Provide technical, strategic, and methodological support to Nigeria’s Youth, Peace, and Security Coalition throughout the process of developing the Second Youth Peace and Security National Action Plan (NAP) ensuring national ownership, effective youth participation, and alignment with national policies, international and regional standards, and the specificities of the Nigerian context.
The national expert will:
· Design and adapt a comprehensive and detailed methodology for all stages of the NAP development process (mapping, consultations, workshops, etc.) using a participatory approach;
· Conduct a document review and map the key Youth, Peace, and Security actors in Nigeria;
· Develop the appropriate tool for gathering and analyzing the inputs of the national stakeholders.
· Develop training modules and facilitate capacity-building, synthesis, and NAP YPS development workshops;
· Draft the National Action Plan and related documents (reports, commitment sheets, action plans, implementing schedules, etc.);
· Ensure the coordination of the independent external evaluation of the first NAP YPS ;
· Support the establishment of the national coordination and monitoring mechanism;
· Provide strategic and methodological support and advice to Nigeria’s Youth Peace and Security Coalition during all stages of the process in conjunction with the project team, capitalizing on similar experiences in the sub-region related to this Agenda.
The national expert will report to the EPSG Project Manager based in Abidjan and will work closely with Nigeria’s Youth, Peace, and Security Coalition, the Federal Ministry of Youth, technical partners and other stakeholders.
He/she will perform the following tasks:
1. Initial review and planning
· Participate in the scoping meeting with stakeholders;
· Contribute in planning all related activities, based on the needs shared by stakeholders.
2. Methodological and technical support
· Develop/review the complete roadmap for developing the second PAN-JPS, including methodology, budgeting, and planning;
· Design data collection tools for consultations with relevant stakeholders;
· Develop training modules for the capacity-building workshop and deliver these trainings.
3. Support the implementation of activities:
· Support the organization and facilitation of the consultations;
· Coordinate project activities with the relevant stakeholders and partners
· Conduct a literature review and stakeholder mapping;
· Support the facilitation of workshops to synthesize, develop, present and validate the NAP.
4. Technical writing and capitalization:
· Draft the provisional and final versions of the YPS NAP
· Follow-up the work sessions and strategic discussions on the YPS NAP with the relevant stakeholders
· Produce technical reports on the various activities.
The completion of this mission includes the production of several deliverables. Some deliverables can be produced remotely. Below is an indicative list of the expected deliverables.
· Updated roadmap for the development of the NAP
· Approved work schedule;
· Methodological notes for each of the activities in the roadmap
· Data collection tools for mapping and consultations
· Training modules and materials for capacity-building activities
· Document review report and stakeholder mapping
· Regional/state consultation reports
· workshop and activities report;
· First draft of the YPS NAP;
· Final version of the YPS NAP submitted for approval by national authorities;
· Full mission report + support for the official NAP presentation ceremony.
I. CONTEXT
The multi-donor action “ECOWAS in Peace, Security and Governance” (EPSG) is co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ). This project scheduled to run from December 2024 to December 2027 (36 months), is jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Expertise France (EF) and the International and Ibero-American Foundation for Administration and Public Policy (FIAP) as a consortium (lead partner: GIZ).
This action is designed to strengthen the implementation of the ECOWAS Peace and Security Architecture (EPSA) at regional and national levels throughout the conflict cycle (prevention, management, mediation, and resolution of conflicts) while advancing the values of democracy and human security.
The EPSG project has four (4) specific objectives:
1. Based on ECOWAS early warning and response mechanisms, conflict prevention, crisis management, and peace mediation in the ECOWAS region are strengthened.
2. ECOWAS's contribution to a secure, democratic, and human rights-based environment, with a focus on member states in post-conflict or democratic transition situations, is enhanced.
3. Electoral systems in ECOWAS Member States are strengthened to prevent election-related violence and promote democratic stability.
4. Peace and security agendas for women and youth are implemented with greater coherence and effectiveness, both at the institutional level within ECOWAS and in targeted Member States.
Expertise France will contribute to specific objectives 1, 2, and 4, and more specifically to the four (04) outcomes below in the following selected countries:
1.1 The capacities of National Response Mechanism Coordination Centers and national peace-building infrastructures to effectively implement early warning and response measures are strengthened > in Guinea and Côte d'Ivoire.
2.1. Strengthening of security sector reform processes in accordance with the rule of law, human security, and accountability > in Guinea and Côte d'Ivoire
2.2 Parliamentary committees, human rights institutions, civil society actors, and the media are strengthened in their role of democratic oversight of the security sector in ECOWAS member states > in Guinea and Côte d'Ivoire.
4.2 Implementation of the African Union (AU) agenda for youth, peace, and security is strengthened in the ECOWAS region > in Guinea, Côte d'Ivoire, and Nigeria.
In Nigeria, Expertise France supports the implementation of the Youth, Peace, and Security (YPS) Agenda in Côte d'Ivoire stemming from United Nations Security Council Resolution 2250. Nigeria is the first West African country to have developed, adopted and implemented its first Youth Peace and Security National Action plan since 2021. Since then, several Nigerian states adopted the plan and domesticated it into state action plans.
As this first action plan now expired, an independent external evaluation of this plan is currently underway to learn from this first implementation cycle and identify the gaps, successes and changes that must be considered in developing the new action plan. This endeavor is supported by Expertise France within the EPSG framework. The support extends to the development, adoption, and implementation of the second Youth Peace Security National Action Plan.
Expertise Franc is, therefore looking for a National Youth Peace and Security Consultant whose mission will be to coordinate Expertise France’s work and support in Nigeria in order to achieve the expected results.
Qualifications, experience, and qualities required:
· University degree (Bachelor's or Master's) in social sciences, law, international relations, peace studies, or equivalent ;
· Excellent knowledge of youth, peace, and security issues, Resolution 2250,
· and public policy in Nigeria;
· Proven experience (minimum 5 years) in developing national or local policies/strategies/action plans;
· Proficiency in participatory, gender-sensitive, youth-centered approaches ;
· Previous work experience with the United Nations, the African Union, ECOWAS, or
· other international partners;
· Knowledge of the Nigerian political and social context, particularly youth dynamics ;
· Experience working with youth-led coalitions or movements ;
· Excellent writing, oral, analytical, and facilitation skills;
· Proven teaching skills in the context of delivering training;
· Diplomatic and good listening skills, ability to build relationships of trust and maintain a collaborative dialogue with national partners and project stakeholders;
· Fluent written and spoken English. Fluency in local languages is an asset;
· Good command of Word and PowerPoint software;
· Personal skills: ability to work independently and take initiatives, flexibility, organizational skills, and responsiveness.
· Duration of the assignment: 12 months.
· This is a part-time assignment with a fixed number of working days per month, to be agreed upon based on the activities to be carried out. The total duration of this assignment is subject to change depending on the operational schedule and the needs of the project.
· Location: Abuja, Nigeria, working from home, with face-to-face meetings to be held on need basis at partners’ offices and at local institutions, and travel to the administrative regions of Nigeria as required.
