The overall objective of the national expert is to support national ownership and ensure that country‑specific characteristics are integrated into the implementation of sustainable and inclusive blue economy strategy interventions supported by the Blue Facility.
More specifically, the expert will contribute to:
· establishing effective governance for the strategy development process;
· conducting diagnostics of blue economy sectors (fisheries and aquaculture, maritime transport and ports, coastal tourism, energy, maritime services, etc.);
· analyzing environmental, social, institutional and legal contexts;
· identifying risks and opportunities based on up‑to‑date national data;
· defining strategic vision and development scenarios;
· developing operational action plans and implementation frameworks adapted to national contexts.
The Blue Facility will establish a roster of national experts in blue economy strategies across the 13 countries covered by WASOP or experts who have previously worked on similar issues in West Africa.
Experts will be mobilized according to technical assistance requests submitted by countries.
They will preferably be based in the country of intervention but may also work remotely combined with field missions.
The national expert will work in close collaboration with an international lead expert, who will provide technical support and backup.
Key counterparts include:
· the WASOP Sustainable Blue Economy management team and Blue Facility coordination;
· the international reference expert for blue economy strategies;
· national public institutions, private sector actors and civil society organizations;
· other experts mobilized for specific technical assistance missions.
The national expert may contribute to the following activities (non‑exhaustive):
Preparation of the Technical Assistance Program
· Contribute to preparing the budget and indicative timeline for technical assistance activities;
· Provide information on national context, sector developments and institutional positioning;
· Facilitate engagement of national stakeholders in the strategy process;
· Support preparation of terms of reference for additional experts when needed.
Implementation of Blue Economy Strategy Support
· Work closely with national authorities responsible for developing the strategy;
· Mobilize key stakeholders around the strategy process;
· Propose and draft terms of reference for the steering committee overseeing the strategy;
· Conduct sectoral, institutional and legal diagnostics;
· Support development of strategic vision and strategic pillars;
· Contribute to the development of operational action plans;
· Support the design of financing strategies and investment plans;
· Facilitate workshops, meetings and field missions;
· Participate in coordination and monitoring meetings with WASOP teams.
Deliverables that the national expert may be required to develop, review, or contribute to (non-exhaustive list):

DIAGNOSTIC AND PRELIMINARY ANALYSIS PHASE
· Inception Report, mission ToR – agenda and proposals for stakeholders to be consulted
· Stakeholder mapping (governments, private sector, NGOs, communities, technical and financial partners, etc.) and engagement strategy
· Diagnostic Study: overview of the blue economy sectors (sectoral, institutional, socio-economic and environmental analysis)
· SWOT Analysis and Issue Matrix: strengths, weaknesses, opportunities and threats (by sector and cross-cutting)
· Vision and Strategic Framework (Vision, Objectives, Strategic Axes, indicators)
STRATEGIC PLANNING PHASE (Defining the vision, objectives and action plan)
· National Sustainable and Inclusive Blue Economy Strategy
· National Action Plan (NAP) – translating the strategy into concrete actions
· Monitoring and Evaluation Framework (M&E)
FINANCING STRATEGY / INVESTMENT PLAN (Defining the vision, objectives and action plan)
· Financing Strategy: Investment Plan (needs, sources and mobilization)
The WASOP program (West African Sustainable Ocean Program), funded by the European Union with a budget of €59 million, aims to promote integrated and sustainable management of marine and coastal resources in West Africa while supporting inclusive and competitive economic growth.
The program aligns with major international priorities, particularly the African Union's Agenda 2063 and the European Union Ocean Pact, which recognize the blue economy as a strategic driver of sustainable development.
WASOP follows an integrated "Seascape" approach structured around three complementary pillars:
1. Strengthening ocean governance, particularly for sustainable fisheries;
2. Promoting a sustainable and inclusive blue economy;
3. Strengthening the preservation of marine and coastal ecosystems in connection with local communities.
The program operates in 13 coastal countries in West Africa: Benin, Cabo Verde, Côte d’Ivoire, The Gambia, Ghana, Guinea, Guinea‑Bissau, Liberia, Mauritania, Nigeria, Senegal, Sierra Leone and Togo.
Implementation relies on a strategic partnership among several organizations:
· Expertise France – overall coordination through the Blue Hub and implementation of Pillar 2;
· FAO, ICCAT, EFCA and regional fisheries bodies (SRFC and FCWC) for Pillar 1;
· IUCN for Pillar 3 related to ecosystem conservation.
The program began in 2025 and will run for five years.
The Blue Facility under the Sustainable Blue Economy pillar of WASOP aims to support the development of a sustainable and inclusive blue economy in West Africa.
It provides technical assistance at both national and regional levels in order to:
· establish institutional, regulatory and financial frameworks conducive to the development of a sustainable blue economy;
· support operations and investments related to the blue economy across the region.
Technical assistance can cover areas such as:
· development of regulatory frameworks;
· public policy and strategy planning;
· financing mechanisms;
· preparation of investment projects;
· integration of sustainability and inclusion into national strategies;
· development of economic potential in coastal territories.
To respond to these needs, the Blue Facility is creating a roster of national experts specializing in the design and implementation of Sustainable and Inclusive Blue Economy (SIBE) strategies.
1. Qualifications and key skills
The national expert must combine technical expertise, strategic vision, managerial skills and intercultural sensitivity.
Required competencies include:
· Master's degree, engineering degree or PhD in a relevant field (environment, economics, public policy, sustainable development);
· Strong understanding of blue economy challenges, particularly in West Africa;
· In‑depth knowledge of coastal contexts in the country of intervention;
· Ability to design and implement methodological tools and strategic frameworks;
· Capacity to facilitate technical dialogue among diverse stakeholders (government, donors, financial institutions, private sector and civil society);
· Knowledge of environmental and social safeguards including gender considerations;
· Experience in inter‑sectoral governance;
· Strong professional network;
· Proven capacity to supervise and coordinate technical consultants;
· Excellent analytical, synthesis and writing skills;
· Fluency in at least two of the following languages: French, English and Portuguese.
· Minimum 15 years of professional experience in sustainable and inclusive blue economy fields;
· Proven experience in developing national or regional blue economy strategies;
· Experience designing implementation tools such as action plans, investment plans and monitoring systems;
· Strong knowledge of West African coastal contexts;
· Experience working in national institutions is an asset;
· Knowledge of European Union and Global Gateway instruments is an advantage.
Experts may serve in one or more of the following countries: Cabo Verde, Côte d’Ivoire, Benin, The Gambia, Ghana, Guinea, Guinea‑Bissau, Liberia, Mauritania, Nigeria, Senegal, Sierra Leone and Togo.
Duration: 12 months, renewable.
