    Objectives and description of the assignment

1)      General objective:

This assignment will focus on the Component 1 of the project relating to the strengthening and valorization of the Ghanaian cultural heritage sector. 

Indeed, this component is designed to strengthen institutional capacity, improve the management and conservation of Ghanaian heritage, and enhance public access to historical sites. It combines capacity building, technical documentation, digital innovation, and heritage valorization in a comprehensive and cross-cutting approach.

Regarding capacity-building, workshops will primarily target key staff of the Ghana Museums and Monuments Board (GMMB), with a focus on addressing structural issues related to institutional reform in the areas of heritage management and the tourism sector.

It is within the framework of those capacity-building workshops, and more specifically the 1st one focusing on Institutional Reform, that this assignment will take place. Indeed, the objective of this first workshop is to define a strategic and participatory training plan for institutional reform, based on the real needs of GMMB and its key partners, in order to strengthen heritage and tourism governance in Ghana.

The overall objective of this assignment is therefore to conduct an initial needs assessment of the GMMB staff, with a view to addressing any identified gaps and facilitate institutional reform.

The workshop will serve as a validation and discussion platform for the findings of this study.

2)      Specific objectives and description of the assignment

Needs Assessment (20 days)

  • To conduct a comprehensive needs assessment of GMMB staff, identifying key capacity strengths, gaps, and priority needs in relation to cultural heritage management in Ghana;
  • To collect and analyse relevant data through desk review, semi-structured interviews, and stakeholder consultations;
  •  To map institutional processes and operational challenges, including internal coordination, resource allocation, and existing practices;
  • To identify priority areas for capacity-building workshops based on evidence gathered.

Please note that this needs assessment study will be complementary to another study conducted on institutional reform for the GMMB carried out in parallel. Selected experts for both studies will have to collaborate closely. Indeed, the study on institutional reform will be carried out based on the needs assessment findings and report produced within this assignment (but not only).

The assignment is expected to provide both an analytical foundation and practical orientations to support the design of subsequent capacity-building activities.

     Context and justification of the need

About Expertise France

Expertise France is an inter-ministerial agency in charge of international technical cooperation and is the second-largest in Europe, with 51% of its funding coming from the European Union. As a subsidiary of the French Development Agency (AFD) Group, it designs and implements projects aimed at strengthening public policies in key development sectors such as governance, security, climate change, health, education, but also culture.

With a business volume of €324 million in 2021 and a portfolio of over 350 projects across 100 countries, Expertise France has extensive experience in developing technical cooperation projects in public and private sectors development, particularly in supporting public-private dialogue, regional integration, and public-private partnerships. Mandated by partner countries and donors, Expertise France recruits specialized experts for each project to mobilize the appropriate expertise for each mission.

Project’s summary

SANKOFA II is an ambitious multi-sectoral initiative designed to contribute to Ghana’s sustainable cultural and economic development by strengthening the country’s cultural heritage management and boosting its Cultural and Creative Industries (CCIs). Building on the achievements of the first SANKOFA project, this second phase aligns with Ghana’s national strategies (National Tourism Development Plan, Creative Arts Strategic Framework, Digital Ghana Agenda) and directly contributes to EU priorities in West Africa (Global Gateway, Digital for Development Hub, Youth Action Plan).

 

SANKOFA II addresses the structural challenges facing Ghana’s rich but underexploited heritage sector, including limited institutional capacity, outdated legal frameworks, and insufficient documentation, while unlocking the economic and social potential of CCIs in areas such as music, fashion, film, animation, and digital content creation.

The project’s general objective is to promote sustainable heritage tourism and cultural economic growth in Ghana. It does so through two main components :

  • Component 1 (Cultural Heritage): Enhancing heritage conservation and management, making Ghana’s heritage more accessible and understandable for diverse audiences;
  • Component 2 (Cultural & Creatives Industries): Supporting innovation, inclusion, and professionalization in the creative industries, with a special focus on youth and women.

 

Key activities include:

  • Capacity-building for public institutions such as the Ghana Museums and Monuments Board (GMMB) and other relevant institutions;
  • Development of technical documentation and digital tools (Arch Lab, 3D scans, VR content) to safeguard and showcase built heritage;
  • Support for sustainable and inclusive cultural events (festivals in music, fashion, film, animation, literature, visual arts etc.);
  • Professional training, international mobility, and networking opportunities for artists, creative entrepreneurs, and cultural operators;
  • A cross-cutting commitment to gender equality, environmental responsibility, digital transformation, and community participation.

