Mission description

Expertise France is looking for a project manager for the implementation of the "EU Funded Forest Climate Change and Biodiversity" (EU FCCB) project funded by the European Union in Papua New Guinea (PNG).

Under the management of the Country Director, the project manager will be responsible for:

  1. Strategic direction, leadership and project management:
  • Ensure the strategic vision and intervention logic of the project and its alignment with stakeholders' priorities, the country strategy, donor expectations, and environmental issues.
  • Formalize and share a strategic reading of the project on sectoral issues, institutional positioning, and risks and opportunities for the Agency.
  • Ensure the implementation of the project, including all activities, deliverables and outcomes.
  • Oversee the implementation of the project’s monitoring, evaluation and learning plan.
  • Review and analyze the project’s performance and environment, recommend and implement adjustments in the project’s strategy, plans, and approaches.
  • Provide direction and define project priorities.
  • Identify and manage project risks and opportunities
  • Plan the reporting exercises (technical, financial, donor, internal) annually, with a shared schedule, integrated into the project team’s (PNG and Headquarters) and USP’s workload plan.

 

  1. Representation and communication of the project:
  • Represent Expertise France on all project matters to the donor, PNG authorities and other stakeholders based in PNG.
  • Maintain and strengthen strong relationships with project stakeholders and beneficiaries.
  • Strengthen links with other implementing agencies working in similar fields.
  • Participate in national, regional and international conferences and workshops, and advocate for political and administrative decision-makers on project approaches and outcomes.
  • Organize, prepare and participate in project governance bodies, including steering committees and technical committees.
  • Fully integrate the project into an AFD Group and Team France approach
  • Ensure the visibility of the project and promote its approaches and results. 
  1. Management of the team and resources:
  • Provide guidance and leadership for the organization of the project team and the adjustment of this organization in order to achieve the objectives of the project at each stage.
  • Establish an organization that allows the project to operate without excessive dependence on chieftaincy, through effective delegation and clearly distributed responsibilities.
  • Empower team members in their management through appropriate management, strategic guidelines and access to tools.
  • Organize the assignment of roles and responsibilities, within the project team and vis-à-vis the Headquarters (GEO project manager and sustainable development project manager).
  • Ensure the stabilization of the project organizational chart by retaining its members and accompanying them to performance.
  • Organize and monitor the use of project resources; in coordination with USP (Project Support Unit).

The project manager will be based in Port Moresby and report to the country director.  He will lead the project team and will have as a mandate the coordination of integrated experts within government institutions. Ensure the management of the Technical Coordinator and the Country Project Manager.

Project or context description

Expertise France has been implementing the national component of the EU FCCB program for more than 2 years. The project is entering a second phase of maturity where solid foundations have been laid, particularly in terms of anchoring in the PNG institutional landscape.

The general objective of this program is to "Support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-sensitive green growth that generates jobs at national level and is piloted at sub-national/community level."

The three specific objectives are as follows:

  • SO1: "Effective implementation of evidence-based FCCB policies, governance and institutional frameworks".
  • SO2: "Improved awareness, knowledge, capacities and mobilisation".
  • SO3: "Increased inclusive and gender-responsive green growth".

In the context of the ongoing decentralization of Expertise France’s activities, this project has been implemented within the framework of a Country Management Office since the end of 2024. 

Required profile

  • Master in international relations, international development, environment, sustainable development or equivalent.
  • At least 10 years of experience in the management or supervision of international cooperation projects, international technical assistance projects or institutional capacity building projects (preferably in the environment/ climate change/ biodiversity sector).
  • At least 5 years of experience in team management and supervision.
  • Significant experience and knowledge in tropical forest issues.
  • Experience in national planning processes and developing green economy strategies.
  • Ability to carry out a diagnosis, design and propose a solution adapted to the context.
  • Proven experience in conducting multi-stakeholder processes and consultations.
  • Team spirit and ability to unite stakeholders and team members around common objectives.
  • Excellent communication and intercultural skills.
  • High professional and ethical standards.
  • Excellent writing and synthesis skills in English (mastering French will be a plus). 
  • Organization, autonomy and ability to adapt.
  • Resilience and ability to adapt to unforeseen circumstances.
  • Experience with EU-funded projects required.
  • Experience at Expertise France would be an asset.
  • Knowledge of Papua New Guinea would be an asset.
