Expertise France is looking for an experienced Program Coordinator. e to simultaneously ensure:
· the conduct of the final phases of the Euroclima Caribbean program (ECC; 2023 – 2027) – monitoring of deliverables, contractual management and programmatic closure;
· the launch and operational implementation of the Caribbean component of the Euroclima programme (Phase 6 covering Latin America and the Caribbean) (EUROCLIMA GLOBAL GATEWAY; 2026–2030).
This dual mandate requires a profile combining rigor in end-of-programme management with dynamism in the start-up phase of a new cycle. The. the incumbent will ensure strategic alignment with the objectives of the donor (EU) and facilitate coordination between partners and stakeholders of the two programmes (Euroclima Caribbean and Euroclima Global Gateway).
ECC is the European Union’s flagship program that strengthens the partnership with the Caribbean region for a sustainable and fair transition. Endowed with 40 million euros as part of the Global Gateway strategy and implemented by the Team Europe and the United Nations (AECID, Expertise France, GIZ, UNDP), it operates in 12 countries under the leadership of the EU Delegation in Barbados. Euroclima Caraïbes has €10 million available for this phase.
The ECC program will close at the end of December 2027 and will be, at the time of taking over, in a phase of tracking deliverables and commitment towards closure. The main themes covered include green finance, bio-economy, water management, sustainable transport and renewable energies.
Composition of the Expertise France team – ECC:
· In Fort-de-France:
o the program coordinator (position in question), supervising two program officers,
o a shared EF office with an admin-end team shared with the SARSEA project (AFD)
· In Paris (headquarters): a project manager (financial, administrative and operational support)
· In Brussels: a representative of the AFD Group at the programme secretariat (Programme Support Unit)
Euroclima Global Gateway – Caribbean component
Euroclima Global Gateway ensures the continuity of the Euroclima LAC (Latin America) & Caribbean program over the period 2026–2030. Building on existing regional structures, partnerships, networks and dialogues, it aims to strengthen climate and biodiversity ambitions within the framework of the Global Gateway Investment Agenda (GGIA).
Euroclima Global Gateway covers integrated sectoral approaches: sustainable energy (including green hydrogen), transport, climate-smart agriculture, agri-food systems and water management. The. has coordinator.rice positioned. e in Fort-de-France will manage exclusively the Caribbean component, and will be under the hierarchical responsibility of the Program Management based in Bogota.
Composition of the team Expertise France – Euroclima Global Gateway - Caribbean component:
· In Fort-de-France:
o the. a program coordinator (position in question), supervising a program officer,
o a shared EF office with admin-end team, and the SARSEA project team for common activities
· In Paris (headquarters): a project manager (financial, administrative and operational support)
· In Brussels: a coordinator within the Programme Support Unit (PSU)
The Shared Office ensures the operational execution of administrative, financial, and logistical tasks. The. a coordinator.rice ensures the strategic management, validation and arbitration as detailed below.
On Euroclima Caraïbes (ECC):
· Ensure the strategic and operational management of the program, from the end of implementation to the cloture
Ensure the capitalization of achievements and the transmission of programmatic memory
On Euroclima Phase 6 – Caribbean Component (Euroclima Global Gateway):
· Define and supervise the strategic and operational direction of the Caribbean component upon taking up the position
· Coordinate the identification and mobilization of expertise and service providers necessary for the start-up of initial activities (preparation of contracts, launch of procurement procedures)
· Establish program management tools and processes (work plan, results framework, internal procedures)
· Provide strategic and operational support to project managers in the planning phase
· Liaise primarily with the EU Delegation in Barbados, regional organisations, national governments and civil society actors – for both programmes, on the Caribbean area
· Promote synergies with other initiatives funded by the EU and international financial partners
· Represent the 2 programmes for the Caribbean area in governance bodies (MCM, annual meetings), high-level political dialogues, regional conferences and technical meetings
· Ensure internal coordination with the AFD Group in the region to strengthen synergies between the ECC/Euroclima Global Gateway activities and other initiatives
· Support, with the coordinator of the SARSEA project (Euroclima Global Gateway) and the Euroclima Global Gateway Program Management (based in Bogota), the donor and internal reporting of the Caribbean component
· Supervise the activities related to communication and visibility of the two programs for the Caribbean area
· Pilot the M&E framework to monitor the impact, results and indicators of the two programs for the Caribbean area
· Monitor progress and ensure deliverables meet quality, budget and schedule expectations
· Identify and mitigate risks to ensure the smooth running of both programs
· Contribute to knowledge management and sharing of good practices across the region
The shared office (RAF, CPAF) ensures the current execution (payments, archiving). The coordinator intervenes on the following levels:
· Validate the budget planning and financial revisions of the 2 programs (Caribbean area) in coordination with the RAF and the SARSEA coordinator (Euroclima Global Gateway only)
· ECC: validate the deliverables and approve the key closing steps until the end of the program
· Ensure, on Euroclima Global Gateway (Caribbean area), the monitoring of budget execution and the preparation of the first procurement processes, in compliance with EU procedures and Expertise France
· Supervise the interim and final technical and financial reports of the programs (Caribbean area)
· Recruit, if applicable, the members of the program team (ECC and/or Euroclima Global Gateway), define the operational objectives, organize the workload and ensure follow-up and support
· Work closely with the person(s) in charge. s of project based in Paris to ensure coordination, reporting, and knowledge sharing
· Ensure compliance with the security policy defined by the security department of Expertise France
This job description is not exhaustive. The. a Program Coordinator.rice is guarantor. and of the achievement of the contractual objectives of the two projects and will have to carry out any activity necessary for their proper execution.
· Master 2 or equivalent in political science, international relations, sustainable development and/or environmental sciences, or other relevant field
· Good knowledge of issues related to the themes of the programs (green finance, renewable energies, circular economy, adaptation to climate change)
· Mastery of the mechanisms and actors of international cooperation (including EU international cooperation strategy and Global Gateway Investment Agenda)
· Knowledge of contract management and public procurement procedures in EU-funded programmes
· Excellent command of French, English and Spanish (oral and written)
· Team management experience of at least 2 years
· Minimum of 10 years' professional experience in project or programme management, including at least 5 years on multi-stakeholder programmes
· At least 2 years of field experience required
· Experience of institutional dialogue, notably with the European Union Delegations and/or national and local authorities
· Extensive experience in managing international technical cooperation projects with European funding
· Experience in end-of-program management (closing, audits, final reports) would be an asset
· Experience or knowledge of the geographical area (Caribbean) would be an asset
· Experience in the sector of access to climate finance would be an asset
· Excellent interpersonal skills and sense of diplomacy
