1) General objective
The general objective of the assignment is to support the project in achieving the EU’s visibility goals through ESIWA+ activities, specifically with regards to social media management and operational support for communications activities. In addition, the communications officer will contribute to planning activities, and collecting and analysing impact metrics.

The Communications Officer will be part of the ESIWA+ project team and work closely with EF and GIZ Co-Directors, Project Managers, the Senior Communications and Visibility Expert, the four Thematic Coordinators, Project Donors, and interlocutors from EU institutions and other EU projects.
Indicatively and non-exhaustively, support will be required in the following areas:

General
Since April 2020, the European Union has driven a project titled “Enhancing the EU’s Security Cooperation in and with Asia” (ESIWA). On 1 October 2024, its second phase began under the name of ESIWA+ that will end on 30 September 2027 (3 years).
The ESIWA+ project contributes to strengthening the EU’s defence and security engagement in and with Asia and the Indo-Pacific by supporting tailormade activities with nine partner countries (India, Indonesia, Japan, Republic of Korea, Malaysia, the Philippines, Singapore, Thailand, Vietnam) in four thematic areas: Counter-Terrorism/Prevention of Violent Extremism (CT/PVE), Cyber Security, Maritime Security, Crisis Management/Addressing Hybrid threats.
Co-funded by the European Union, the German Federal Foreign Office, and the French Ministry for Europe and Foreign Affairs, the ESIWA+ project is jointly implemented by Expertise France (EF) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). EF is responsible for communications & visibility, cyber security and maritime security, while GIZ is responsible for the CT/PVE, and Crisis Management/Addressing Hybrid Threats.
ESIWA+ operates in the framework set by:
- the Global Strategy for the European Union’s Foreign and Security Policy (2016);
- the Council Conclusions calling on the EU to scale up its security engagement in and with Asia (2018);
- the Council Conclusions on Women, Peace and Security (2018);
- the EU Strategy for Cooperation in the Indo-Pacific (2021);
- the Strategic Compass for defence and security (2022).
The overall objective of ESIWA+ is to enhance the EU's security and defence cooperation in and with Asia and the Indo=Pacific by organising activities that bring together European and Asian experts on topics of common interest.
Its specific objectives are as follows:
- Support to policy dialogue: To support deeper and more operational security and defence engagements with partner countries, complementing existing official EU dialogues (track 1.0 with partner countries)
- Operational cooperation: To promote greater convergence between the policies and practices of the EU and the partner countries in the field of security, taking account and promoting the implementation or (further) development of National Action Plans on UNSCR 1325 on women, peace and security.
- Raising awareness: To increase international awareness and acknowledgement of the EU as a reliable global security partner.
The following outputs are anticipated:
- Output 1.1: Enhanced engagement with key Asian partners on security topics of shared or converging interest.
- Output 1.2: Increased factoring in of the EU's position as a security actor in the response to security threats and challenges faced by partner countries in the region and beyond.
- Output 2.1: EU and international standards and best practices are disseminated in the partner countries, and via regional organisations such as ASEAN and ASEAN Regional Forum, and incorporated in their national strategies.
- Output 3.1: Greater visibility and understanding of the EU as a reliable global security partner.
ESIWA’s communication has been defined by a comprehensive Communication and Visibility (C&V) Strategy that takes into account EU requirements and priorities. The C&V Strategy frames the project’s internal and external communication.
The present Terms of Reference describe the expected tasks and results of the Communication & Visibility Officer.
A. Qualifications and skills (20 points)
- University degree in communications, journalism, political science, international affairs, or any other field relevant for the assignment. (5 points)
- Excellent analytical and report writing skills. (5 points)
- Fluency in spoken and written English. Knowledge of French, German, or an Indo-Pacific language would be an asset. (5 points)
- Ability to travel frequently to partner countries and the extended Indo-Pacific region, as required (5 points)
B. General professional experiences (20 points)
- Between 5 and 8 years of experience in public relations, communications, outreach, journalism and/or broadcasting, preferably in a political/diplomatic context, with a proven track record in social media management, communication strategies and outreach development (10 points)
- Strong familiarity of EU institutions and EU external actions. (10 points)
C. Specific professional experiences (60 points)
- At least 5 years of professional experience in communication, press relations and outreach experience, of which at least 2 years working for a public administration or agency. Communications, press relations and outreach experience working for an EU institution/agency is a strong asset. (10 points)
- Strategic communication experience, including advising on strategic communications, elaborating, and implementing communication and press relations strategies. (10 points)
- Robust experience in developing communication materials and implementing activities, preferably on public policy issues. (10 points)
- Experience in public diplomacy would be an asset. (10 points)
- Proven knowledge of content creation, media coverage and publishing software (5 points)
- Excellent knowledge of EU communications work and EU communication guidelines. (5 points)
- Experience dealing with issues of EU external policy and actions is a strong asset. (5 points)
- Perfect knowledge of GDPR and its implications on project communication. (5 points)
I. Duration of the assignment
1) Implementation period: 01/04/2026 to 30/09/2027
2) Total number of working days: up to 200 days (average of 10 days per months)

Based in Bangkok (where the ESIWA+ project office is located) or home-based in Europe. Missions to Europe and the Indo-Pacific as required.
