Mission description

Expertise France is recruiting a National Project Coordinator for Tajikistan for a 12-month assignment (with possible extension to the end of the project) within the EU-funded project "Trans-Caspian Transport Corridor (TCTC) capacity development programme”.
The National Project Coordinator will be responsible for the strategic, operational, and logistical coordination of all project activities implemented in Tajikistan. He/She will act as the primary liaison with Tajik authorities, partners, and stakeholders, ensuring smooth project delivery and alignment with national priorities, while maintaining close communication and reporting lines to the Team Leader in Uzbekistan. 

He/She will carry out the following tasks, which may still evolve during project implementation.

1.    Strategic and Operational Coordination in Tajikistan

•    Identify opportunities for new activities in support to Tajik stakeholders in the relevant fields 
•    Lead the operational planning, coordination, and delivery of all project activities in Tajikistan in line with the project strategy 
•    Monitor the political, institutional, and legal environment in Tajikistan to anticipate risks and identify opportunities for project advancement
•    Ensure that activities are implemented in line with the project’s objectives, work plans, and timelines, as set by the Team Leader
•    Contribute to strategic discussions on project adjustments and operational decisions affecting Tajikistan
•    Actively contribute to the creation of synergies and implementation of activities at regional level  

2.    Stakeholder Engagement and Liaison

•    Serve as the main point of contact for Tajik ministries, agencies, and relevant stakeholders involved in the TCTC
•    Facilitate cooperation and dialogue between national authorities, private sector actors, civil society and regional/international partners
•    Represent the project in meetings, events, and coordination mechanisms at the national level

3.    Activity Management and Expert Mobilisation

•    Coordinate the mobilisation and supervision of short-term experts, consultants, and service providers for Tajikistan activities
•    Support the preparation of terms of reference and procurement documentation, ensuring compliance with EF procedures
•    Monitor technical quality, timelines, and deliverables of all activities implemented in Tajikistan
•    Collect and consolidate data, progress updates, and financial information from Tajikistan activities for administrative purposes and for inclusion in project reports
•    Draft and submit regular updates to the Team Leader on achievements, challenges, and mitigation measures
•    Contribute to project communication and visibility activities in Tajikistan


4.    Risk Management and Problem Solving

•    Identify and report on any operational, political, or logistical risks that may affect project delivery in Tajikistan
•    Propose mitigation strategies in coordination with the Team Leader

Project or context description

This assignment falls within the framework of the European Union’s Global Gateway strategy, which aims to strengthen sustainable infrastructure, connectivity, and global cooperation, particularly with partner countries in Africa, Asia, the Balkans, and Latin America.

The project “Trans-Caspian Transport Corridor (TCTC) capacity development programme” is being jointly implemented by the German Agency for International Cooperation (GIZ – Gesellschaft für internationale Zusammenarbeit) and the French agency for international technical cooperation (Expertise France – EF). 

The development of the TCTC is a strategic and transformative project for trade and economic development in the region. It offers an alternative freight transport route, strengthening economic ties between Europe and Central Asia, while promoting greater integration of the participating countries into regional and international trade networks. As such, this initiative aligns closely with the goals of the EU’s Global Gateway strategy for sustainable global connectivity.

The project focuses on enhancing connectivity among five Central Asian partner countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) through six main areas of intervention:

o    Output 1 Enhanced government capacity for development of a simplified, harmonised, paperless and gender-responsive environment for customs and trade in line with international transport and logistics Conventions and relevant EU standards.
o    Output 2 Improved mechanisms for sustainable transport connections and for interoperability across the various modes of land and sea transport.  
o    Output 3 Improved government capacity for policy development and implementation relevant for public-private partnerships that incorporate gender principles (PPP). 
o    Output 4 Improved government capacity for gender-responsive reforms and liberalisation of the transport market.
o    Output 5 Improved tariffs setting mechanisms along the TCTC.
o    Output 6 Improved capacity of government and transport asset owners for optimisation of transport asset management and related funding mobilisation.

While GIZ will implement outputs 1 and 2, EF is responsible of outputs 3 to 6. 

 

Required profile

Specific professional experience:
•    University degree in trade, business administration, engineering, transport economics, development economics, logistics, international trade, sustainable development, or another relevant field
•    Minimum 3 years of proven experience in project management, preferably related to trade facilitation or to transport, logistics, or infrastructure sectors, or within international development cooperation
•    Experience coordinating multi-stakeholder projects at the national level
•    Familiarity with EU-funded projects and donor reporting requirements is an asset
•    Knowledge of Tajikistan’s institutional and regulatory environment for transport and trade is an asset
•    Experience in public procurement and contract management is an advantage

Qualifications and skills
•    Excellent communication, teamwork, and interpersonal skills
•    Excellent command of Russian and English (written and oral) is mandatory, including strong writing and synthesis skills 
•    Professional command of French is an asset
•    Team spirit and ability to unite stakeholders and team members around common goals
•    Organization, autonomy, resilience, and adaptability, especially to unforeseen events
•    Diplomacy
