Mission description

1       General background

 

Expertise France is the French public agency for international development cooperation. It is a subsidiary of the Agence Française de Développement (AFD) Group and the second-largest agency of its kind in Europe. Our mission: to strengthen public policies in our partner countries in a sustainable way. Working alongside public actors, civil society, and the private sector, we design and implement projects that stimulate innovation and reinforce their actions to benefit everyone. Through our expertise in governance, security, climate, health, education, entrepreneurship, cultural and creative industries etc., Expertise France contributes to achieving the Sustainable Development Goals (SDGs) in over 140 countries, with public funding from French and European sources.

 

Since 2016, Expertise France has been supporting Libya’s economic recovery through programs that strengthen the private sector, improve access to finance, support economic and public finance reforms, and enhance employability through skills development. In the field of economic development, the agency focuses on building institutional capacities, supporting key economic reforms, and promoting sustainable private sector growth.

 

2       Objectives and desired results

 

2.1       General objective

 

The overall objective of this assignment is to provide planning, coordination, logistical, administrative, and reporting support to the Chiefs of Component responsible for the implementation of activities of Expertise France portfolio in Libya.

 

2.2       Specific objectives

 

·         Support the Chiefs of Component in the planning and implementation of programme activities.

·         Facilitate coordination and communication with Libyan stakeholders and beneficiaries, as required.

·         Support the organisation and preparation of meetings, workshops, trainings, and missions.

·         Contribute to logistical preparations, in coordination with the logistics team, when needed.

·         Support the preparation of written outputs, including reports, Minutes of Meetings, and activity-related documentation.

·         Support follow-up actions with beneficiaries and participants before and after activities.

·         Contribute to the organisation, tracking, and management of project documentation, including supporting documents.

 

2.3       Anticipated results

 

·         Improved planning and implementation of activities under EU4SKILLS and INVEST4LY.

·         Strengthened coordination and communication with Libyan stakeholders and beneficiaries.

·         Timely preparation of clear, accurate, and well-structured reports, MoMs, and activity documentation.

·         Improved organisation, accessibility, and traceability of project documentation.

·         More efficient logistical and administrative processes supporting programme delivery.

·         Reduced administrative and coordination workload for the Chiefs of Component.

3       Description of the assignment

 

In close coordination with the Chiefs of Component, the Project Support Officer will support the implementation of activities under the EU4SKILLS and INVEST4LY programmes by carrying out the following tasks:

3.1       Planning and Coordination Support

  • Support the Chiefs of Component in the planning and implementation of programme activities.
  • Assist in preparing activity schedules, coordination notes, and internal follow-up trackers.
  • Support coordination with Libyan stakeholders and partners when required.

3.2        Logistical and Administrative Support

  • Contribute to the logistical preparation of meetings, workshops, trainings, and missions, in coordination with the logistics team.
  • Support the organisation of venues, participant coordination, and activity-related arrangements.
  • Assist with administrative follow-up related to activities, when required.

3.3        Reporting and Written Outputs

  • Draft and support the preparation of project documentation, including:

o    Minutes of Meetings (MoMs);

o    Mission reports;

o    Activity and progress reports;

o    Logistical or operational mission notes, where relevant.

  • Support the preparation of agendas, participant lists, and briefing materials.

3.4       Follow-up with Beneficiaries and Participants

  • Support follow-up with beneficiaries and participants before and after activities, as required.
  • Assist in collecting feedback, confirmations, and supporting documentation related to activities.

3.5       Documentation Management and Archiving

  • Collect, organise, and maintain project documentation related to activities (attendance sheets, agendas, reports, supporting documents).
  • Maintain updated lists of participants, beneficiaries, and activities.
  • Ensure proper filing and archiving of documents in shared folders, in line with internal and audit requirements.

 

3.6       Coordination

 

Regular coordination exchanges shall be held with the Chiefs of Component throughout the assignment to follow up on progress and address any issues that may arise.

The designated individual expert shall act as the focal point for the implementation of the assignment and for communication purposes.

 

Project or context description

    Place, duration, and terms of performance

1.1       Implementation period: 03/2026 – 02/2027

1.2       Effective duration per assignment: Up to 216 days within the implementation period.

1.3       Location: The selected candidate will work from Expertise France’s office in Tripoli, Libya. Travel to other cities in Libya, as well as frequent travel to Tunis, will be required as needed for the implementation of activities.

The assignment requires an individual expert with strong organisational, coordination, and communication skills, capable of supporting the planning and implementation of project activities in a complex, multi-stakeholder environment.

 

      Qualifications

  • University degree in project management, business administration, international relations, social sciences, or a related field.

     Professional Experience

  • Minimum of 3 years of relevant professional experience in project support, coordination, logistics, or administrative roles.
  • Prior experience supporting donor-funded projects, international organisations, or development programmes is considered an asset.
  • Prior experience working with national institutions, including public and government entities, is a strong asset.
  • A well-established professional network with government institutions, public entities, international organisations (INGOs), and civil society organisations (CSOs) is highly desirable.
  • Experience supporting the organisation and coordination of meetings, workshops, trainings, and missions.

 Skills and Competencies

  • Strong organisational and time-management skills, with the ability to manage multiple tasks simultaneously and meet deadlines.
  • Proven ability to support planning, coordination, and follow-up of complex activities.
  • Excellent writing skills, with demonstrated experience in drafting high-quality technical documents, reports, analytical notes, and other formal written outputs.
  • Strong attention to detail and ability to organise, track, and archive documentation in a structured and systematic manner.
  • Strong interpersonal and communication skills, with the ability to liaise effectively with stakeholders and beneficiaries at different levels.
  • Problem-solving skills and the ability to work effectively under pressure.

Languages

  • English and Arabic: Excellent written and spoken command.

Additional Requirements

  • Availability to travel within Libya and to Tunis, as required.
  • Ability to work in a team-oriented, fast-paced, and results-driven environment.

The Project Support Officer is expected to comply with the ethical standards and professional conduct principles of Expertise France (EF) and the European Union throughout the duration of the assignment.

The successful candidate will be required to maintain strict confidentiality regarding all information, documents, and data accessed in the course of their duties. This obligation applies to written, verbal, and digital information and remains in force after the end of the assignment.

Any sensitive information related to public institutions, public financial management, financial sector activities, or national policies must be handled with due care and shared only through channels authorised by Expertise France.

In line with the EU General Data Protection Regulation (GDPR – Regulation (EU) 2016/679), the Project Support Officer must ensure that any personal or institutional data handled as part of the assignment is processed lawfully, securely, and solely for professional purposes. Data must not be copied, stored, or shared with third parties without prior authorisation from Expertise France.

The Project Support Officer must also adhere to Expertise France’s internal Code of Ethics, including provisions on integrity, impartiality, respect for diversity, prevention of conflicts of interest, and responsible use of information. Failure to comply with these obligations may result in disciplinary or contractual measures.
