Mission description

I.      Context and justification of the need

 

The Gender Equality and Social Cohesion Project TAKATUF, implemented by Expertise France in partnership with the Ministry of Social Development (MoSD) and funded by the Agence Française de Développement (AFD) through the Minka Peace and Resilience Fund, aims to improve gender equality and social cohesion in Jordan by enhancing the capacities of the MoSD to provide sustainable and inclusive social services. The project, implemented in Amman, Karak, and Jerash Governorates, reinforces the capacities of MoSD, its 5 field directorates and 15 Local Community Development Centres (LCDCs) operating under the MoSD umbrella.

 

TAKATUF contributes to the implementation of Jordan’s National Social Protection Strategy (NSPS 2025 - 2033) and aligns with the Government’s broader Economic Modernisation Vision by focusing on dignity, empowerment, and opportunity for all. It works towards making LCDCs, in partnership with Civil Society Organisations (CSOs) and other stakeholders, more effective in provision of sustainable and inclusive social services for the benefit of Jordanians and Syrian refugees — especially vulnerable groups, women, youth, and persons with disabilities.

 

More specifically, the Project aims to:

§  Develop sustainable, inclusive and appropriate social services in the LCDCs, in collaboration with Civil Society Organisations (CSOs), including Community Based Organisations (CBOs), in order to strengthen social cohesion and gender equality;

§  Strengthen the capacities of LCDCs by ensuring that their premises are functional and sufficiently equipped to meet the social service delivery needs and that their teams and partners have the appropriate skills and tools to carry out inclusive activities;

§  Support the MoSD at the central level and in the field in its role of stewardship, coordination and monitoring/evaluation of the social services, notably with indicators to enhance social cohesion and equality between women and men.

The selected individual consultant will contribute to preparation and implementation of capacity building plan for CSOs in line with the objective of TAKATUF project.

 

 

 

 

 

Project or context description

II.      Objectives and desired results

 

1)      General objective

 

Reinforce the capacities of CSOs in term of grant management, social services provision, strengthening of community engagement, raising awareness on sensitive social issues, and promoting inclusive practices in line with the objective of Takatuf project 

 

2)      Specific objectives

 

·       Capacities of CSOs participating in the project activities are reinforced in term of social services provision and administrative, institutional, technical as well as financial capacity

·       Enhance communication and engagement around social care, disability inclusion, family protection against Violence and social cohesion.

 

3)      Anticipated results

 

·       Capacity building plan for CSOs is prepared in cooperation with Takatuf team

·       Takatuf team is supported with analysis of application for participation in capacity building activities for CSOs

·       Report on needs assessment of selected participants is drafted

·       Capacities of selected participants from CSOs in term of grant management and social services provision are reinforced

·       Training evaluation report is drafted

·       A quarterly report including detailed progress and results achieved

 



III.      Description of the assignment

3)      Coordination

 

A launch meeting shall be held within 10 days after the contract award has been notified.

Other coordination meetings will be organized by the Takatuf project team to coordinate the smooth deliverable realisation.

Required profile

I.      Required expertise and profile

 

 

The selected candidate should demonstrate its ability to carry out the activities in the field of civils society organisations strengthening, CSOs capacity building, local comminutes mobilization in line with the objective of Takatuf project with following minimum requirements:

 

A. Qualifications and skills

  • Holder of a university degree in social sciences and humanities, public administration, gender studies, international relations and diplomacy, law, civil society organizations, or any related field
  • Excellent qualities and capacities in:

-                Communication and coordination with institutional stakeholders (MoSD, HCD, donors)

-                Teamwork and interpersonal collaboration

-                Knowledge transfer and technical reporting

-                Analysis, synthesis, and documentation of engineering data

-                Problem identification and practical resolution in field conditions

-                Decision-making and initiative-taking under tight deadlines

  • High proficiency in written and spoken Arabic and English.

 

B. General professional experience

  • Professional experience of at least 5 years in the field of civils society organisations strengthening, local comminutes mobilization in Jordan and/or in ither countries.
  • Solid understanding of the issues relating to social development and social services provision.

 

C. Specific professional experience

  • Solid understanding of the operational modes of MoSD and LCDCs.
  • Prior experience of enhancing the capacities of local CSOs in Jordan.

 

 

II.      Assignment reports

 

Activities reports following the model provided by TAKATUF team must be forwarded by e-mail on conclusion of every activity:

III.      Practical information

 

·       Working language:

The working languages of the assignment are Arabic and English. All deliverables shall be submitted in both languages unless otherwise agreed.

·       Equipment:

The consultant shall use their own professional equipment, including laptop, software, necessary for data collection, design, and documentation preparation.

·       Safety and ethics:

All activities shall be implemented in compliance with Expertise France’s safety and ethical standards, as well as MoSD protocols.

The consultant shall adhere to any security guidance or administrative requirements related to field visits.

·       Intellectual property:

All materials, designs, and deliverables produced under this assignment shall remain the property of Expertise France and the Ministry of Social Development. The consultant shall not use, share, or reproduce them without prior written authorisation.

For this assignment a flat rate remuneration is foreseen maximum 345 JOD per Working Day (all taxes included). No financial offer is needed. The price of working days will be defined by the internal grid of Expertise France based on consultant working experience.
