The project manager will be responsible for the technical, strategic and operational management of the project Improving Moldova’s Access to the EU Single Market and Advancing State-Owned Enterprises Reform, funded by the European Union and implemented by a consortium composed of Expertise France (lead partner), SAIDC and CzDA.
The project is structured around two main components:
1. Improved access for Moldova to the EU single market.
2. Progress on the reform of public enterprises (SOEs) and the management of public assets.
The project manager will ensure the overall coordination of the project, the supervision of the technical implementation of the activities of the Consortium, the management of the project team and the relationship with the Moldovan and European institutional partners. (notably with the Delegation of the European Union in Moldova).
More precisely, she/he will be in charge of:
- Strategic management and operational coordination of the project
o Ensure coordination with the consortium partners (SAIDC and CzDA) and ensure consistency of action;
o Ensure the general coordination of the project and consistency between its different components 1 and 2;
o Overseeing the implementation of the Consortium’s activities;
o Coordinate, with the support of Component 1 and 2 leaders and partners (SAIDC and CzDA), coordination with the MDED and the APP;
o Control the quality of project deliverables.
- Technical coordination and supervision of the Expertise
o Manage the activity of the expertise mobilized (long-term, short-term and recurrent), technical/qualitative input on the terms of reference of the short-term missions developed by the heads of components 1 and 2;
o Validate the terms of reference for expert missions and ensure the quality of the deliverables.
o Contribute to the organization of missions at the technical level in connection with stakeholders in Moldova, supervise and coordinate their work, ensure post-mission follow-up;
Ensure the functions of representation with partner institutions, the donor and the PTFs
o Represent Expertise France to the national authorities, consortium partners and donors.
o Ensure a close working relationship with the main beneficiaries:
§ Ministry of Economic Development and Digitalization (MDED)
§ Public Property Agency (APP)
o Ensure dialogue with beneficiary institutions and stakeholders.
o Facilitate coordination between institutions involved in the reform of SOEs and public asset management.
o Contribute to strengthening the ownership of reforms by Moldovan institutions.
o Prepare and participate in project governance bodies:
§ Steering Committee
§ Operational Follow-up Committee
o Ensure the visibility of the project in accordance with the communication rules of the European Union.
o Ensure coordination with other initiatives, internal and external, and other projects of the Office in Moldova;
- Administrative and financial coordination of the project
o Ensure the proper execution of the lessor’s contract (technical, financial and contractual): implementation, budget execution, respect for the duration, compliance with commitments; anticipate and manage risks and developments related to the project and alert the EF headquarters if necessary;
o Write the narrative technical reports provided for in the lessor’s contract (interim reports, final report);
o Contribute to communication between headquarters and the field; participate in internal project review exercises;
o Identify implementation risks and propose corrective measures.
- Management of the project team
o Supervise the project team based in Chișinău.
o Organize the distribution of tasks and monitor the progress of activities.
o Participate in recruiting and integrating team members.
o Ensure a work environment compliant with EF procedures (premises, equipment, well-being, etc.);
o Manage the organization of work within the project team; ensure the proper execution of activities by the team;
o Ensure that employees comply with the agency’s rules and procedures, particularly in terms of safety and good conduct.
- Oversee the implementation of monitoring, evaluation, accountability and learning (SERA)
o In connection with the Consortium partners and the expert. e SERA.
- Any other task required by Expertise France as part of the project
The project manager will be under the supervision of the Deputy Head of Transparency, Management and Public Accountability (TGR), within the Governance Department (GOUV) at Expertise France headquarters.
He/she will coordinate his/her action with the EF teams based in Paris, and notably the project manager in the TGR division.
The project 'Improving Moldova’s Access to the EU Single Market and Advancing State-Owned Enterprises Reform' aims at supporting the accession process of the Republic of Moldova to the European Union by strengthening its institutional framework, regulatory and operational for integration into the European single market and by improving governance of public enterprises and the management of public assets.
The project is implemented in the Republic of Moldova, mainly in Chișinău, for a duration of 36 months (2026-2029) and with a total budget of 6 million euros, funded by the European Union. The implementation consortium is composed of Expertise France (leader), the Slovak Agency for International Development Cooperation (SAIDC) and the Czech Development Agency (CzDA).
The action aims to contribute to strengthening Moldovan institutional capacities in order to facilitate effective access to the single European market, improve economic competitiveness and strengthen public economic governance.
