Mission description

Expertise France is seeking a short-term expert to support the development of a technical cooperation project in Namibia.

The expert will provide technical support during the project preparation phase and may be mobilised on a flexible basis to contribute to the refinement of the project scope, technical analysis, scoping work, and the preparation of future cooperation activities.

A core part of the assignment will consist of contributing to and participating in short scoping missions to Windhoek, Namibia, alongside Expertise France. At least one in-country mission is expected, and additional short missions may be required depending on project development needs. Candidates should therefore demonstrate availability and willingness to travel to Namibia at short notice, if needed.

Indicative tasks may include:

·         contributing to the refinement of the project scope and technical priorities;

·         supporting technical analysis related to mining, critical raw materials (CRM), and domestic revenue mobilisation;

·         contributing to the preparation of concept notes, scoping notes, draft terms of reference, and technical briefing documents;

·         participating in technical meetings and exchanges with relevant stakeholders;

·         contributing to the preparation and/or implementation of scoping missions in Namibia;

·         providing technical advice on issues related to revenue modelling, tax administration, audit, compliance, and institutional capacity strengthening;

·         identifying possible sequencing, implementation options, and areas of complementarity with other interventions.

The exact scope of work will depend on project development needs and may evolve over time.

Project or context description

As part of its work on domestic revenue mobilisation and public financial governance, Expertise France is currently preparing a technical cooperation project in Namibia.

The project under preparation is expected to support selected public-sector capacities related to mining, critical raw materials (CRM), domestic revenue mobilisation, and tax administration. In this context, Expertise France wishes to mobilise short-term technical expertise capable of contributing to project design, technical analysis, and scoping work.

The expertise sought is expected to combine strong knowledge of domestic revenue mobilisation and fiscal analysis with demonstrated experience in the mining sector and, ideally, in critical raw materials (CRM)-related issues. Expertise France is therefore looking for profiles able to connect sector-specific revenue issues with practical tax administration, compliance, audit, and institutional capacity questions.

Required profile

·         Advanced university degree (Master’s or equivalent) in economics, public finance, taxation, mining economics, public administration, law, or another relevant field;

·         At least 10 years of relevant professional experience;

·         Demonstrated and combined expertise in:

·         domestic revenue mobilisation;

·         fiscal analysis and/or revenue modelling;

·         the mining sector;

·         and, ideally, critical raw materials (CRM)-related issues;

·         Demonstrated experience in tax administration, large taxpayer issues, sector-specific compliance, tax audit, or related public finance matters in mining or resource-based sectors;

·         Experience working with public institutions, including tax administrations, ministries of finance, or related bodies;

·         Experience in Sub-Saharan Africa is a strong asset;

·         Experience in project preparation, technical assistance design, or scoping missions is highly desirable;

·         Experience working with international cooperation actors and development partners is an asset;

·         Strong analytical and drafting skills;

·         Ability to translate technical analysis into operational recommendations;

·         Good understanding of institutional and reform processes in public finance and revenue administration;

·         Availability and willingness to participate in short scoping missions to Windhoek;

·         Excellent command of English is required;

·         French is an asset.

Additional information

The expert will be mobilised on a short-term and flexible basis, depending on project development needs.

The assignment is expected to combine:

·         remote technical support;

·         participation in virtual meetings and technical exchanges;

·         drafting and review of technical documents;

·         at least one short in-country mission to Windhoek, Namibia, and possibly additional short missions depending on project needs.

The duration and number of working days will be specified according to project needs.
