Mission description

The roster aims to mobilise experts capable of delivering strategic and operational technical assistance to public administrations in a perspective of:

  • Institutional strengthening;

  • Capacity building and knowledge transfer;

  • Support to reform processes;

  • National ownership of fiscal instruments.

Experts intervene strictly in a public policy and public finance perspective, excluding private tax advisory or litigation activities.

Experts may cover one or several of the following areas:

Climate Taxation

  • Design and reform of carbon taxes;

  • Carbon pricing mechanisms;

  • Reform of fossil fuel subsidies;

  • Fiscal instruments for climate mitigation and adaptation;

  • Alignment of tax systems with NDC commitments.

Sectoral Environmental Taxation

  • Energy taxation;

  • Environmental taxes (plastics, pesticides, pollution, waste, etc.);

  • Natural resource royalties and levies;

  • Mining, forestry and extractive taxation;

  • Water-related fiscal instruments.

Public Finance Integration and Policy Coherence

  • Green budgeting;

  • Climate/environmental budget tagging;

  • Distributional impact analysis;

  • Economic and social impact assessments;

  • Policy coherence between taxation, industrial policy and transition strategies.

Tax Administration and Governance

  • Operational implementation of environmental taxes;

  • Administrative organisation and reform;

  • Capacity building for tax and customs administrations;

  • Compliance and enforcement systems;

  • Inter-institutional coordination.

Project or context description

As part of the implementation of its international technical cooperation programmes, Expertise France is strengthening its roster of experts in environmental taxation to support partner countries in:

  • Domestic resource mobilisation;

  • Ecological and climate transition;

  • Public finance and tax policy reform;

  • Alignment of public policies with climate commitments (NDCs).

Assignments are implemented under projects financed notably by AFD, the European Union, international financial institutions and other development partners.

Experts may be mobilised for:

  • Institutional and fiscal diagnostics;

  • Feasibility studies;

  • Economic modelling and simulations;

  • Policy notes and strategic advisory papers;

  • Support in drafting legislation and regulatory frameworks;

  • Reform roadmaps;

  • Policy dialogue facilitation;

  • Training and workshop facilitation;

  • Short-, medium- or long-term embedded technical assistance;

  • Ex-post evaluation of fiscal instruments.

Indicative duration of assignments:

  • Short-term: 5 to 30 days

Required profile

Education

  • Master’s degree or PhD in public economics, public finance, taxation, environmental economics, public policy or related fields.

Professional Experience

  • Minimum 7–10 years of relevant professional experience;

  • Demonstrated experience in tax reform and/or environmental taxation;

  • Experience supporting public administrations (Ministries of Finance, tax authorities, sectoral ministries);

  • Experience in developing or emerging country contexts strongly preferred;

  • Experience in international cooperation and working with development partners is an asset.

Technical Competencies

  • Strong understanding of tax systems and public finance frameworks;

  • Ability to conduct economic and institutional analysis;

  • Experience with impact assessment tools (quantitative and/or qualitative);

  • Ability to provide context-adapted and operational policy recommendations.

Cross-cutting Skills

  • Excellent drafting and analytical skills;

  • Ability to work in multicultural and politically sensitive environments;

  • Strong interpersonal and diplomatic skills;

  • Results-oriented approach with a focus on capacity building.

Languages

  • Fluency in French and/or English required;

  • Knowledge of additional languages (Spanish, Arabic, Portuguese) is an asset.
