As part of the preparation and implementation of its international technical cooperation projects, Expertise France is strengthening its pool of experts in culture and heritage to support partners in the conservation, management, and valorisation of collections, archives, and heritage institutions (museums, libraries, documentary and audiovisual collections), as well as in the design of facilities and mediation tools.
Assignments are carried out within programmes funded notably by AFD, the European Union, international financial institutions, and other donors. They aim to support complex, multi-stakeholder projects combining technical expertise, strategic advisory, and capacity building.
Experts may contribute in one or several of the following areas:
· Support for the management, conservation, restoration, and valorisation of mixed or specialised collections (fine arts, archaeology, ethnography, natural history, manuscripts, archives, photography, films, sound archives)
· Conducting diagnostics and defining intervention priorities aligned with local contexts and international standards
· Designing and implementing preventive conservation strategies (climate, storage, handling, security)
· Organisation and management of inventories
· Documentation and digitisation of collections, including innovative solutions
· Structuring and optimisation of storage facilities, including in constrained environments
· Support to the management and modernisation of libraries and national archives
Museum and Exhibition Programming and Design
· Definition of the functional and scientific programme of a facility
· Translation of the museum concept into spatial and technical requirements
· Integration of visitor pathways, conservation, mediation, and services
· Support for diagnostics and definition of needs in specialised equipment, tools, furniture, and technical spaces
· Drafting of design programmes (APS/APD)
· Design or rehabilitation of museum and heritage buildings
· Integration of conservation constraints (climate, lighting, visitor flows)
· Coordination with museographers and engineers
· Design of visitor pathways and user experience
· Spatial presentation of scientific content
· Selection of exhibition devices (display cases, supports, multimedia)
· Definition of environmental requirements (temperature, humidity, lighting)
· Technical specifications for storage areas, exhibition spaces, and transport
· Adaptation to local climatic contexts
· Recommendations for climate control systems adapted to collections and for energy management
· Recommendations for fire safety and security of collections
· Energy management (often critical in resource-constrained contexts).
Research, Valorisation, Mediation and Museography Methodologies
· Design and implementation of exhibition projects (permanent or temporary) in national and international contexts, including the circulation of collections
· Development of innovative mediation, valorisation and interpretation tools, including digital solutions
· Preparation of scenographic proposals enhancing content readability, visitor experience and knowledge transmission
· Valorisation of collections, archives, written heritage and audiovisual materials with a focus on dissemination, transmission and improved accessibility
· Development of historical and memorial narratives integrating multiple perspectives and sensitive contexts
· Promotion of participatory approaches involving institutions, researchers, communities, rights holders, users and other stakeholders.
Structuring Heritage Institutions and Professional Ecosystems
· Support for the structuring and governance of museums, libraries, archives services and other heritage institutions, by clarifying functions, responsibilities, workflows and technical needs
· Organisation of conservation-restoration workshops and applied training programmes
· Support for the professionalisation of teams and the structuring of internal competencies
· Design of vocational training and continuous professional development programmes for technical, scientific and management staff
· Support for the structuring of training and professionalisation pathways, with a view to long-term institutional sustainability.
· Short-term assignments: 5 to 30 days
· Intermittent interventions spread over the duration of projects, depending on needs and phases
· Possible mobilisation across the entire project lifecycle.
This roster aims to mobilise senior experts capable of providing strategic, methodological and operational technical assistance to public administrations, cultural institutions and civil society across relevant fields.
Experts operate in complex, multi-stakeholder environments funded by international donors, acting as key technical and strategic references in close support of partners and project teams.
They may be mobilised at different stages of the project lifecycle: design/structuring, inception, implementation, monitoring, evaluation and capitalisation.
· Advanced degree in one of the fields covered by the roster.
· Minimum 10–15 years of relevant professional experience
· Proven expertise in at least one of the specified domains
· Demonstrated experience working with public institutions
· Experience in complex, multi-stakeholder projects
· Significant experience in international cooperation (Europe, European neighbourhood, Mediterranean, Africa, Asia, Americas)
· Experience in developing or transition country contexts
· Experience working with international donors (European Union, AFD, World Bank, etc.) is an asset
The roster seeks to bring together the following transversal skills in support of project teams:
· Consideration of economic, social and institutional dimensions in ensuring the sustainability of interventions
· Integrated approach linking heritage, territory, environment, uses, institutions and audiences
· Integration of environmental sustainability issues, including ecological transition, resource management, climate change adaptation (CCA) and disaster risk reduction (DRR)
Analysis, Engineering and Methodology
· Conducting multi-scale diagnostics (institutional, territorial, technical)
· Strong understanding of institutional, regulatory and multi-stakeholder environments
· Systemic analysis of contexts, needs and stakeholders
· Formulation of strategic and operational recommendations adapted to institutional realities and local capacities
· Development of frameworks, methodologies and intervention approaches tailored to contexts
· Production of operational tools (guidelines, protocols, analytical frameworks)
· Structuring of reproducible and transferable approaches
Technical Structuring and Management
· Identification of needs and prioritisation of interventions
· Drafting of technical specifications (terms of reference)
· Operational planning and phasing of activities
· Multi-stakeholder coordination (public institutions, operators, civil society, technical and financial partners)
· Assessment of local capacities and mobilisation of appropriate expertise
· Integration of capital investment, operational and maintenance cost considerations into project design
· Definition of monitoring and evaluation frameworks adapted to cultural and heritage projects
· Development of performance, outcome and impact indicators
· Analysis of short-, medium- and long-term effects of interventions
· Contribution to accountability towards partners and donors
· Integration of lessons learned into continuous project improvement.
Knowledge Transfer, Capacity Building and Capitalisation
· Design of initial and continuous training programmes
· Implementation of on-site training workshops (chantier-école) as tools for skills transfer
· Support to teams (including Expertise France teams) in a capacity-building approach
· Development of mentoring mechanisms for project teams
· Structuring of partnerships with academic institutions and training centres
· Contribution to knowledge production and dissemination (training modules, publications, educational materials)
· Facilitation of professional networks and communities of practice
· Promotion of peer-to-peer exchange and cooperation dynamics
· Structuring of collaboration between institutions, territories and sectors
· Production of structured deliverables (notes, guidelines, tools)
· Capitalisation of experiences and best practices
· Dissemination and valorisation of knowledge at various levels (institutional, national and international)
· Contribution to sectoral knowledge production and experience-sharing initiatives
· Professional proficiency in French and/or English required
· Additional languages are an asset.
