Following Phase I and Phase II (2016-2025), the EU-India Clean Energy and Climate Partnership (CECP) Phase III (2026-2028), funded by the European Union (EU) is implemented through a Team Europe approach under a Multi-Partners Contribution Agreement (MPCA), fostering coordinated efforts among the EU implementing partners (GIZ and Expertise France).
This flagship project forms part of the Global Gateway Strategy, supporting the development and market integration of energy value chains and clean technologies key to the EU and India decarbonisation strategies.
The Overall Objective (Impact) of this project is to support India’s achievement of its Nationally Determined Contributions (NDCs) under the Paris Agreement and facilitate its green, low-carbon, and resilient transition, including some of India’s Mission LiFE principles.
The Specific Objective (Outcome) is to deepen cooperation under the EU-India Clean Energy and Climate Partnership, supporting policy dialogues and their effective uptake by public and private sector stakeholders in areas of mutual interest. The project will ensure a continued momentum under the EU-India Energy Panel and reinforce EU-India cooperation in the renewable energy and climate sectors.
Reporting to the Project Coordinator, the Finance and Administration Assistant will oversee the overall financial, contractual, accounting, and administrative aspects of the project. She/he will support the setting up of Expertise France’s project office in India, will work closely with Deputy Coordinator and the Financial and Administrative Team at EF Headquarters in Paris, at the Energy Division, Sustainable Development Department, to harmonise practices and coordinate the administrative and financial management of the project.
Key Responsibilities
Co-responsible for the day-to-day implementation of financial, accounting, procurement and administrative procedures;
Ensures effective administrative and financial support for project implementation and adherence to both EF’s internal standards and donor regulations;
Supports procurement and contract administration in line with internal and donor rules;
Supervise the implementation of dashboards and financial tools for the project (budget monitoring, cash flow monitoring, etc.);
Maintains accurate records and documentation for audit and reporting purposes;
Facilitates the logistical organization of meetings, workshops, missions, and events:
Coordinates internal project logistics and meeting support.
The CECP Phase III will advance the strategic priorities set by the EU-India Energy Panel under the auspices of the Ministry of External Affairs (MEA), which coordinates the energy and climate policy dialogue between the EU and India.
The project focuses on mutual partnership and strengthening the cooperation between line ministries, regulatory bodies, and technical agencies, by providing technical assistance, training, and facilitating peer-to-peer and best practices exchanges. These interventions will be implemented through a diverse array of instruments, including technical workshops, business and policy dialogues, expert missions, peer-to-peer, study tours, feasibility studies, and pilot projects.
Expertise France (EF) will be responsible for the overall coordination of the CECP Phase III, acting as the designated Organisation of the MPCA.
EF will deliver activities related to Regional Connectivity, Electricity Market Integration, Smart Grids, Energy Efficiency, Energy and Climate Diplomacy, and Other enabling priorities (Outputs 3-6), based on its expertise and ability to manage multi-stakeholder' activities and develop new partnerships. GIZ will deliver Outputs 1 and 2 on Hydrogen and Off-shore wind.
Professional Experience
A minimum of 5 years of overall professional experience in a reputable organisation in a similar capacity;
At least 1-year experience in overseeing the administrative development and establishment of an office, programme or project in the field of international cooperation or business setting;
Experience of working with multi-partner projects or other foreign entities and similar projects will be an added advantage;
A previous experience working with EU funds would be a strong asset.
Technical skills & Competencies.
Proven working experience with accounting/reporting software/entreprise resource planning systems/data management tools for project management is required;
Strong budget tracking and budget analysis skills (proficiency in Excel required);
Excellent knowledge of national financial regulations;
Highly organized, rigorous, autonomous, and dynamic with a proactive and problem-solving mindset;
Team player with excellent multitasking, time management, and adaptability skills.
Education
Master’s degree in Finance, Accounting, Business Administration or equivalent.
Assignment duration: 12 months, renewable for the duration of the project
Desired start date: May 2026
Contract: 12-month renewable local fixed-term contract
