Mission description

The expert will be responsible for managing technical assistance, coordination, planning, and implementation of activities entrusted to Expertise France on components 2 and 3 of the project, according to quality criteria, duration and costs.

 The expert will perform his duties under the hierarchical responsibility of the Project Manager and the Country Director Ethiopia of Expertise France and in functional link with the team of the Project Support Unit based in Addis Ababa.

 Based in Addis Ababa, Ethiopia, the expert will be in charge of the following missions (non-exhaustive list):  

1. Operational and strategic management of components 2 and 3 of the project

  • Contribute to the definition of orientations and operational strategy, programming, coordination of activities and compliance with administrative and financial requirements;
  • Plan and steer the implementation of activities under components 2 and 3 of the project, according to quality, duration and cost criteria set contractually with the donors and in close collaboration with the various stakeholders;
  • Contribute to the articulation of the project with current or future policies, programs and projects in Ethiopia and in the region;
  • Participate in the definition of needs and the development of terms of reference for activities;
  • Identify the difficulties encountered, the risks identified and/or the context elements (sectoral, security, political, etc.) that could have an impact on the proper implementation of activities, and lead the formulation of mitigation measures;
  • Ensure the framing and definition of short-term expert missions, particularly regarding the drafting of terms of reference, their recruitment, their support, and the drafting of mission reports;
  • Participate in the quality control of deliverables produced as part of the project (mission reports, contractual deliverables, etc.);
  • Participate in the welcome and smooth running of internal or external missions related to the project (headquarters missions, short-term expert missions, etc.);
  • Participate in the planning and organization of technical workshops for joint programming, various frameworks for exchange and consultation between project stakeholders, as well as project steering committees, in close coordination with the authorities and donors;

In coordination with the project manager, the expert may be requested to provide ad-hoc support to activities related to Component 1 (property tax deployment), particularly to ensure operational continuity during periods of absence or high workload. This support may include facilitating dialogue and coordination with national and local authorities, contributing to selected technical discussions, and supporting stakeholder engagement when relevant. Such involvement will remain complementary to the expert’s primary responsibilities under Components 2 and 3.

 2. Monitoring, evaluation, accountability, learning

In connection with the partners and with the support of resource persons dedicated to Monitoring Evaluation Accountability Learning (MEAL) for the project and at the headquarters of Expertise France:

  • Participate in updating the methodological framework and monitoring and evaluation system to monitor and measure project results, particularly on components 2 and 3;
  • Ensure the monitoring of project indicators (quantitative and qualitative), in connection with the logical framework;
  • Implement the actions required to facilitate the work of collecting data from the project’s implementing partners, and contribute as necessary to their analysis;
  • Supervise the preparation of interim and final activity reports for the funder, according to the deadlines and contractual terms;
  • Contribute to the development of key documents and deliverables related to project activities (CR workshops, meetings, training, missions, etc.);

3. Institutional and partnership relations, governance

  • Contribute to the smooth conduct of institutional relations with national and local partners and actors. To this end, he/she ensures a transparent and fluid follow-up of the activities implemented with the Ethiopian authorities;
  • Maintain an optimal level of knowledge and ownership of the different project stakeholders;
  • Carry out any necessary tasks, in consultation with its teams, to facilitate the organization and facilitation of various coordination, exchange and consultation meetings with all stakeholders (joint programming workshop, technical committee, steering committee, annual meeting of technical operators, etc.);
  • Maintain close relations with the headquarters of Expertise France by communicating as necessary with the Project Officer at headquarters, and participating in relevant team or work meetings;

4. Administrative and financial management of the project

In close collaboration with the country management team, and in particular the Administrative and Financial Manager:

  • Contribute to compliance with the procedures imposed by AFD and Expertise France (eligibility rules for expenses, procurement, grants, reporting);
  • Participate in regular meetings with the RAF and the accountant to track project expenditures on components 2 and 3;

 5. Communication

  • Ensure the visibility and promotion of the activities implemented and results/outcomes achieved;
  • Contribute to the implementation of the project’s communication and visibility plan;
  • Contribute to developing the language elements related to project activities on which visibility is expected, and ensure a link as needed with national and international media;

Project or context description

Over the past two decades, Ethiopia has experienced particularly rapid economic growth, with an annual rate of more than 10% between 2004 and 2019. Since 2020, the pace of growth has slowed to around 7-8% (projected 7.2% for fiscal year 2024/25). The country’s fiscal position has deteriorated in recent years. After having reached 4% in 2021/22, the budget deficit nevertheless tends to reduce gradually (1.5% in 2024/25). Ethiopia remains at high risk of over-indebtedness, despite better control of its public debt, with a rate projected at 49.8% for 2024/25. The country is engaged in a debt restructuring process, currently being formalized.

