Reporting to the Head of the Urban Development and Circular Economy Division and working in coordination with the Expertise France Project Manager at headquarters (Paris), the Project Manager's main responsibility will be the overall coordination of the Project.In conjunction with the project team that he/she will supervise, the Project Manager will have the following responsibilities:
For the EU Green Recovery Facility project:
Strategic and operational management of the project:
- Steering operational guidelines and implementation: ensuring technical and budgetary monitoring of the project in conjunction with national partners and the European Union and monitoring its implementation;
- Identifying and mobilizing all the resources necessary for the successful implementation of the project;
- Ensuring accountability and learning from the project;
- Leading the monitoring and evaluation of the project in conjunction with the team and the monitoring and evaluation officer at headquarters;
- Supervise the production and implementation of the communication strategy;
- Ensure the effective integration of gender equality and social inclusion in all project activities and results;
- Ensure technical quality control of all deliverables in conjunction with the team.
General project coordination:
- Coordinate relations with the EU (European Union Delegation in Colombo) as well as with the Ministry of Environment, the Ministry of Finance, and all other project partners;
- Represent the project and Expertise France to all partners (steering committee, operators, and institutional, technical, and financial partners) and develop partnerships;
- In close collaboration with the EU, ensure coordination and synergies with technical and financial partners in the region (AFD, World Bank, UNDP, UNEP, GIZ, etc.), report on and monitor the progress of synergies.
Administrative and financial management (in collaboration with the Administrative and Financial Project Manager at headquarters):
- Supervise the monitoring, by the Administrative and Financial Manager, of the various agreements and contracts in accordance with procurement procedures;
- Supervise financial monitoring, financial forecasts, budget closings, and the production of financial reports (prepared by the Admin-Finance Manager);
- Produce activity reports for the donor;
- Produce all documents necessary for internal reporting to EF: monthly and semi-annual reviews;
- Oversee the quality of project deliverables, interim and final technical and financial reports, and annual financial audits.
Team and management:
- Lead and coordinate the project team in Colombo: participate in the recruitment of project team staff, define the team's operational objectives, organize work plans, monitor, support, and foster a high level of trust among team members;
- Mobilize short-term expertise in conjunction with the thematic Project Manager at headquarters and long-term technical experts: identify needs, prepare terms of reference, select, monitor, and perform quality control.
- Ensure the proper administrative management of team staff in collaboration with the Admin-Finance Manager at headquarters and the Admin-Finance Manager in Colombo.
- In conjunction with EF headquarters in Paris, monitor issues related to the establishment of the project team and, more generally, EF in Colombo;
- Ensure compliance with the security policy defined by the security department;
- Ensure that a calm, dynamic, and positive working atmosphere is maintained.
Other cross-functional tasks:
- Institutional representation of EF.
- Identification of potential developments with various donors (notably the EU and AFD), preliminary negotiations for developments in Sri Lanka.
- Management of the office.
This job description is not exhaustive. In general, the Project Manager is responsible for ensuring that the project's contractual objectives are met and must carry out all activities necessary for the successful execution of the project.
As part of a European Union fund delegation, Expertise France has been implementing the EU Green Recovery Facility project in Sri Lanka since January 2023. This four-year project has a total budget of €5 million. In 2026, Facility is in full implementation phase, with a dozen different activities underway. From now until the end of the project, the focus is on the successful implementation of the activities launched and the successful completion of the project (April 2027).
The overall objective is to support Sri Lanka's recovery and transition to a green and inclusive economy.
The specific objectives (SOs) are:
Education
- Master's degree in environment, sustainable development, development economics, project management, or another equivalent field.
Experience
- At least 6 years of professional experience in implementing technical assistance/institutional capacity-building projects on topics related to the inclusive green economy (climate change, energy, biodiversity, green, blue, and/or circular economy);
- Very good knowledge of climate change issues (mitigation and adaptation). Knowledge of these issues specifically in South Asia is an asset;
- Managerial experience in managing and implementing multi-partner development projects in the given sector;
- Experience in national planning processes and strategy development related to the inclusive green economy (climate change, energy, biodiversity, green, blue and/or circular economy);
- Proven experience in facilitating multi-stakeholder processes and consultation with partners;
- In-depth experience of EU-funded projects;
- Previous experience with EF and knowledge of internal procedures is a strong asset.
- Experience in Sri Lanka or another country in the Indo-Pacific region would be an asset.

Project team
The project is coordinated from Colombo. As a guide, the team will consist of around nine permanent staff based in Colombo. Short- or medium-term experts will also be brought in to work on the project.
