Mission description

II. Context and Justification

Since 2018, the Hashemite Kingdom of Jordan has embarked on a broad reform agenda, including the adoption in 2022 of the Public Sector Modernization Roadmap (PSMR, 2023–2033) under the leadership of His Majesty King Abdullah II. This ten-year vision for public sector modernization is built around a clear ambition: “An empowered and effective public sector that works as a single unit to develop Jordan and attain citizen well-being.” It is structured around three main pillars: modernizing public services, strengthening the institutional framework and human resources management, and updating the legislative framework. A first three-year action plan has already been launched. This reform agenda is also aligned with the government’s two other major reform tracks: the Economic Modernization Vision (EMV) and the political modernization process.

In 2024, AFD granted the Jordanian government a Development Policy Loan (DPL), a central component of which focuses on civil service reform and human resources management. This support aims to assist the authorities in effectively implementing the state modernization agenda, including the PSMR and the new HRM By-law adopted in April 2024, particularly with regard to administrative performance and the transparency of public action. This new legal framework marks a major transformation in the Jordanian civil service. However, its effective implementation requires the rapid mobilization of institutional capacities and the development of operational tools capable of translating these principles into concrete practices.

In line with the AFD-funded DPL, Expertise France is deploying a technical assistance project to support inclusive reforms of Jordan’s civil service. The project aims to support key Jordanian institutions in designing and adopting the measures required to successfully modernize the public sector, in particular those introduced by the new legal framework adopted in 2024, with a focus on human resources management and the integration of professional equality into the public HR management cycle. This approach is aligned with Objective 33 of the PSMR, which promotes women’s participation in government departments and institutions and seeks to increase the percentage of women in leadership positions in the public sector.

One of the technical assistance activities focuses on supporting the Prime Minister’s Project Management and Implementation Office (PMIO) in strengthening its strategic and budgetary management functions for monitoring the second executive action plan of the PSMR (2026–2029). The Roadmap reinforces the measurement dimension and provides for the establishment of a National Public Sector Indicator (PSI)[1], composed of core and sub-indicators and supported by a structured weighting framework. PMIO is responsible for steering, monitoring, and ensuring delivery of the Roadmap’s outcomes. PMIO therefore works closely with PwC to develop a functional monitoring and evaluation system for Executive Plan II and to contribute to the development of the core and sub-indicators of the Public Sector National Index, as well as the weighting framework. In March, PMIO signed a Memorandum of Understanding with the Jordan Strategy Forum to support this process through strategic guidance on data analysis and on the development of the overall indicator framework, ensuring alignment with the strategic objectives of the Public Sector Modernization Roadmap and drawing on the Forum’s role as a specialized national body with recognized expertise in this area.

 

Project or context description

III. Objectives and Desired Results

1. General objective

The overall objective of this assignment is to support the Prime Minister’s Project Management and Implementation Office (PMIO) and relevant government entities in Jordan in strengthening implementation governance by designing the index governance arrangements and the data collection mechanisms and tools required to monitor the National Public Sector Indicator (PSI). The PSI is being established for the first time in Jordan and includes four core indicators and twelve sub-indicators (refer to below image).

 

2. Specific objectives

This assignment is closely linked to national priorities related to the establishment of the Public Sector Indicator baseline. EF will directly contract one senior expert with proven experience in public sector reform, institutional performance measurement, and indicator framework development, preferably within an internationally recognized organization such as the OECD or a similar institution.

The expert will work in close coordination with PMIO, the Jordan Strategy Forum, and PwC, and in consultation with an advisory committee composed of key government entities. This committee was established by PMIO to strengthen stakeholder commitment and oversee progress in the development of the PSI. The specific objectives are as follows:

Develop a scientifically grounded methodology for the index

·       The expert will identify a methodology for selecting a minimum of 10 strategic KPIs that can realistically be collected and reported during the first reporting period of PSMR Executive Plan II by 25 June 2026. PMIO will provide an initial mapping document prepared by an OECD expert in previous phases. This document maps international indicators relevant to the PSI at different levels and includes OECD assessments and examples.

·       Develop a sustainable and continuous measurement framework that can be institutionalized and operated by PMIO after completion of the assignment, and pilot the framework by selecting a group of major indicators that can be calculated for the first baseline report using available data. At minimum, the pilot should cover 10 key strategic KPIs.

·       Support PMIO in its monitoring and performance management role by developing the required data collection tools and governance procedures and by integrating indicators into the institutional strategies of government entities. The expert is encouraged to make use of the existing dashboard system linking PMIO and 25 government entities for data collection related to PSMR II projects, in order to promote a unified data collection process.

