General background

 

Expertise France is the French public agency for international development cooperation. It is a subsidiary of the Agence Française de Développement (AFD) Group and the second-largest agency of its kind in Europe. Our mission: to strengthen public policies in our partner countries in a sustainable way. Since 2016, Expertise France has been supporting Libya’s economic recovery through programs that strengthen the private sector, improve access to finance, support economic and public finance reforms, and enhance employability through skills development. In the field of economic development, the agency focuses on building institutional capacities, supporting key economic reforms, and promoting sustainable private sector growth.

 

Objectives of the Assignment

The objective of this assignment is to support the effective day-to-day implementation of assigned components by ensuring structured coordination, systematic follow-up, timely documentation, and smooth interaction among stakeholders and internal teams. The Project Support Officer will work closely with the Chiefs of Components and project teams to support implementation activities, including:

  • Supporting the preparation and coordination of project activities, missions, workshops, and meetings
  • Assisting in scheduling, logistical preparation, and internal coordination with relevant EF units
  • Providing drafting and organizational support for documents related to activities (e.g. notes, agendas, summaries)
  • Supporting coordination with national counterparts, experts, and service providers, based on guidance from the Chiefs of Components

 

All activities will be implemented under the direction of the Chiefs of Components

 Scope of Services

Under the supervision of the Chiefs of Components for the components to which they are assigned, the Project Support Officer will provide operational and coordination support. The scope of services includes:

3.1.1 Project and Activity Coordination

·         Track workplans, timelines, milestones, and deliverables across assigned components

·         Ensure systematic follow-up on routine coordination tasks, deadlines, and action points

·         Follow up with international and national experts on assignments, deliverables, and reporting requirements

·         Support coordination with key partners and stakeholders

·         Maintain trackers for missions, activities, ToRs, and deliverables

 

3.1.2 Documentation and Reporting Support

·         Support the compilation and organization of inputs for internal reporting and progress tracking

·         Maintain orderly documentation on shared platforms (e.g. Wimi), ensuring accessibility and version control

·         Support alignment of documents with Expertise France and EU templates, under guidance from the Chiefs of Components

·         Supporting the preparation and coordination of project activities, missions, workshops, and meetings

·         Assisting in scheduling, logistical preparation, and internal coordination with relevant EF units

·         Providing drafting and organizational support for documents related to activities (e.g. notes, agendas, summaries)

·         Supporting coordination with national counterparts, experts, and service providers, based on guidance from the Chiefs of Components

 

3.1.3 Stakeholder and Mission Coordination

·         Support the logistical and administrative preparation of meetings and missions, under guidance from the Chiefs of Components

·         Assist with scheduling, preparation of agendas, attendance lists, and follow-up notes

·         Facilitate coordination with Expertise France internal teams (logistics, finance, procurement) for agreed activities

 

3.1.4 Event and Mission Logistics Coordination

·         Support the coordination of logistical arrangements for events and missions, based on agreed plans and instructions

·         Assist in consolidating logistical requirements (venues, participants, interpretation, equipment) and sharing them with relevant EF units

·         Support the preparation of logistical checklists, participant lists, and attendance records

·         Assist with post-event logistical follow-up and documentation

The Project Support Officer will contribute to the smooth implementation of programs by ensuring effective coordination, organization, and follow-up across assigned components. Expected results include:

Profile and Expertise Required

 Education and Experience

·         University degree in economics, public administration, business administration, international development, or a related field

·         Minimum 3–7 years of relevant professional experience, preferably in international cooperation or donor-funded projects

·         Experience supporting projects related to economic development, public financial management, financial sector reform, or institutional capacity building is an asset

Skills and Competencies

·         Very good written and spoken Arabic and English, with the ability to draft clear and professional documents

·         Strong organizational, coordination, and follow-up skills

·         Ability to prepare clear summaries, notes, and draft documents

·         Comfortable working in a support role within multi-stakeholder and multi-component programs

·         Good communication skills and ability to work as part of a team

·         Strong document-management skills, including maintaining structured folders and shared files

The Project Support Officer is expected to comply with the ethical standards and professional conduct principles of Expertise France (EF) and the European Union throughout the duration of the assignment.

The successful candidate will be required to maintain strict confidentiality regarding all information, documents, and data accessed in the course of their duties. This obligation applies to written, verbal, and digital information and remains in force after the end of the assignment.

Any sensitive information related to public institutions, public financial management, financial sector activities, or national policies must be handled with due care and shared only through channels authorised by Expertise France.

In line with the EU General Data Protection Regulation (GDPR – Regulation (EU) 2016/679), the Project Support Officer must ensure that any personal or institutional data handled as part of the assignment is processed lawfully, securely, and solely for professional purposes. Data must not be copied, stored, or shared with third parties without prior authorisation from Expertise France.

The Project Support Officer must also adhere to Expertise France’s internal Code of Ethics, including provisions on integrity, impartiality, respect for diversity, prevention of conflicts of interest, and responsible use of information. Failure to comply with these obligations may result in disciplinary or contractual measures.
