Mission description

Under the responsibility and management of Expertise France (Urban Development and Circular Economy Pole/Sustainable Development Department), the Coordinator is responsible to coordinate the activities of the VTF Secretariat in close collaboration with the AFD Project Team Leader who is responsible for managing the VTF Facility, and with the "Urban Mobility" (MOD) department of the AFD Agency in Hanoi, which ensures the implementation of components 1, 2 and 3.

The Coordinator contributes to the strategic alignment of the Facility with the priorities of Team Europe, Vietnam’s climate commitments and AFD Group orientations. II/It will coordinate and monitor relations with the main partners of the Facility: the Vietnamese ministries and local authorities, the French Development Agency, the European Union Delegation in Hanoi, as well as its relays at local and regional levels, the other technical and financial partners.

The Coordinator ensures to value and capitalize local knowledge by relying on the experience of Vietnamese institutions and field actors and beneficiaries. In the spirit of Expertise France, he/she adopts a knowledge-sharing approach, integrating feedback from national partners to strengthen the relevance, ownership and sustainability of interventions.

The Coordinator is responsible for ensuring the implementation of the activities carried out by the Secretariat on a daily basis and the achievement of the defined expected results.

The main tasks are as follows:

Ensure the operational coordination of the Facility, in close collaboration with AFD teams:

  • -          Carry out and lead the programming of the activities of the Secretariat of the Facility (2026-2035) through the development and updating of management tools;
  • -          Ensure the annual operational and financial programming of the Secretariat of the Facility;
  • -          Ensure the management of the Secretariat of the Facility and its administrative and financial follow-up, including human resources, activities and studies, operational costs, evaluations and audits;
  • -          Prepare a Facility Operations and Procedures Manual (MOP) aimed at describing the governance arrangements, management rules and implementation of the Facility.

Ensuring the good governance of the Facility:

  • -          Support AFD in the preparation of the steering committees for the Facility with the DUE linked to AFD (headquarters + Hanoi Agency) and draft the reports;
  • -          Organize periodic meetings with AFD teams to review the implementation of the Facility;
  • -          Support and contribute to reporting towards the EU, notably by drafting the annual technical and financial report of the Facility;
  • -          Prepare and update the financial management dashboard of the Facility;
  • -          Ensure rigorous monitoring of contractual commitments towards AFD, ensuring compliance with activities and expenses, as well as proper justification of any deviations.

Pilot the monitoring-evaluation, accountability and learning activities:

  • -          Pilot the monitoring and evaluation dashboard of the Facility based on the logical framework of the Facility, and sub-projects;
  • -          Contribute to the monitoring of the logical framework of the Facility and the information on key results and performance indicators, in connection with the AFD project teams;
  • -          Organize the mid-term and final evaluations of the Facility in conjunction with AFD teams;
  • -          Contribute to the capitalization of results and the production of valuation materials for AFD and its partners in order to enhance the visibility and impact of the Facility;
  • -          Participate in the external promotion of experiences and expertise (institutional communication, contributions to sectoral events, technical publications).

Ensure the visibility of the Facility

  • -          Ensure the development and implementation of the communication plan and visibility of the Facility;
  • -          Lead the organization of events related to the Facility with the EF office in Hanoi and in connection with the AFD teams;
  • -          Carry out missions as part of the preparation of events or any other communication action that requires it;
  • -          Prepare press releases and project sheets in line with the EU’s graphic charter and the Global Gateway strategy.

Support the preparation and appraisal of investment projects

Under component C1, in support of the Project Team Leader (REP) of AFD:

  • -    Contribute to the framing and specification of needs, the sizing and structuring of preparatory studies, the drafting of TDRs (including by mobilizing ad-hoc experts), monitoring of the offer analysis procedure (analysis of applications, offers...), facilitate the conduct and monitoring of the procurement procedure, managed and contracted by AFD, then – where applicable, support for the technical, contractual, and financial monitoring of services;
  • -      Support or ensure on behalf of lead European donors, in a Team Europe approach, the preparation and appraisal of investment projects identified for C2, by carrying out the following tasks: scoping and specification of needs, structuring and sizing of preparatory studies, drafting of TDRs (including by mobilizing ad-hoc experts), steering and monitoring of the bid analysis procedure (analysis of applications, bids...), awarding and direct contracting of contracts, technical, contractual and financial management of the consultants, in connection with the lead lessor’s team;
  • -        Carry out studies for the benefit of European donors aimed at reducing the risk of private investment projects carried out by European companies in Vietnam.