·       Establish a nationally consistent monitoring mechanism for the PSI by standardizing indicator interpretation, calculation methods, and tools, and by confirming data feasibility across the three levels of the PSI. The expert will also reassess indicators against agreed feasibility criteria, including clarity, quality, relevance, timeliness, cost-effectiveness, and compliance.

·       The monitoring framework shall cover the full monitoring cycle for the three levels of indicators under the PSMR.

Build capacity for PMIO and government entities and strengthen coordination

·       Build the capacities of PMIO and of the 25 participating entities to validate the collection methodology and tools.

·       Support PMIO in opening policy dialogue, from the technical to the decision-making level, between the 25 entities, the relevant ministerial committee, and the sub-working groups by organizing at least three dialogue sessions during implementation. These sessions should support indicator analysis and policy dialogue. The expert should highlight OECD and other international experiences in organizing such dialogue. Logistics will be covered by EF and may include plenary sessions, roundtables, and similar formats.

·       Develop a benchmarking and international best-practice policy document to assess the feasibility of the PSI. The expert is encouraged to consult relevant international organizations, including the OECD and others, in order to strengthen the quality of the deliverables.

·       Support technical coordination among the main institutional partners and government entities involved in the development of the PSI.

3. Anticipated results

·       A monitoring and evaluation framework for the Public Sector Index is prepared and endorsed. It covers the full monitoring cycle, clusters PSI indicators into groups, includes a data collection calendar, a responsibility matrix, reporting templates, and an indicator matrix setting out definitions, roles and responsibilities, data collection tools, calculation methods, and data flows, thereby ensuring a common interpretation of the national indicator methodology across all actors.

·       Data feasibility and readiness are improved through simple, low-cost, and user-friendly tools for the three levels of indicators, such as Excel-based instruments and dashboard solutions.

·       Capacity building and international benchmarking are delivered, covering comparative country approaches and the full data pipeline from collection to consolidation, review, and publication.

IV. Description of the Assignment

1. Planned activities

Preparation phase (18 estimated working days)

·       EF will organize a kick-off meeting with the main partners. The assigned expert will participate online in the kick-off meeting bringing together PMIO, EF, JSF, and PwC. This meeting will help establish a clear responsibility assignment matrix clarifying the roles of the main stakeholders (Responsible, Accountable, Consulted, and Informed).

·       The expert will build on previous work completed by PMIO and PwC since March 2025, which will be shared upon assignment, and will incorporate the relevant findings into the inception report. PMIO will provide all relevant documentation to avoid duplication.

·       EF will organize a hybrid kick-off meeting for PMIO and 25 government entities to engage them in the process. This meeting will be jointly facilitated by the assigned expert, PMIO, JSF, and PwC. PMIO will present the structured weighting framework, explain the definition of core and sub-indicators, and discuss feasibility, data availability, relevance, and collection methods. The expert will support PMIO in clarifying responsibilities for data collection and in presenting comparable international and regional examples related to core indicators, sub-indicators, and project-level KPIs.

·       In consultation with PMIO, JSF, and PwC, the expert will prepare a short inception report (3-5 pages) and a presentation to be shared with the main partners.

Coaching PMIO on performance management roles and tools (May-June 2026, 26 estimated working days)

·       Organize and deliver two online capacity-building sessions to strengthen PMIO’s role in coordinating and monitoring the core and sub-indicators.

·       Produce a PSI monitoring framework document to facilitate follow-up with government entities and ensure smooth monitoring of project KPIs. The document should clarify the methodology; define the quantitative and qualitative indicators; and explain the methods for collecting and calculating data for the core and sub-indicators currently listed in the Roadmap’s structured weighting framework, including the relevant KPI project cards.

·       Coordinate with PMIO, JSF, and PwC to agree on the selection of key strategic indicators and projects in order to test a monitoring cycle across the three levels. The expert will develop selection criteria to assess KPI data collection and determine dependency relationships between projects and core and sub-indicators. This will help PMIO run future PSI cycles independently.

·       Work closely with government entities by delivering one two-day training workshop to introduce the M&E framework and strengthen PMIO’s future monitoring role. The expert will support PMIO in reflecting on lessons learned and identifying opportunities to improve the quality of future data collection cycles.

·       During this phase, the expert, in collaboration with the PMIO M&E team, will share the tools with the government entities to launch data collection for the selected indicators. The selection criteria will be jointly designed with PMIO and will build on international practices and the initial mapping Excel document prepared by the OECD expert in March. The collection phase must be aligned with the timeline required to launch the index by June 2026.

