Mission description

The MEAL Coordinator leads the implementation and quality assurance of the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework across Expertise France's Ukraine portfolio. Serving as the strategic bridge between Headquarters (HQ) and field operations, the Coordinator ensures all projects align with agency standards while fostering a data-driven, results-based management culture.

The MEAL Coordinator ensures the deployment of agency MEAL standards and policies within the country portfolio under the hierarchical supervision of the CFT (Coordinator of Support Functions) and in functional coordination with the Country Office Director, the MEAL Unit at Headquarters and Project Managers.

Positioned full-time in Kyiv, Ukraine, the MEAL coordinator acts as a liaison between headquarters and project teams, as well as ensures methodological coherence, quality control, consolidation, and alignment with agency standards. He/She guarantees the reliability, completeness and consolidation of MEAL data and contributes to embedding a results-based management and learning culture across the country office.

Position Objectives

·         Ensure effective implementation of Expertise France's MEAL policy and standards and donor's requirements within the Ukraine portfolio;

·         Strengthen project impact, accountability and learning through robust MEAL systems;

·         Ensure methodological quality and harmonization of MEAL approaches across projects;

·         Reinforce the country office's steering and accountability framework through consolidated indicators and dashboards;

·         Foster a culture of evidence-based decision-making and organizational learning.

Key Responsibilities


1. Coordination and Deployment of the MEAL Framework for projects

·         Develop and oversee pluriannual and annual MEAL roadmaps within the Ukraine office.

·         Ensure integration of MEAL commitments across all project phases.

·         Advise senior management to ensure data informs operational and strategic decisions.

·         Ensure gender mainstreaming and accountability integration.

 

 

2. Technical Support and Quality Assurance

 

  • Support project teams in Theory of Change development and logframe design or revision;
  • Ensure indicators are SMART and aligned with contractual obligations and support teams to elaborate MEAL plan (methodology, tools…);
  • Validate data collection tools and methodologies and collect data when it's needed;
  • Ensure data quality assurance and GDPR compliance;
  • Support and pilot external projects' evaluations and generally external MEAL providers for short term expertise, data collection needs or capitalization (ToR drafting, consultant recruitment, steering committee animation, deliverables validation…)

 

3. Accountability and Reporting

  •         Ensure compliance with donor requirements (EU, AFD, others) and with Expertise France requirements (3 projects review per year, 1 indicator report (Thema) per year;
  •         Support project teams to use data in terms of project management, communication and reporting by technical support on data visualization and data-based discussion animation;
  •         Support and review narrative reporting;
  •         Consolidate portfolio-level data and learning.

 

4. Capacity Strengthening and Learning

  •         Identify MEAL capacity gaps and MEAL human resources needs;
  •         Design and facilitate technical trainings in relation to the MEAL training offered from the Headquarters;
  •         Organize onboarding sessions on MEAL for new staff;
  •         Facilitate learning workshops and communities of practice.

Required profile

Education:

·         Advanced university degree in Political Science, Social Sciences, International Development, Project Management, Statistics, Economics, or related field.

 

Professional Experience:

  •         Minimum 5 years of experience in MEAL for development or humanitarian programs;
  •         Experience coordinating MEAL systems;
  •         Experience with the EU and/or AFD-funded projects is an asset;
  •         Proven expertise in Results-Based Management, Theory of Change, and evaluation management;
  •         Experience of workshop animations and MEAL capacity building
  •         Good knowledge of Ukrainian context


Technical Skills:

  •         Strong mastery of quantitative and qualitative methodologies.
  •         Proficiency with data collection, analysis and visualization tools (KoboToolbox, ODK, SurveyCTO, R, SPSS, Stata, Power BI or equivalent).
  •         Strong understanding of gender mainstreaming in MEAL systems.
