Mission description

The Assistant Project Lead based in Guyana is placed under the direct hierarchical responsibility of the Project Lead also based in Georgetown, Guyana. He/she will work in functional coordination with a Project Officer, a Project Assistant and an Administrative and Financial Project Officer at headquarters.

The Assistant Project Lead will support the Project Lead in the day-to-day management, coordination, and implementation of the Guyana HealthNext Project. He/she will be the focal point for administrative, financial and logistic aspects, and will support, when requested by the Project Lead, liaison with local authorities and partners, and the definition of strategic and operational priorities for the project. He/she will specifically support the establishment of Expertise France in Guyana by facilitating administrative steps, strengthening institutional links, promoting EF and visibility in the local ecosystem.

The position is based in Georgetown with possible travel within the country.

The responsibilities of the Assistant Project Lead cover the following aspects:

Project coordination and liaison

·     Contribute upon the Project Lead request to facilitating the liaison with local authorities and health partners and to defining the strategic and operational guidelines of the project, in consultation with stakeholders and the Project Lead.

·     Contribute to monitoring the national and regional context, identifying potential partners and development opportunities related to the project, draft concept notes when necessary and participates, when desired, in local coordination meetings with other technical and financial partners in the health sector (PAHO, etc.).

·       Support the Project Lead in planning and monitoring the implementation of activities (periodic reviews, reporting, annual work plan, monitoring of indicators).

·       Participate in the preparation of steering committees, coordination meetings and national workshops (drafting agendas, summaries, reports).

·       Prepare background notes, language elements and presentation materials and talking points for institutional meetings and partners (MoH, EUD, CARICOM, embassies, etc.).

·       Support the project’s visibility with local institutions, in connection with the EF and European Union communication strategy and participate in the development and implementation of the communication plan.

Administrative and financial management

In close collaboration with the focal points based at headquarters:

·       Ensures the administrative and financial steps to support the establishment of Expertise France in the country in connection with the headquarters and the Project Lead.

·       Ensures the daily administrative and financial management of the project. Ensures the updating of financial, logistical and administrative monitoring tools and prepares and verifies the financial and administrative supporting documents.

·       Ensure compliance with the procedures and eligibility rules imposed by Expertise France (expenses, procurement, grants, reporting) and ensures the smooth execution of local purchases in accordance with EF procedures (consultations, quotation, receipt).

·       Coordinates the production and consolidation of reports (technical, financial, narratives, workshops, missions, etc.).

Logistics management and mission organization

·       Ensures the planning and logistics of all missions to and from Guyana (international experts, study visits, training, etc.), in connection with the headquarters team and the Project Lead, including travel, accommodation, per diem, and the reservation of spaces (rooms, equipment, catering).

·       Ensures the logistics of events (launches, workshops, training, press conferences), whether they are in Guyana or in the CARICOM region.

Project or context description

Expertise France is the French public agency for international development cooperation and works alongside partner countries to advise and support them in strengthening their public policies. For this, the agency coordinates and implements projects of national or regional scope in the main areas of public action:

·       democratic, economic and financial governance.

·       peace, stability and security.

·       climate, biodiversity and sustainable development.

·       health and human development.

In these fields, Expertise France provides engineering and implementation missions for capacity-building projects, mobilizes technical expertise and plays a role in integrating projects involving public expertise and private know-how.

Expertise France implements several regional programs in the Caribbean, including Guyana, notably on sustainable development and security issues, but does not yet have a presence in Guyana. The project will enable Expertise France to establish itself in the country and develop new health activities.

Required profile

The applicant must be a Guyanese national

Qualifications and skills, demonstrated through previous assignments

·      University degree (Bachelor or Master) in project management, administration, international cooperation, public health, financial management or logistics.

·     Excellent skills in building relationships of trust with national and international partners, with an ability to conduct high-level dialogue with institutional partners, as well as with civil society and the private sector.

·       Ability to mobilize, maintain, coordinate and animate networks of actors (experts, institutional actors, civil society, authorities, etc.)

·       Very good command in logistics and organization of events and missions.

·       Good command of financial and administrative management.

·       Confident with public health issues and specialized care with demonstrated ability to interact with healthcare professionals would be an asset.

·       Strong command of project management and coordination, mainly in the health sector, would be an asset.

·       Very good written and oral communication skills (drafting technical, strategic reports or activities related to the execution of a project, drafting of notes or information articles), formulating positions and defending them before authorities.

·       Excellent interpersonal and diplomatic skills for coordination with national authorities.

·       Very good command of office tools, notably Excel and Word.

Professional experience

·       Minimum 3 years of experience in the operational, logistical and administrative management of international cooperation projects, public health or any other related sector.

·       Experience in project financial monitoring and logistical coordination in a multicultural environment.

·       Experience in the field of health and/or with authorities.

·       Work experience in the CARICOM region is an asset.

The forecast duration of the mission is 3 years.

The Assistant Project Lead will be based in Georgetown, Guyana.

Remuneration

Basic fixed remuneration: determined according to the position and the level of responsibilities exercised.
