSOs) and other stakeholders, more effective in provision of sustainable and inclusive social services for the benefit of Jordanians and Syrian refugees — especially vulnerable groups, women, youth, and persons with disabilities.

 

More specifically, the Project aims to:

§  Develop sustainable, inclusive and appropriate social services in the LCDCs, in collaboration with Civil Society Organisations (CSOs), including Community Based Organisations (CBOs), in order to strengthen social cohesion and gender equality;

§  Strengthen the capacities of LCDCs by ensuring that their premises are functional and sufficiently equipped to meet the social service delivery needs and that their teams and partners have the appropriate skills and tools to carry out inclusive activities;

§  Support the MoSD at the central level and in the field in its role of stewardship, coordination and monitoring/evaluation of the social services, notably with indicators to enhance social cohesion and equality between women and men.

Project or context description

In the end of 2025 the TAKATUF project has developed the tools, frameworks, and operational approaches related to LCDCs role in GBV prevention. Based on these approved deliverables, the Takatuf project will mobilise a consultant to carry out piloting activities to test existing GBV protocols as well as to develop some additional tools to identify family violence situation by different social services professionals. The objective of this piloting will be to identify the human resources within the MoSD framework (Field Directorates’, social service offices, LCDCs, shelters, Incisive daycare centres, mobile units, etc.) necessary to carry out the GBV and family violence prevention and referral practices.

This assignment will focus on testing and operationalising the developed GBV and family violence prevention tools , development of new operational tools and approaches within the areas of responsibility of selected MoSD field directorates (with participation of 3-4 LCDCs), ensuring alignment with national family protection framework and MoSD’s institutional structures. The consultant will also be expected to define clear operational roles for MoSD field directorates, LCDCs, MoSD offices at Family Protection Units , and CSOs, and generate practical evidence for scaling up.

 

I.      Objectives and desired results

 

1)      General objective

 

To operationalise and institutionalise GBV and family violence prevention and response mechanisms within selected with MoSD systems and national frameworks.

 

2)      Specific objectives

 

·       Support MoSD in selecting 1-2 field directorate with 3–4 LCDCs for pilot implementation within TAKATUF project operation areas.

·       Design implementation of practical model for GBV and family violence prevention and response at local level within the MoSD responsibilities.

·       Strengthen the capacity of MoSD staff and CSOs through training, hands-on coaching and guidance.

·       Establish effective coordination mechanisms with MoSD field directorates, NAF framework, Family Protection actors, and CSOs.

·       Integrate monitoring, evaluation, and reporting practices into the implementation.

·       Document the pilot experience into a step-by-step institutional manual for replication.

 

3)      Anticipated results

 

·       Practical model for GBV and family violence prevention and response at local level within the MoSD responsibilities is developed and presented to the stakeholders

·       Selected field directorates have implemented GBV and family violence prevention and response activities (awareness, referral, coordination) in line with agreed practical model.

·       Clear operational roles and coordination mechanisms between field directorates, LCDCs, and relevant actors are established and documented.

·       MoSD and CSOs staff involved in the piloting demonstrate improved capacity to implement GBV and family violence prevention and response activities.

·       Practical M&E tools and reporting practices are tested and applied.

·       A validated operational manual is developed for scaling up GBV and family violence prevention and response  management across MoSD and NAF.

II.      Description of the assignment

 

The consultant will undertake the following tasks:

1.       Pilot Design and Planning

o   Coordinate with MoSD to select 1-2 field directorate within TAKATUF project operation areas.

o   Develop a detailed pilot implementation plan, including roles, responsibilities, M&E, and coordination activities.

2.       Development of Operational Approach

o   Adapt existing GBV and family violence prevention tools and frameworks into practical, field-level procedures aligned with MoSD procedures format and MoSD practices.

o   Develop additional tools to identify family violence situation by different social services professionals (social services providers, including care workers)

o   Document available resources (human resources and organisations) in selected fields directorates ready to be mobilised for GBV and family violence prevention and response

o   Define clear roles for:

§  MoSD and NAF field directorates (MoSD personnel based at Family Protection Units, behavioural monitors, M&E focal points, gender focal points, etc.)

§  Services providers: LCDC, CSOs and other service providers

§  Social services professionals (Social Specialists, Social Researchers, Social Supervisors, Psychological Specialist, Early Intervention Specialists, Child Caregivers, Caregiver (including companions), etc.)