 The ratio of tax revenues to GDP has seen a continuous decline in recent years, from 12.4% in 2014/15 to 6.8% in 2022/23. This level is well below the IMF-recommended minimum of 15% and the median of SSA countries. As a corollary, this deterioration has translated into a contraction in expenditure in real terms, particularly social and investment spending.

 The fiscal potential is estimated at 17% of GDP, with a fiscal gap of around 9%, mainly attributed to deficits related to revenue collection and tax compliance.

 The project targets three strategic and operational areas:

·       Deployment of the new property tax.

·       Management, administration and monitoring of tax exemptions/incentives.

·       Strengthening the management of tax claims.

In accordance with these specific objectives, the present project is structured around 3 components:

Component 1 – support for the gradual deployment of the property tax

The project will operate on two complementary levels:

·       Support to the Property Tax Taskforce for the in-depth implementation of the global regulatory and operational framework, as well as for steering the roadmap and gradual deployment in regions and municipalities.

·       Support to the city of Addis Ababa in defining the regulatory and operational framework for land tax and property valuation and their experimental implementation.

Component 2 – optimization of the tax incentive management system

The project will support the Ministry of Finance (MoF), in particular its Tax Policy Department, and the Ministry of Revenue (MoR) in carrying out the following activities:

·       Support, if necessary, for the development of implementation guidelines on the new tax incentive regime.

·       Mapping of processes/needs and support for the structuring of protocols regarding the exchange of information and data on the tax incentives granted and their application/monitoring, between the MoF, the MoR, the Customs Commission and the Investment Commission  (including evaluation of automated sharing and/or optimization possibilities).

·       Comprehensive diagnosis on the management and monitoring methods of tax incentives at the MoR level, in particular on tax declaration, tax audit and investigation processes (by integrating automation options) and support for the implementation of recommendations. 

·       Development of a procedures manual on the management of tax incentives: legal and organizational framework, granting, administration and monitoring, registration and reporting.

·       Structuring of the database on tax incentives and definition of feeding modalities and operation.

·       Definition of the format, methods of preparation and coverage of the report on monitoring tax incentives, and support for its development.

·       Prefiguration of methods/models for ex-ante and ex-post evaluation of tax incentives on the impacts of incentives in socio-economic terms (investments, jobs, etc.) – and experimental test.

·       Reflections and advice on the consideration of environmental issues in the design and criteria for granting tax incentives.

The technical support will mainly focus on capacity building. It may also include the organization of workshops and training, as well as the acquisition of basic software solutions (database management, modeling, etc.). 

Component 3 – strengthening the management of tax claims

The project will accompany the MoR and more particularly the Tax Debt Management Directorate, in the following activities:

·       The implementation of a system and criteria for prioritizing activities/files, based on risks, type of claims and type of taxpayers.

·       The update of procedures/recovery manual, and dissemination/training workshops.

·       The improvement of payment plans/schedules, in connection with the implementation of direct debit from taxpayers.

·       The definition of guidelines for qualifying and processing write-offs.

·       The reorganisation of the Tax Debt Management Directorate, at central level and offices in the regions – based on risk-related criteria.

·       The development of partnerships (banks, other administrations, etc.), for sharing taxpayer data and enforcing forced recovery measures.

Required profile

QUALIFICATIONS AND EXPECTED SKILLS:

 Candidates must:

·       Have at least 15 years of professional experience on tax policy and tax administration;

·       Excellent knowledge of the Ethiopian tax environment and institutions;

·       Have proven skills in tax policy issues and domestic resource mobilization, particularly on one of the two components of the project (tax incentives management and tax debt management);

·       Have experience in the field of change management and the implementation of reforms; be equipped with interpersonal skills and dialogue abilities with both politicians and technicians;

·       Demonstrate oral and written proficiency in English; Good command of Amharic is a strong asset;

·       Have professional experience in support/advice to authorities in Africa, ideally, and particularly in terms of the development/organisational strengthening of tax administrations;

·       Have knowledge of cooperation mechanisms, official development assistance, international cooperation actors with experience in implementing international cooperation projects in developing or emerging countries;

·       Excellent ability to work in a team;

·       Have skills to evolve within multidisciplinary and multicultural teams;

·       Mastery of office tools (Word, Excel, PowerPoint, etc.);
