Mission description

The Role

The Health Financing Expert (international profile) will provide strategic advisory support to the Ministry of Health to strengthen Rwanda’s capacity to design and implement health financing reforms and ensure long-term financial sustainability of the health system.

The expert will work closely with RBC, MINECOFIN, RSSB and development partners to support evidence-based policy development and reform implementation, financial sustainability analysis and effective coordination of health financing reforms in alignment with HSSP V and the RBF program. The expert will be embedded within the Ministry of Health and operate across key institutions (RBC, RSSB, MINECOFIN, RMS), ensuring coherence and alignment of health financing reforms across the system.

The expert will operate in tandem with the Health Financing national expert, ensuring strong articulation and continuity between strategic policy development and operational implementation.

Within this tandem, the international expert will lead strategic and methodological work, while working closely with the national expert to translate analytical outputs into operational actions, strengthen institutional capacity, and ensure sustainable integration within government systems.

Key Responsibilities: 

  1. Provide strategic advisory support to the Ministry of Health (MoH) on health financing policy, reform design, and implementation aligned with UHC objectives.
  2. Lead analytical work on costing, fiscal space, funding gaps, financial projections, and sustainability assessments, including implications for CBHI financing, provider payment mechanisms and health facility financing.
  3. Assess financial implications of major reforms (PHC, HRH 4x4, service delivery) and develop policy recommendations.
  4. Design and support implementation of provider payment reforms, including capitation, tariffs, and other strategic purchasing mechanisms, in coordination with CBHI reforms and broader purchasing arrangements.
  5. Guide integration of externally financed programs into national financing mechanisms and insurance schemes.
  6. Develop financial models and analytical tools to support high-level decision-making, ensuring their usability within Ministry systems and alignment with existing analytical processes.
  7. Produce policy briefs, analytical reports, and strategic recommendations for senior stakeholders.
  8. Lead policy dialogue and strengthen institutional capacity through mentoring and stakeholder coordination.
  9. Provide structured mentorship to the national expert and Ministry teams, including on-the-job coaching, joint analytical work, and progressive transfer of responsibilities.
  10. Support the development of high-quality analytical outputs suitable for dissemination, including contributions to peer-reviewed publications, policy papers, and international knowledge-sharing platforms, in collaboration with national counterparts.
  11. Ensure alignment and coherence of analytical work across institutions (MOH, RBC, RSSB, RMS) and with external partners (e.g. CHAI, LSHTM, Global Fund).
  12. Contribute to defining methodological standards, analytical frameworks, and quality assurance processes for health financing analysis within the Ministry, while avoiding duplication with ongoing analytical work and ensuring complementarity with existing tools and systems.

Project or context description

Overview

Expertise France is the French agency for international cooperation, under the Ministry of Europe and Foreign Affairs and the Ministry of Finance. The agency develops and implements projects that sustainably strengthen public policies in low- and middle-income countries and focuses on four priority areas:

  • Democratic, economic and financial governance;
  • Stability of countries in crisis/post-crisis situations and security;
  • Combating climate change and favouring sustainable urban development;
  • Strengthening health systems, social protection and employment.

In these areas, Expertise France engineers and implements capacity-building projects, mobilises technical expertise and acts as a project coordinator, bringing together public expertise and private know-how. With an annual business volume of 390 million euros and over 400 projects in 145 countries, Expertise France's activities are part of France's international cooperation policy and official development assistance.

Active since 2019 in Rwanda, Expertise France Rwanda implements 6 projects, primarily funded by the European Union, AFD and the French Ministry of Foreign Affairs, for a total amount of €50M. The agency's main areas of intervention in Rwanda are:

  • Economic and financial governance
  • Sustainable development, climate and agriculture
  • Health and human development

Project description

To support Rwanda's Health Sector Strategic Plan V (2024–2029) to address maternal mortality (149 deaths per 100,000), chronic malnutrition (27% stunting), and non-communicable diseases (50% of deaths) while prioritizing climate resilience and gender-responsive care, the Agence Française de Développement (AFD) has developed a Results-Based Financing (RBF) loan in collaboration with the Ministry of Health (MOH), Rwanda Biomedical Centre (RBC), and the Ministry of Finance (MINECOFIN).

AFD's loan uses results-based payments conditioned on key performance indicators to strengthen Rwanda's health system, building on existing RBF mechanisms to enhance access to climate-resilient, gender-responsive healthcare. This loan includes a specific focus at district level in the Northern Province, targeting four districts: Musanze, Gakenke, Rulindo, and Gicumbi.

The RBF program is designed to target two MOH priorities:

  • Increasing qualified healthcare professionals within a strengthened health system
  • Enhancing access to high-quality primary healthcare addressing maternal/child health, NCDs, mental health, nutrition, and emergencies

To support the RBF implementation, AFD has requested Expertise France to provide technical assistance through residential experts to be seconded to key divisions or departments within RBC and MOH. This planned support focuses on five strategic areas: Decentralized Healthcare, Health System Governance and Management, Biomedical and Health Infrastructure, Climate Resilience and Sustainable financing.

The technical assistance project is implemented over a period of 30 months. Under the management of a team leader, the team consists of 11 Technical Experts, with support from Expertise France’s Kigali-based Project Support Unit (PSU) for administrative, finance, HR and procurement, as well as Paris-based HQ for public health technical support.

This position is part of an embedded technical assistance approach combining strategic advisory and capacity strengthening. The international expert will support the structuring of analytical approaches and ensure coherence of reforms across institutions, while contributing to knowledge development and dissemination at national and international levels.

Required profile

Qualifications

  • Advanced degree in health economics, health financing, public health, public policy, economics, or related field.
  • At least 5 years of international experience in health financing policy, health economics, or health system reform preferably in low- and middle-income countries, including on the African continent.
  • Strong expertise in costing, fiscal space analysis, and financial modelling, with ability to translate analysis into policy decisions.
  • Demonstrated experience with development partners and international financing institutions.
  • Experience with results-based financing, provider payment mechanisms, and health insurance systems.
  • Proven ability to provide high-level strategic advice and lead multi-stakeholder policy processes.
  • Experience in capacity building and institutional strengthening within public sector health systems.
  • Demonstrated experience in mentoring and coaching national counterparts and building sustainable institutional capacity.
  • Experience contributing to research, publications, or international knowledge products in health financing or health systems.
  • Seniority: senior-level profile with demonstrated leadership in policy advisory, analytical work, and multi-stakeholder coordination.