Under component C3, in support of the AFD’s REP and/or the local project owner in the framing

  • -          Support the framing, sizing, and specification of needs through the drafting of technical assistance TDRs;
  • -          When the technical assistance is contracted by AFD as direct project management, contribute alongside the REP to the procurement process and the monitoring of deliverables;
  • -       When the technical assistance is contracted by a local project manager, contribute to the review of procurement processes on behalf of AFD (analysis of AMIs, tender documents, evaluation reports) to prepare the no-objection notices for the REP.

Under component C4 and C5:

  • -          Define the orientations of activities for components 4 and 5 in conjunction with the AFD team and the Steering Committee of the Facility;
  • -          In connection with the component manager,

o   Develop and monitor the operational planning (technical and financial) of component 4 and 5 activities;

o   Accompany the team (Component Manager and Transport Technical Expert) in the framing of activities and ensure the technical quality control of deliverables;

o   Ensure the effective implementation of activities in line with objectives and expected results and deliverables delivered on time and within associated budget.

Project or context description

The "Vietnam Transport Facility" (VTF) is a grant-based facility backed by €40 million from the European Union, delegated to the French Development Agency (AFD). This Facility aims to support Vietnam in a resilient and low-carbon development path, consistent with the Vietnamese government’s goal of achieving a Net Zero Emission (ZEN) economy by 2050. The aim of the Facility is to prepare and provide technical assistance for investment projects in rail, inland waterway transport and urban mobility, which are intended to be co-financed by Team Europe. Between 2026 and 2035, the Facility should enable the implementation of 4 public infrastructure projects in the transport sector in Vietnam for an indicative total of €1 billion in investments.

The facility is structured around 5 components:

  • -          C1 – Project preparation: feasibility studies, pre-feasibility, E&S, legal, etc. (direct project management by AFD with a part entrusted to Expertise France);
  • -          C2 – Team Europe’s investment in public infrastructure projects through loans (local project owner);
  • -          C3 – Technical assistance for the implementation of investment projects (AFD project management or local project management);
  • -          C4 – Sectoral dialogue, strategic studies and capacity building for transport decarbonisation;
  • -          C5 – Private sector participation, other capacity building activities, and the coordination and secretariat of the Facility.

For this, Expertise France will mobilize a coordinator of the Technical Secretariat, in charge of coordinating the Facility’s secretariat, institutional and operational coordination between stakeholders, and the management of the Facility’s team, composed of the following positions:

     an operational support officer to support the proper implementation of the activities of the Technical Secretariat of the Facility

      one expert, responsible for technical assistance activities and sectoral dialogue (rail sector)

      an expert technique Transport in charge of providing sectoral support on component 5.

The team will rely on the support functions teams of the Expertise France office based in Hanoi, who will handle administrative, financial, logistical and procurement aspects.

Required profile

Qualifications and skills:

  • -          Excellent proficiency in project management (operational and financial management, technical monitoring);
  • -          Ability to lead and facilitate a technical dialogue with local and development partners;
  • -          Knowledge of European procedures and international donors in managing delegated funds;
  • -          Good knowledge of the functioning of the AFD Group (and/or comparable donors);
  • -          Good knowledge of French public procurement procedures, particularly in the context of intellectual services contracts;
  • -          Knowledge of climate change mitigation issues. A good understanding of the challenges of transport decarbonization and ZEN trajectories is an asset;
  • -          Previous experience/ appetence for communication (writing, press release, video, photo report, etc.).

Required qualifications:

  • -     Master 2 or equivalent in civil engineering or transport engineering, transport economics, transport planning or traffic management, or Master 2 in international cooperation project management, political science, environmental science, engineering or equivalent.

Professional experiences:

  • -          At least 12 years of professional experience in the field of transport project management and/or projects financed by international donors:

o   Significant experience in the financing and/or implementation of transport infrastructure projects during the identification/ preparation, appraisal, investment execution and operation phase;

o   Solid experience in the appraisal of an infrastructure project by conducting the economic, financial, technical, legal, environmental and social procedures required by public development banks;

  • -          Successful prior experience abroad demonstrating a solid understanding of the issues and challenges affecting the transport sector in developing countries, along with familiarity with a range of transport  modes; 
  • -          At least 2 proven experiences in managing multicultural and multidisciplinary teams.

Soft skills and relational skills

  • -          Very good written and oral communication skills, in French and English, including the ability to prepare quality reports;
  • -          Excellent sense of organization and planning of investment projects and technical cooperation;
  • -          Positive and constructive attitude;
  • -          Ability to work under pressure in a time-constrained environment;
  • -          Ability to work with multiple interlocutors, AFD, Expertise France, and within the Team Europe;
  • -          Ability to work independently and suggest improvements.
