The Head of component 2 is responsible for the technical and operational implementation of component 2: “Advancing SOEs reform and Public Asset Management”, implemented by Expertise France as part of the project Improving Moldova’s Access to the EU Single Market and Advancing State-Owned Enterprises Reform.
The project is structured around two main components:
1. Improved access for Moldova to the EU single market.
2. Progress on the reform of public enterprises (SOEs) and the management of public assets.
Component 2 aims to support the Moldovan authorities in strengthening the governance, restructuring and performance monitoring of state-owned enterprises (SOEs) as well as in improving the management of public assets, in accordance with European standards and international best practices (EU and OECD).
The Component 2 Leader will work under the supervision of the Team Leader/Project Manager and in close cooperation with the main beneficiary institutions:
- MDED (Ministry of Economic Development and Digitalization)
- PPA (Public Property Agency)
The position requires strong expertise in public enterprise reform, economic governance and public asset management, as well as experience in implementing EU-funded projects.
More precisely, she/he will be in charge of:
- Strategic and operational management of component 2
o Ensure the technical and operational coordination of component 2 relating to the reform of public enterprises and the management of public assets.
o Oversee the implementation of activities planned under the component, including:
§ The implementation of the State Ownership Policy and the SOEs sorting mechanism
§ Strengthening the governance of public enterprises and governance tools
§ Improvement of public asset management processes (privatization, restructuring, public-private partnerships, concessions)
§ The strengthening of liquidation, insolvency and risk management mechanisms related to SOEs
§ Strengthening the institutional capacities of MDED and ASF.
o Ensure consistency of activities and deliverables with the Description of Action (DoA), project work plan and EU requirements.
- Coordination with the beneficiary institutions
o Ensure close technical cooperation with the main partner institutions
§ Ministry of Economic Development and Digitalization (MDED)
§ Public Property Agency (PPA)
o Support beneficiary institutions in the implementation of reforms related to the governance of public enterprises and the management of public assets.
o Facilitate coordination between different stakeholders, including sectoral ministries, boards of public enterprises and audit committees.
o Contribute to strengthening the ownership of reforms by Moldovan institutions.
- Supervision of expertise and technical activities
o Draft the terms of reference for short-term expert missions and ensure quality control of deliverables.
o Coordinate and supervise the work of the experts mobilized under component 2 (recurrent and short-term experts).
o Mobilize the French network of actors in the governance of public enterprises and public asset management, in collaboration with the project manager and the head of projects
o Provide technical support to experts and ensure consistency of the outputs produced with component objectives.
o Contribute to the organization of expert missions, workshops, training and study visits.
- Technical reporting and project monitoring
o Contribute to the preparation of technical reports and deliverables related to component 2.
o Provide the necessary contributions for the project’s narrative reporting to the European Union.
o Ensure the capitalization of results, good practices and lessons learned from activities related to the reform of public enterprises.
o Contribute to the project’s Monitoring, Evaluation, Accountability and Learning (MEAL) activities: review of the logical framework and collection of indicators.
Coordination within the project team
o Work under the supervision of the Team Leader and contribute to the overall coordination of the project.
o Ensure coordination with consortium partners (SAIDC and CzDA) when activities require inter-component cooperation.
o Participate in the project’s governance bodies, notably:
§ The steering committee
§ The Operational Monitoring Committee
§ Technical working groups.
- Contribution to the monitoring of project progress by headquarters
o Contribute to internal project review exercises;
o Identify risks related to the implementation of Component 2 and propose corrective measures.
o Contribute to communication between headquarters and the field
Any other task required by Expertise France as part of the project.
The Component 2 Leader will be placed under the responsibility of the Project Team Leader and will work in close coordination with the Expertise France team based in Paris.
The project 'Improving Moldova’s Access to the EU Single Market and Advancing State-Owned Enterprises Reform' aims at supporting the accession process of the Republic of Moldova to the European Union by strengthening its institutional framework, regulatory and operational for integration into the European single market and by improving governance of public enterprises and the management of public assets.
The project is implemented in the Republic of Moldova, mainly in Chișinău, for a duration of 36 months (2026-2029) and with a total budget of 6 million euros, funded by the European Union. The implementation consortium is composed of Expertise France (leader), the Slovak Agency for International Development Cooperation (SAIDC) and the Czech Development Agency (CzDA).
The action aims to contribute to strengthening Moldovan institutional capacities in order to facilitate effective access to the single European market, improve economic competitiveness and strengthen public economic governance.
