Mission description

Overview of the Coordination Unit:

The Coordination Unit (CU) is a central component of the ‘Inclusive Societies’ programme, providing comprehensive support to the entire programme team, comprising staff from the implementing agencies within the consortium, working together according to the principle of ‘acting as a single team’. The CU’s main role is to define and, above all, ensure the proper implementation of Standard Operating Procedures (SOPs), which detail, for each key process, the critical steps, roles and responsibilities within the team, the reference documentation to be used, and the validation processes to be followed. The CU facilitates strategic decision-making, integrates operational planning and manages a robust information system to improve coordination and monitoring. It also provides administrative and financial support, including quality control on cross-cutting issues, as well as in the planning and implementation of monitoring, evaluation, accountability and learning (MEAL) for actions and activities in the target countries and regions. Furthermore, the CU address key issues such as gender equality and other inequalities, ensuring that all programme activities are aligned with specific indicators/targets. Operating in a decentralised manner, the CU enhance the programme’s effectiveness and ensures effective implementation across all its dimensions, promoting sustainable and meaningful results through informed and coherent strategies.

Under the supervision of the Head of the Coordination Unit, the Coordination Unit Project Officer will participate in all strategic planning and operational management tasks of the CU. The Coordination Unit Project Officer will be responsible for the following tasks and duties (non-exhaustive list).

Key Responsibilities

Reporting and analytical tasks

  • Ensure the production of high-quality analytical and reporting documents in English and Spanish.
  • Support the Coordination Unit in the collection, consolidation, analysis and drafting of programme documentation, integrating inputs from the different programme components into coherent and high-quality outputs.
  • Collect and review technical inputs, reports and documentation produced by the different programme Components and teams.
  • Consolidate information from multiple sources into integrated programme documents.
  • Analyse and synthesise technical information in order to produce clear and structured analytical outputs.
  • Draft and edit documents in English, including:

-        Programme reports

-        Briefing notes

-        Presentations for programme coordination and governance meetings

-        Analytical notes

-        Presentations and summaries

-        Flashnotes

-        Other programme-related documents as required

  • Ensure consistency and coherence across programme documentation.
  • Support MEAL task and the preparation of programme reporting, including periodic reports for partners and donors.
  • Assist in preparing briefing materials for meetings, coordination mechanisms and steering committees.
  • Contribute to strengthening the programme’s knowledge management and documentation systems.
  • Perform other analytical or drafting tasks requested by the head of the Coordination Unit.

Backstopping:

  • Organise and plan coordination meetings and all meetings of the governance bodies (invitations, agendas, logistics, etc.), in close collaboration with the coordination team;
  • Prepare and share minutes, internal notes and ensure follow-up;
  • Assist with the organisation of high-level meetings and events related to the UC (ensuring effective planning, supporting documents and follow-up);
  • Support the development, review and adjustment of work plans and programme monitoring plans.

Project or context description

The programme, based on the long-standing strategic partnership between the European Union (EU) and Latin America and the Caribbean, aims to strengthen the social dimension of the ‘Global Gateway’ strategy in the LAC region, by bringing a participatory, multi-stakeholder approach to the GG Investment Agenda (GGIA), and by providing an opportunity for collaboration between the public, private and civil society sectors in their respective roles.

The main objective of the programme is to contribute to the fight against gender inequality and other forms of inequality, to the reduction of poverty and social exclusion, and to the strengthening of social cohesion within and between LAC countries, through three components:

  ü  Component 1: Equality and social rights

  ü  Component 2: Governance and citizenship

  ü  Component 3: Just transitions

The programme is funded by the EU (DG INTPA) and implemented by six partners with a strong commitment to working together with other EU Member States and partner countries to address global challenges, mitigate their consequences and enable a social, green and digital transition, whilst upholding human rights, democracy, good governance, the rule of law and gender equality. The consortium members are:

  • Spanish Cooperation (AECID and FIAP) – with FIAP as the consortium lead;
  • French Cooperation (Expertise France);
  • German Cooperation (GIZ);
  • Italian Cooperation (IILA and AICS).

The programme began on the 5th of December 2024 and will run for 4.5 years. It aims to cover the LAC region, with a focus on key strategic countries, and has a total budget of €43 million.

Required profile

Ø  Professional Experience

  • Minimum 3–5 years of relevant professional experience in programme management, policy analysis, research, or international cooperation.
  • Demonstrated experience in drafting analytical and technical reports.
  • Experience in consolidating inputs from multiple stakeholders or programme components is highly desirable.
  • Experience working in international or multi-institutional environments.
  • Experience in implementing programmes/projects funded by the European Union in Latin America and the Caribbean will be considered an asset.

  • Excellent analytical and synthesis skills.
  • Strong writing and editing skills in English and Spanish.
  • Ability to structure complex information in a clear and concise manner.
  • Strong attention to detail and quality control.
  • Ability to coordinate with multidisciplinary teams.
  • Ability to work under tight deadlines and manage multiple tasks simultaneously.

Ø  Languages

  • English: Excellent written and spoken level (C1 or equivalent)
  • Spanish: Excellent written and spoken level (C1 or equivalent)
  • French: Fluent written and spoken level (B2 or equivalent)
