Mission description

1       Objectives and desired results

1.1       General objective

The overall objective of this assignment is to provide planning, coordination, logistical, administrative, and reporting support to the Chiefs of Component responsible for the implementation of activities of Expertise France portfolio in Libya.

1.2       Specific objectives

·         Support in planning, preparing, and implementing project activities. 

·         Facilitate coordination with Libyan institutional partners, service providers, and other stakeholders. 

·         Assist in organizing workshops, trainings, and meetings, ensuring smooth logistical and administrative arrangements. 

·         Contribute to project monitoring, reporting, documentation, and procurement processes. 

1.3       Anticipated results

·         Effective and timely implementation of project activities and events. 

·         Strengthened coordination with partners and service providers. 

·         High-quality logistical and administrative support provided to the project team. 

·         Regular, structured documentation of activities, minutes, reports, and follow-up actions. 

·         Enhanced efficiency in project management processes through reliable support. 

 

2       Description of the assignment

2.1       Planned activities

2.1.1         Peparation and Coordination

·         Contribute to the design of capacity building programs (activities, experts, etc).

·         Coordinate with Libyan partners, public institutions, and private stakeholders for activity planning. 

·         Support procurement processes (Terms of reference, selection, and ensure compliance with regulations)

·         Maintain regular communication with local partners and follow up on agreed tasks. 

·         Prepare participant lists, official letters, and logistical notes.

·         Assist in drafting concept notes, agendas, schedules, and briefing documents

 

2.2       Implementation of Activities

·         Provide operational program support (organization of workshops, trainings, study tours, and coordination meetings.

·         Support logistical arrangements (venue, catering, transport, accommodation, materials). 

·         Ensure smooth implementation of agendas and provide on-site/remote support during events.

·         Undertake a range of administrative and support tasks as needed. 
 

2.3       Follow-up and Reporting

·         Support the preparation of activity reports, consolidated notes, and follow-up action lists. 

·         Archive documents and ensure proper filing in project management systems. 

·         Support monitoring of activity progress, indicators, and timelines. 

·         Assist with visibility and communication material preparation when required.

 

2.4       Coordination

The expert will report directly to the chief of Component 3 Yosra bennagi

3       Place, duration, and terms of performance

1)      Implementation period: 03/2026 – 12/2027

2)      Effective duration per assignment: Up to 216 days within the implementation period.

3)      Location: The selected candidate will work from Expertise France’s office in Tripoli, Libya. Travel to other cities will be requested as needed.

Required profile

      Required expertise and profile

       Number of experts per assignment: 1

    Profile of the designated expert(s) responsible for contract execution

     Qualifications and skills:

-       Bachelor’s degree in Project Management, Business Administration, Development Studies, Environmental Studies, or a related field. A master's degree is a plus.

-       Strong organizational, coordination, and communication skills. 

-       Fluency in English and Arabic; French is an asset.

   Professional experience

           - 8-10 years of professional experience, of which at least 5 years working with international organizations, NGOs, or donor-funded projects either directly or in a partner role.   

-       Excellent understanding of the functioning of Libya’s public sector institutions and the ecosystem of economic governance actors (ministries, regulatory bodies, public agencies, and international partners).

-       Strong experience in designing capacity-building programs, particularly for the public sector and local stakeholders

-       Knowledge of green and/or blue economy sectors is necessary. 

-       Experience coordinating events and managing logistical arrangements.

The Project Support Officer is expected to comply with the ethical standards and professional conduct principles of Expertise France (EF) and the European Union throughout the duration of the assignment.

The successful candidate will be required to maintain strict confidentiality regarding all information, documents, and data accessed in the course of their duties. This obligation applies to written, verbal, and digital information and remains in force after the end of the assignment.

Any sensitive information related to public institutions, public financial management, financial sector activities, or national policies must be handled with due care and shared only through channels authorised by Expertise France.

In line with the EU General Data Protection Regulation (GDPR – Regulation (EU) 2016/679), the Project Support Officer must ensure that any personal or institutional data handled as part of the assignment is processed lawfully, securely, and solely for professional purposes. Data must not be copied, stored, or shared with third parties without prior authorisation from Expertise France.

The Project Support Officer must also adhere to Expertise France’s internal Code of Ethics, including provisions on integrity, impartiality, respect for diversity, prevention of conflicts of interest, and responsible use of information. Failure to comply with these obligations may result in disciplinary or contractual measures.
