Mission description
Expertise France is recruiting a Project Leader with strong experience in project coordination and a deep understanding of economic governance, preferably in Libya.
Based in Tunis or Tripoli, the incumbent will be responsible for the overall coordination, and quality assurance of the project’s, in close collaboration with partners, beneficiaries, and the donor.
The position is under the direct supervision of the Programme Manager and Deputy Programme Manager.
Main Responsibilities
1. Strategic Leadership and Operational Management
- Ensure the overall coordination of project activities;
- Define the intervention strategy in consultation with stakeholders;
- Plan, supervise, and monitor the implementation of activities and budget execution;
- Coordinate consultation meetings with project partners;
- Monitor results and ensure quality control of all deliverables;
- Prepare contractual and internal reports (inception, interim, final reports);
- Present progress and results to the Steering Committee and act as its secretariat;
2. Direct supervision of Component 1 of the project
- With the support of the Public Finance Management Technical Expert, ensures the supervision of the implementation of Component 1.
- Defines the action plan for activities.
- Coordinates the implementation of activities.
- Monitors and evaluates the results.
3. Partnership Coordination
- Coordinate institutional and technical partnerships;
- Facilitate coordination and information-sharing among institutional and private actors;
- Ensure adequate communication and collaboration between team members, headquarters, and partners;
- Organize and chair working sessions.
4. Functionnal team coordination
• Ensure coordination among the different team members under the supervision of the Programme Manager and the Deputy Programme Manager.
5. Cross-cutting and Technical Assistance Activities
- Maintain coordination with Expertise France headquarters;
- Ensure synergies and complementarity with other EF projects in Libya and the region;
- Support capitalization and knowledge-sharing within and beyond the project;
- Supervise communication, visibility, and event organization activities;
- Participate, when required, in project development initiatives of the GEO Department in Tunisia and Libya.
Project or context description
The project is a multidimensional initiative implemented by Expertise France. It aims to contribute to Libya’s sustainable and inclusive economic recovery through four interconnected pillars:
Public Finance Management (PFM) – supporting Libyan institutions in modernising and improving the transparency, accountability, and efficiency of public financial management;
Digital Transformation – assisting national institutions in developing an enabling digital environment and strengthening e-governance capacities;
Green Transition and Sustainable Development – fostering a national dialogue and institutional readiness for a low-carbon and resource-efficient economic model;
Entrepreneurship and Private Sector Support – enhancing the Libyan entrepreneurship ecosystem, improving access to finance, and promoting innovation, particularly among youth, women, and returnees.
The project also aims to create synergies between these dimensions, strengthening the overall economic governance framework and enabling the emergence of a diversified, competitive, and resilient Libyan economy.
Required profile
Required Qualifications and Skills
- Master’s degree (or equivalent) in international cooperation, development, or economics;
- Proven knowledge of Economic Governance, entrepreneurship and innovation, with expertise in at least one of the following:
- Public Finance Management
- Entrepreneurship development
- Innovation and start-up ecosystems
- Public policies supporting the private sector
- Green or digital entrepreneurship
- Familiarity with international donor project management procedures (EU experience an asset);
- Excellent drafting and analytical skills;
- Full professional proficiency in English, Arabic is an asset;
- Knowledge of Expertise France procedures is a strong advantage.
Professional Experience
- Minimum of 10 years of experience in managing international cooperation or technical assistance projects;
- Proven experience in team management in a supervisory role;
- Prior experience in Economic Governance, particularly in fragile or transition contexts; Knowledge of the Libyan economic context is a strong advantage;
- Experience in entrepreneurship ecosystem development or innovation policy support;
- Experience managing projects with budgets of approximately EUR 10 million;
- Experience in or with Libya and the North African region is a strong asset.
Additional information
- Duration: 12 months, renewable up to 42 months;
- Location: Tunis, Expertise France premises (with missions to Libya); Or Tripoli
- The Project Leader will have access to necessary office and IT equipment;
- International travel will be required occasionally.
The validation of this position remains subject to the signature of the contract with the donor.