 

Expected specific objectives (outcomes) include:

  • Ghanaian heritage is more accessible and comprehensible through improved conservation efforts, increased valorization, and wider dissemination to diverse audiences, ensuring equitable access and engagement of all genders;
  • Ghanaian cultural actors, especially women, strengthen their professional skills and expand their professional networks.

 

SANKOFA II is implemented by Expertise France, in close cooperation with national institutions, local creative operators, civil society, and European and regional partners. With a total budget of €2.5 million over 36 months, the project exemplifies Team Europe’s integrated approach, using culture as a driver of inclusive growth, international dialogue, and shared heritage preservation.

Project’s context

Ghana has a rich cultural and architectural heritage, including historical sites, traditional buildings, and a dynamic creative sector. However, this potential remains underutilized due to structural challenges such as weak institutional capacity, limited documentation and digitalization, restricted access, and insufficient integration of culture into development and tourism policies.

The country is home to two UNESCO World Heritage categories: historic forts and castles along the coast, and traditional Ashanti buildings. Despite this, the tourism sector faces issues such as limited training, weak governance, outdated legislation, and insufficient community involvement.

At the same time, Ghana’s Cultural and Creative Industries (CCIs) are rapidly growing and contributed about 2.5% of GDP in 2024, with potential to reach 5% through exports. These industries, such as music, fashion, film, and visual arts, offer strong opportunities for job creation, especially for youth. However, they face challenges including limited access to financing, fragmented support systems, and inadequate infrastructure.

To address these issues, initiatives like the SANKOFA I project (2021–2022) strengthened research, education, and professional capacity in heritage and tourism. Its successor, SANKOFA II, aims to further structure the heritage sector while integrating and supporting CCIs.

SANKOFA II aligns with Ghana’s national strategies (culture policy, tourism development plan, creative arts framework, and digital agenda) and with EU priorities, including digitalization, youth employment, and sustainable development.

The service provider shall designate a single contact person for project implementation purposes.

B.      Process

A scoping meeting shall be held maximum 5 days after the contract award has been notified, together with both experts identified.

 Close collaboration must take place with the Project Manager and the GMMB Head of Education from assignment preparation right up to completion. Virtual or in-person exchanges must take place every week to inform assignment progress and any difficulties that may be encountered.

 All deliverables will be validated by the Project Manager, in link with the GMMB point of contact and Expertise France headquarters.

 Other members of the project and within GMMB personnel might also be involved in the consultation process.

The guidelines and questions outlined in these Terms of Reference may evolve based on the scoping meeting.

The experts will join necessary ad hoc technical meetings to advance planned activities, following a participatory and inclusive working methodology.

Potential travel expenses and/or per diems to conduct in person interviews should be included in the technical and financial offer and discussed with Expertise France prior to the launch of the study.

                       Practical information for Submission

The service provider is required to submit both a technical and financial proposal no later than April 15th 12:00 am Ghana Time, including the following elements:

  • A methodological note (2–3 pages maximum) outlining the proposed approach and the main components of the assignment;
  • The CV(s) of the expert(s) involved in the assignment;
  • A detailed budget corresponding to the different phases of the assignment.

  • Technical proposal (70%)

Additional information

Cultural Heritage Expert 

  • Minimum 7–10 years of professional experience in cultural heritage management, museums, or related fields in Ghana; 
  • Demonstrated experience working with national heritage institutions, ideally including the Ghana Museums and Monuments Board (GMMB) or similar entities;
  • Strong knowledge of Ghana’s cultural heritage sector, including institutional frameworks, stakeholders, and operational challenges; 
  • Proven experience in conducting assessments, studies, or research related to cultural heritage, capacity-building, or institutional analysis;
  • Familiarity with community engagement and fieldwork methodologies, including stakeholder consultations and qualitative data collection; 
  • Good understanding of national policies and regulatory frameworks governing cultural heritage in Ghana; 
  • Ability to produce clear, analytical reports and synthesize findings into actionable insights; 
  • Fluency in English (written and oral); knowledge of local languages is an asset;
  • Experience working with international partners is an asset.