Establishment of baseline values and launch of the first PSI report (June 2026, 16 estimated working days)

·       Provide on-the-job training to the PMIO team to prepare the first report using the monitoring framework. The expert will also compare the results with international examples of similar KPIs, map Jordan’s indicators against international practice, and establish a benchmark that supports not only numerical comparison but also evidence-based performance tracking, assessment of actual versus expected results, and timely policy and program adjustments.

·       Produce a policy and benchmarking document on international performance management platforms and position Jordan’s PSI against KPI frameworks used in reform programmes in other countries. The expert will prepare a concise benchmarking paper of approximately 12-15 pages, including definitions, collection and calculation methods, and examples of comparable KPIs from five countries with contexts broadly similar to Jordan.

·       Facilitate one presentation session to promote the benchmark and highlight selected KPI examples included in the baseline document during an event organized by PMIO for government entities.

·       Hold a two-day launch workshop. The first day will focus on presenting the baseline values and analysis, while the second day will focus on capacity building for PMIO, JSF, and the 25 government entities. The workshop will be facilitated in person by the expert and will showcase examples of online monitoring systems and platforms, share good practices, and disseminate the results of the benchmarking policy document.

·       Prepare a handover package containing all tools and templates, an operational guide for running the next PSI measurement cycle, recommended next steps, and a long-term capacity development plan to sustain PMIO’s work after completion of the assignment.

PMIO, JSF, and PwC will review and approve the final deliverables in accordance with the required standards. Each deliverable may be subject to up to three rounds of review.

b. Coordination

The assigned expert shall provide a single point of contact for follow-up purposes throughout the implementation of the assignment.

The expert will coordinate with and report to the project manager of the Inclusive Reforms technical assistance project. Regular exchanges shall therefore take place with the project manager and, when necessary, with the government counterpart in order to report on progress and any difficulties encountered.

The expert shall allocate time for coordination on a biweekly basis between PMIO, EF, and the relevant partners. Coordination may take the form of virtual or hybrid meetings or written exchanges, depending on needs. All documents shall be submitted to PMIO for review and validation. The dates indicated are delivery dates to PMIO. Direct coordination with the 25 government entities will be organized by PMIO.

PMIO responsibilities

·       Establish an advisory committee composed of key entities to provide technical feedback and direction to the assigned expert.

·       Coordinate with government entities on the data collection process for indicators, including use of the methodology and tools, data validation protocols, quality checks, and desk support where needed.

·       Review and approve the expert’s technical deliverables against the Terms of Reference.

·       Review and approve translated deliverables from English into Arabic, where relevant and if the assigned expert is not an Arabic speaker.

·       Manage communication with JSF and PwC.

EF responsibilities

·       Cover the daily fees of the assigned expert. If more than one expert is mobilized, EF will cover the cost of the team leader.

·       Manage the logistics of the proposed events and workshop sessions, including venue rental, hospitality, and interpretation.

·       Support coordination with national partners and international experts.

·       Cover the cost of translating final approved deliverables from English into Arabic.

·       Cover travel costs, if the consultant is based outside Amman, including one trip to Amman and four days of per diem, to be confirmed during the inception phase.

Dates may be adjusted depending on progress against each deliverable and the mobilization of Jordanian partners. All deliverables are expected to undergo two iterative rounds of revision to ensure alignment with stakeholder expectations.

Required profile

Required expertise and profile

One expert shall be assigned to the consultancy, provided that the total estimated number of working days is respected (senior specialist level).

This assignment is intended for a specialized individual with the expertise required to deliver the services described in these Terms of Reference.

A. Qualifications and skills

·       Minimum requirements include experience in public sector indicator development, familiarity with national performance frameworks (preferably in the MENA region), Arabic language capability as an asset, and experience working with central government coordination bodies.

·       Demonstrated competence in policy research and advisory work, public administration, and public service reform.

·       Strong capacity to engage and coordinate at a high level with multiple government and national stakeholders.

·       Strong quantitative skills and experience in the development, analysis, and use of indicators and national indices.

B. Professional experience

·       Senior analyst with more than 15 years of experience in the OECD and/or a comparable institution or government environment, with a focus on policy research and advisory work, public administration and public service reform, including indicators and monitoring frameworks. Arabic language skills are an asset.

·       The lead expert may be supported by a junior assistant with experience as a policy analyst in the OECD and/or in government, with 1 to 7 years of relevant experience.
