Expertise France, the French agency for international technical cooperation, is a key actor in supporting sustainable public policy development worldwide. It designs and implements projects that strengthen governance, security, climate, health, and education systems in developing and emerging countries, contributing to the achievement of the 2030 Agenda.
Greece has requested the support of the European Commission to assist in the capacity-building of the Hellenic Centre for Defence Innovation (HCDI). Through the Technical Support Instrument (TSI), SG REFORM is financing Expertise France to provide expertise and ensure the strengthening of HCDI’s capacities.
The HCDI was created with the primary purpose of developing the innovation ecosystem in the dual-use and defence research and development (R&D) sector, stimulating technological progress, and implementing structural reforms aimed at enhancing resilience. Furthermore, the EU’s “ReArm Europe” initiative emphasizes the need to strengthen military preparedness and effectiveness, in line with objectives to translate the operational needs of the Greek Armed Forces into concrete solutions. Additionally, the future of European defence, as defined by the European Commission in the White Paper on the Future of European Defence, involves developing strategic autonomy and collaborative defence strategies within the EU.
As a key entity tasked with transforming the operational needs of the Greek Armed Forces into concrete solutions, HCDI faces several challenges, including the underdevelopment of dual-use technologies, the absence of a comprehensive government-wide innovation strategy, and limited access to financial instruments. These gaps hinder innovation, weaken national security preparedness, and create inefficiencies in resource allocation.
The Key Expert will serve as the central operational anchor for the project, ensuring seamless technical and operational implementation of all key outputs while bridging Expertise France headquarters with Greek counterparts (HCDI, MoND, GAF). Reporting directly to the Expertise France Project Manager, the expert will monitor progress across the logical framework toward specific outcomes—such as enhanced GAF resilience through innovative procurement (target: ≥5 R&D-derived products adopted) and a strengthened dual-use ecosystem (targets: 30% EU funding, 30% startup collaborations, 10% private investment complement).
The role encompasses hands-on oversight of deliverable production (O7-O11), proactive risk management (e.g., regulatory hurdles, stakeholder engagement gaps), and internal coordination with the Policy/Innovation Expert (on funding mechanisms, dual-use accelerators like EuroQuity Defence) and Legal Expert (on governance reforms, EDF/EDIP compliance). The Key Expert will drive multi-stakeholder alignment through workshops/interviews, ensure timely STE mobilization, and guarantee coherence between market analysis, institutional reforms, financial tools, and capacity-building activities, ultimately positioning HCDI as a competitive player in European defence innovation.
The project activities are based in Athens, Greece. Therefore, the Key Expert has to be available for regular missions for stakeholder workshops, expert interviews, and peer consultations (primarily Greece, potential EU partners like France).
Education
Master’s degree or equivalent in defence/security studies, industrial engineering, economics, public policy, or related field.
Professional Experience
• Minimum 12-15 years relevant experience, including ≥8 years in European Projects
• Proven track record in defence industry development, dual-use innovation coordination, or public-private partnerships in sensitive sectors.
• Assets: Experience with Greek/Mediterranean defence ecosystems, HCDI/GAF, or EU defence initiatives (EDF/EDIP).
Technical Skills
• Defence market analysis (SWOT, segmentation, info watch); feasibility/business modelling for innovation infrastructure.
• EU funding mechanisms (EDF, state aid, omnibus simplifications); governance reform (decision-making, oversight, legal texts).
• Capacity building design (skills audits, training modules: workshops/e-learning/on-the-job); stakeholder mapping/consultations.
• R&D procurement processes; dual-use tech ecosystems (UAVs, cybersecurity, IP management).
Soft Skills
• Excellent stakeholder management and consensus-building in multi-actor environments (govt, industry, academia).
• Strong analytical and synthesis abilities for complex reports/recommendations.
• Adaptability to dynamic political/regulatory contexts; proactive risk anticipation.
Languages
Excellent English (written/spoken, C1+); Greek and/or French highly desirable.
Deliverables:
• Bi-monthly progress/risk reports.
• Contributions to:
- O7 Test Centre Strategy: Feasibility study, governance model, expertise areas (e.g., UAVs, cybersecurity), ≥3 partners identified, funding business model.
- O8 HCDI Governance Report (Q4 2025): Current framework review, inefficiencies analysis, legal/stakeholder coordination recommendations.
- O9 Financial Tools Report (Q3 2026): EU/national mapping/guidelines, ≥3 instruments assessed, SWOT for Greek institutions, ≥2 consultation workshops.
- O10 Capacity-Building Report (Q2 2027): Skills needs analysis, training plan/modules (≥X persons trained), impact assessment.
- O11 Final Report (1 month post-end): Project synthesis, lessons learned.
- Technical notes on cross-expert coordination (policy/legal/innovation alignment); ad-hoc policy briefs.