§   

3.       Capacity building

o   Provide punctual trainings to professionals of MoSD, NAF and services providers acting within the TAKATUF project on implementation of national framework on GBV and family violence prevention and proposed tools. This include defined sessions within the project (Leadership program, gender focal points, field directorates)  

 

4.       Implementation and Coaching

o   Facilitate coordination between MoSD field directorates, NAF framework, Family Protection units, social service offices, LCDCs, shelters, incisive daycare centres, mobile units, CSOs, etc.)

o   Provide coaching and technical support to selected service providers.

o   Support implementation of:  

§  GBV and family violence awareness activities

§  Referral pathways

§  Coordination mechanisms within field directorate

5.       Monitoring, Evaluation, and Reporting

o   Propose and test simple M&E tools in coordination with field directorates on gender related indicators and GBV and family violence prevention.

o   Support LCDCs in documenting activities and results.

o   Capture lessons learned and implementation challenges in coordination with the project technical field monitors.

6.       Documentation and Institutionalisation

o   Develop a step-by-step operational manual for GBV and family violence prevention implementation in MoSD and NAF framework.

o   Document:

§  Procedures and workflows

§  Coordination mechanisms

§  Tools and templates

§  Lessons learned and recommendations

7.       Ad-hoc Support

o   Provide inputs related to TAKATUF gender related activities when required.

·       Operational toolkit with proposed tools, rules and responsibility of actors drafted and approved

·       Training of MoSD professionals and CSOs within the TAKATUF project is carried out

2)      Coordination

 

A launch meeting will be held within 5 days after contract signature.

 

Regular coordination meetings will be organised with:

·       MoSD (Women Empowerment Directorate, Juveniles and Protection Directorate, Productivity Enhancement Directorate, and any related directorate or unit needed for the scope of the technical work)

Required profile

I.      Required expertise and profile

 

 

The selected candidate should demonstrate its ability to carry out the activities in the field of GBV, family protection, and domestic violence in line with the objective of Takatuf project with following minimum requirements:

A. Qualifications and Skills

  • Holder of a university degree in social sciences and humanities, public administration, gender studies, international relations and diplomacy, law, civil society organizations, or any related field
  • Strong analytical, coordination, and documentation skills.
  • Excellent communication and facilitation skills.
  • Fluency in Arabic and English (written and spoken).

B. General Professional Experience

  • Minimum 7 years of experience in GBV, social protection, or related sectors.
  • Experience working with government institutions in Jordan or similar contexts.

C. Specific Professional Experience

  • Proven experience in:
    • GBV programming and/or protection systems
    • Institutional capacity development
    • Development of operational tools or manuals
  • Strong understanding of:
    • MoSD structures and LCDCs
    • National GBV referral systems in Jordan
  • Experience in multi-stakeholder coordination (government, CSOs, service providers).

 

 

II.      Assignment reports

 

Activities reports following the model provided by TAKATUF team (including briefs) must be forwarded by e-mail and paper copies on conclusion of every activity:

The consultant will submit:

  • Pilot implementation plan
  • Operational toolkit with proposed tools, rules and responsibility of actors
  • Periodic progress reports documenting implementation and coaching, including training evaluation reports for MoSD professionals and CSOs within the TAKATUF project
  • M&E tools and reporting templates
  • Operational manual including step-by-step implementation guidelines for GBV and family violence prevention model on MoSD level, including lessons learned, implementation results, challenges, and recommendations

 

 

All reports should follow formats provided by the TAKATUF team.

 

 

III.      Practical information

 

·       Working language:

The working languages of the assignment are Arabic and English. All deliverables shall be submitted in both languages unless otherwise agreed.

·       Equipment:

The consultant shall use their own professional equipment, including laptop, software, necessary for data collection, design, and documentation preparation.

·       Safety and ethics:

All activities shall be implemented in compliance with Expertise France’s safety and ethical standards, as well as MoSD protocols.

The consultant shall adhere to any security guidance or administrative requirements related to field visits.

·       Intellectual property:

All materials, designs, and deliverables produced under this assignment shall remain the property of Expertise France and the Ministry of Social Development. The consultant shall not use, share, or reproduce them without prior written authorisation.

For this assignment a flat rate remuneration is foreseen maximum 372 JOD per Working Day (all taxes included). No financial offer is needed. The price of working days will be defined by the internal grid of Expertise France based on consultant working experience.
